  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 3 November 2025, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

  2. The general effect of the ‘Free Parking Places’ Order will be to:

    (a) designate a parking place on the carriageway, 6.6 metres in length, at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

    (b) provide that the parking places will operate at all times, unless otherwise stated;

    (c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

    (d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

    (e) revoke the disabled persons parking places at the locations specified in Schedule 2 to this Notice.

  3. The general effect of the ‘Parking Places Amendment’ Orders will be to shorten the length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads.

  4. A copy of the Orders, which will come into force on 14 November 2025, and other documents giving more detailed particulars of the Orders, including plans which indicate roads or lengths of roads to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

  5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

BODNANT GARDENS, SW20; the north side, from the common boundary of Nos. 50 and 51 Bodnant Gardens, eastward for a distance of 6.6 metres.

HILLCROSS AVENUE, SM4; the south-east side, from a point 1.7 metres south-west of the north-easternmost flank wall of No. 223 Hillcross Avenue, south-westward for a distance of 6.6 metres.

STATION ROAD, KT3; the south-east side, from a point 4.5 metres south-west of the south-westernmost flank wall of Seouel House, south-westward for a distance of 6.6 metres.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(TRINITY ROAD, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate works to enable large heavy goods vehicle egress from Trinity Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

  2. During the works no person would:

    (a) cause or permit any vehicle to enter or proceed in Trinity Road, from its junction with The Broadway to its junction with Florence Road; or

    (b) cause or permit any vehicle to wait within 10 metres of an island site or build-out in the street or length of street specified in paragraph 2(a) above; or

    (c) enter or proceed on the western and eastern footways of Trinity Road, between its junction with The Broadway and its junction with Florence Road. (The footways would be closed on a rolling and alternating basis).

  3. Any designated parking place situated within 10 metres of an island site or build-out in the length of Trinity Road specified in paragraph 2(a) above would be suspended for the duration of the works.

  4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Nothing in the Order would apply to: -

    (a) any vehicle being used in connection with the execution of the said works; or

    (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) any person requiring vehicular access to the properties adjacent to the road or lengths of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works; or

    (e) any person requiring access to properties adjacent to the footways specified in paragraph 2(c) above.

  6. Vehicular traffic affected by the road closure should proceed via:-

    (a) Queens Road, Haydons Road, Merton High Street, Priory Road, Merantun Way, Morden Road, Merton Road and The Broadway; or

    (b) The Broadway, Merton Road, Merton High Street, Haydons Road, and Queens Road.

  7. Pedestrians affected by a footway closure should proceed using the footway opposite.

  8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  9. The Order would come into operation on Monday 17th November 2025 with the works anticipated to be completed by Friday 28th November 2025. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(MITCHAM PARK, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer works in Mitcham Park, Mitcham; they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

  2. During the works, no person would cause or permit any vehicle to:

    (a) enter or proceed in Mitcham Park, between its junction with London Road and the common boundary of Nos. 102 and 104 Mitcham Park; or

    (b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above.

  3. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works in that road or length of road.

  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Nothing in the Order would apply to: -

    (a) any vehicle being used in connection with the execution of the said works; or

    (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

    (d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

  6. Vehicular traffic affected by the road closure should proceed using Mitcham Park, the south to north arm, Baron Grove, London Road and Lower Green West as required.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  8. The Order would come into force on Wednesday 3rd December 2025 and it is anticipated that the works would be carried out that day. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 – SECTIONS 14(1)

LONDON BOROUGH OF MERTON

(MANOR ROAD AND WIDE WAY, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The Council of the London Borough of Merton hereby give notice, that to facilitate utility connection works in Manor Road and Wide Way, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

  2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:–

    (a) Manor Road, both sides, from its junction with Wide Way south-westward to a point 2 metres south-west of the common boundary of Nos. 195 and 197 Manor Road;

    (b) Wide Way, both sides, from its junction with Manor Road south-eastward to the common boundary of Nos. 6 and 8 Wide Way.

  3. Any designated parking place or loading bay situated in the roads or lengths of road specified in paragraph 2 above would be suspended.

  4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Nothing in the Order would apply:–

    (a) to any vehicle being used in connection with the execution of the said works; or
