Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Stanley Street, Wigan) (Temporary Closure) Order 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Stanley Street, Wigan on 8th January 2026 between the hours of 7.00pm and 10.00pm. The alternative route for traffic is: Ormskirk Road – Westminster Street – Victoria Street.

The Order is necessary to allow the replacement of frame and cover.

Grosvenor Street, Wigan – Temporary Closure

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Grosvenor Street, Wigan on 8th January 2026 between the hours of 7.00pm and 10.00pm.

The alternative route for traffic is Ormskirk Road – Scott Lane – Albert Street. The Order is necessary to allow the replacement of frame and cover.

Notice of Confirmation of Public Path Order Town & Country Planning Act 1990 Section 257 and Paragraph 7 of Schedule 14 (Public Footpath Hindley No.3 (Part))

Public Path Stopping Up and Creation Order 2025

On the 30th October 2025 Wigan Borough Council confirmed the above order. The effect of the order as confirmed is to stop up:

•    Public footpath Hindley No.3 is described in the Definitive Statement for Hindley as: “From N.W. corner of Darby Lane past Kenyon’s Farm to Highfield Road.” Public footpath Hindley No.3 will be stopped up on the south side of the footbridge from Point A on the Map at grid reference 361627 405130 to Point B on the Map at grid reference 361619 405129 for a distance of approximately 9 metres in a south westerly direction. And create an alternative:

•    A new section of an extended graded ramped access for public footpath Hindley No.3 will be created on the southern side of the footbridge from Point A on the Map at grid reference 361627 405130, from which it runs north for approximately 4 metres before heading east to Point C on the Map at grid reference 361658 405140 for a distance of approximately 33 metres, before going north then west to Point D on the Map at grid reference 361617 405139 for a distance of approximately 48 metres before heading south to the continuation of the existing public footpath at Point B on the Map at grid reference 361619 405129 for a distance of approximately 10 metres. The surface will be non-slip asphalt, 1.8 metres wide.

•    On the north side of the footbridge the alignment of public footpath Hindley No.3 will remain the same, although a set of 12 steel steps will be installed between Point E and H to accommodate the raising of the bridge.

•    On the north side of the footbridge, an alternative access to the steps will be created as a ramped section as part of public footpath Hindley No.3 at Point E on the Map at grid reference 361584 405165, from which it runs north west to Point F on the Map at grid reference 361570 405175 for a distance of approximately 17 metres, then north east to Point G on the Map at grid reference 361575 405183 for a distance of approximately

10 metres, and then south east to Point H on the Map at grid reference 361587 405176 for a distance of approximately 14 metres. The surface will be a non-slip asphalt, 2.1 metres wide. as shown on the order map.

A copy of the confirmed order and the order map may be seen at the Town Hall, Library Street, Wigan, WN1 1YN, free of charge between 9am and 4.30pm on any day from Monday to Friday. Copies of the order and map may be bought there at the price of £1.

The order comes into force on the date on which Wigan Borough Council certify that the terms of Article 2 of the order have been complied with, but if any person aggrieved by the order desires to question its validity or that of any provision contained in it on the ground that it is not within the powers of the above Act, or on the ground that any requirement of that Act or any regulation made under it has not been complied with in relation to the confirmation of the order, he or she may apply to the High Court for any of these purposes under section 287 of the Town and Country Planning Act 1990 within 6 weeks from the date on which notice is first published as required by Paragraph 7 of Schedule 14 to that Act.

Holly Road, Aspull – Prohibition of Waiting

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic

Regulation Consolidation) Order 2004 (Amendment

No.614) Order 2025 which will come into operation on 30th November 2025.

The effect of the Order will be to revoke no waiting at any time on:

•    Holly Road, Aspull (both sides) from its junction with Haigh Road for a distance of 15 metres in a south westerly direction

The effect of the Order will be to introduce no waiting at any time on:

•    Holly Road, Aspull (both sides) from its junction with Haigh Road to a point

10 metres east of its junction with Smith Street

There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:

(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or

(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 30th October 2025 make application for the purpose to the High Court.

Public Path Diversion Order 2025

The above order was made on 28th October 2025. The effect of the order will be to divert:

•    Public footpath Ince No.11 is to be stopped up at point C on the map at grid reference 359794 404801, in a generally southerly direction for approximately 130 metres to point D on the map at grid reference 359757 404692 at its junction with Laburnum Avenue.

•    Public footpath Ince No.12 is to be stopped up at point A on the map at grid reference 360216 404703, in a generally westerly direction for approximately 450 metres to point B on the map at grid reference 359807 404750 at its junction with public footpath Ince No.11. and create alternative footpaths:

•    The alternative route for public footpath Ince No.11 will run from Point C on the map at grid reference 359794 404801 in a generally southerly direction for approximately 150 metres to Point D on the map at grid reference 359757 404692 at its junction with Laburnum Avenue.

•    The alternative route for public footpath Ince No. 12 will run from Point A on the map, west, before, heading south then west again for a short distance 5 metres east from Point B on the map.

Any representation about or objection to the order may be sent or delivered in writing addressed to the Assistant Director – Legal, Governance and Elections at the Town Hall, Library Street, Wigan, WN1 1YN or by emailing the address above, not later than 12th December 2025. Please state the grounds on which it is made.

If no such representations or objections are duly made, or if any so made are withdrawn, Wigan Borough Council may itself confirm the order as an unopposed order. If the order is sent to the Secretary of State for confirmation, any representations or objections which have not been withdrawn, will be sent with the order.

(Sovereign Road, Wigan) (Temporary Closure) Order 2025

Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Sovereign Road, Wigan) (Temporary Closure) Order 2025 which will come into operation on 28th November 2025.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Sovereign Road, Wigan commencing on 28th November 2025 between the hours of 9:00am and 3:00pm.

A signed diversion route for traffic will be in place.

The Order is necessary to replace frame and cover.
