What is happening?
LONDON BOROUGH OF WALTHAM FOREST (LBWF)
ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
THE WALTHAM FOREST (TWU SUPPLY IMPROVEMENT WORKS) (FOREST AVENUE E4) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 6th November 2025 it made an Order to allow Thames Water to execute supply improvement works in a safe and efficient manner in Forest Avenue (Ave) E4.
The general effect of the Order will be in Forest Ave, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles, for any purpose, at “any time”, from entering, proceeding, waiting or loading from its junction with Beresford Road, eastwards for a distance of 30 metres or thereby.
The Order will come into operation on 10th November 2025 for a maximum period of 6 months, or until the works are completed, whichever is the sooner.
NOTE: The works are expected to be completed within 16 days, but additional time is required for contingencies. (ref: TT38(25))
THE WALTHAM FOREST (SUNBELT RENTALS POLE REPLACEMENT WORKS) (HAROLD ROAD E11) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 6th November 2025 it made an Order to allow Sunbelt Rentals to execute pole excavation and replacement works in Harold Road (Rd) E11, in a safe and efficient manner.
The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles, for any purpose, at “any time”, from entering, proceeding, waiting or loading in Harold Rd – between the projected south-east property boundary of No. 24 and the projected common boundary of Nos. 58 and 60.
The Order will come into operation on 15th November 2025 for a maximum period of 1 month or until the works are completed, whichever is the sooner.
NOTE: The works are expected to be completed within 1 day, but additional time is required for contingencies. (ref: TT47(25))
THE WALTHAM FOREST (TWU PIPE RELAY WORKS) (E4 ROADS) (TEMPORARY MEASURES) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 6th November 2025 it made an Order to enable water-pipe relay works by Thames Water, to be carried out in a safe and efficient manner in various roads within the E4 region.
The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at “any time”, in the roads mentioned in the Schedule to this Notice.
The Order will come into operation on 6th November 2025 for a maximum period of 10 months or until the works are completed, whichever is the sooner (this applies to all roads mentioned in the Schedule and allows for unforeseen constraints which may abort works until a future time). (ref: TT53(25))

THE WALTHAM FOREST (HIGHWAY CONSTRUCTION WORKS) (VARIOUS ROADS E7 AND E17) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow for highway construction works, to be carried out in a safe and efficient manner in various roads in the E7 and E17 regions.
The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, or where applicable, covered:
prohibit vehicles (except works vehicles) from entering, proceeding, waiting or loading for any purpose, at “any time” in:
(a) Huddlestone Road (Rd) E7 – from its junction with Odessa Rd, north-eastwards for a distance of 30 metres (m);
(b) Odessa Rd E7 – between Nos. 206/208 and 216/218 Odessa Rd;
(c) Clifford Rd E17 – for a distance of 40m from its junction with Forest Rd;
(d) Forest Rd E17 – between its junctions with Fulbourne Rd and Spruce Hills Rd;
(e) Fulbourne Rd E17 – between its junctions with Forest Rd and Hawker Place;
(f) Kingsley Rd E17 – in its entirety;
(g) St John’s Rd E17 – for a distance of 40m from its junction with Forest Rd;
(h) Wood Street E17 – between its junctions with Forest Rd and Wyatt’s Lane.
The general effect of the Order would also be, only at such times and to such extent as regulatory signs are displayed:
(i) in Clifford Rd, to prohibit vehicles from proceeding at any time in any direction other than from east to west and then immediately north to south;
(ii) prevent motor vehicles entering Clifford Rd where entry to that road is prohibited by a no-entry sign plate situated at its junction with Forest Rd.
(iii) in St John’s Rd (between its junctions with Forest Rd and Spruce Hills Road), prohibit vehicles from proceeding at any time in any direction other than from south to north, and
(iv) prevent motor vehicles entering St John’s Rd where entry to that road is prohibited by a no-entry sign plate situated at its junction with Spruce Hills Rd.
The Order would come into operation on 1st December 2025 and would be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner. (Ref: TT50(25))
THE WALTHAM FOREST (TWU WATER MAINS REPLACEMENT) (E17 ROADS) (TEMPORARY MEASURES) (NO. 2) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to enable water-mains replacement works by Thames Water, to be carried out in a safe and efficient manner in various roads in the E17 region.
The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed to prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at any time, in the roads mentioned in the Schedule to this Notice.
The Order would also allow officers to prohibit vehicles only at such times and to such extent as regulatory signs are displayed or person(s) entitled to give such instructions under the Order may instruct, to temporarily suspend any designated disabled persons’ parking place or paid-for parking place, in the roads or parts of roads adjoining the roads in the Schedule to this Notice.
The Order would come into operation on 1st December 2025 and would be valid for a maximum period of 18 months or until the works are completed (this applies to all roads mentioned in the Schedule and allows for unforeseen constraints which may abort works until a future time). (ref: TT51(25))

Avon Road (Rd), Beacontree Avenue, Belle Vue Rd, Carnanton Rd, Castleton Rd, Cobham Rd, Fernhill Court, Forest Rd, Fyfield Rd, Grantock Rd, Hale End Rd, Hempstead Rd, Hillcrest Rd, Hillside Gardens, Hylands Rd, Lamorne Close, Macdonald Rd, Pentire Rd, Radbourne Crescent, Thorpe Hall Rd, Trevose Rd, Ulverston Rd, Winsbeach and Woodstock Rd.
Vehicles waiting or loading in disregard of these Orders would be removed.
Any uncontrolled or designated controlled parking spaces situated in the roads or parts of roads affected by any of the measures set out in the notices above will be suspended.
The prohibitions mentioned in all notices above would not apply in relation to any vehicle being used:
(a) in connection with the said works; or
(b) for ambulance, fire brigade or police purposes (if the works allow).
Signage will be placed in advance of any works in the roads mentioned in the aforementioned notices which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
