1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, and 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the "Disabled Persons Parking Places" Order would be to:-

(a) designate parking places in certain lengths of the streets specified in Schedule 1 to this Notice in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking places would operate "at any time";

(c) specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the existing, no longer required, disabled parking places outside No. 1 Ashburnham Road, NW10 5SB; No. 10 Ashburnham Road, NW10 5SB; No. 8 Carlyon Close, HA0 1HR; No. 131 Chaplin Road, HA0 4UN; No. 36 Fernbank Avenue, HA0 2TU; No. 78 Hassop Road, NW2 6RU; No. 2 Maybank Avenue, HA0 2TG; No. 87 Monks Park, HA9 6JL and No. 65 Norwood Avenue, HA0 1LJ;

(f) make minor drafting amendments to the existing parking restrictions in certain roads to conform with the current on-street layout.

3. The general effect of the "Free Permit Parking Places" Order would be to:-

(a) designate free personalised parking places for vehicles displaying a Brent issued personalised disabled persons parking place permit issued under the Order in the streets specified in Schedule 2 to this Notice;

(b) provide that the parking places specified in Schedule 2 to this Notice would operate "at any time";

(c) re-designate existing free parking places for vehicles displaying a disabled person’s badge (commonly referred to as "the Blue Badge") outside No. 10 Allington Road, W10 4AY; No. 454 Beames Road, NW10 8BW; No. 57 Crest Road, NW2 7LJ; No. 21 First Drive, NW10 8LG; No. 73 Kempe Road, NW6 6SN and No. 25 Qualiton Street, NW10 0BG to free personalised parking places for vehicles displaying a Brent issued personalised disabled persons parking place permit issued under the Order;

(d) provide that a permit may be issued by the Council on application being made by certain disabled persons who are:-

(i) in receipt of the Disability Living Allowance with the higher rate of mobility component for an indefinite period; or

(ii) in receipt of the higher rate of Attendance Allowance for applicants aged 65 or over; or

(iii) where the applicant does not drive and has a permanent medical order for driver from the carer, is in receipt of the Carer’s Allowance award;

(e) revoke the existing, no longer required, personalised disabled parking places outside No. 17 Buller Road, NW10 5SB; No. 3 Chesham Street, NW10 0BH; No. 5 Evelyn Avenue, NW9 0JF; No. 45 Fernbank Avenue, HA0 2TT; No. 38 Homelield Road, HA0 2NJ; No. 16 Longley Avenue, HA01NQ and No. 25 Whitmore Gardens, NW10 5HJ;

(f) make minor drafting amendments to the existing parking restrictions in certain roads to conform with the current on-street layout.

4. The general effect of the "Parking Places" Orders would be to:-

(a) increase in length the existing parking places in Ashburnham Road, Chaplin Road, Fernbank Avenue, Hassop Road, Maybank Avenue and Monks Park following the revocation of the no longer required disabled persons parking places;

(b) increase in length the existing parking places in Buller Road, Chesham Street, Fernbank Avenue, Homefield Road and Whitmore Gardens following the revocation of the no longer required personalised disabled persons parking places;

(c) reduce in length the existing parking places in Ashford Road, Clifford Gardens, Copland Close, Furness Road, Goodson Road, Harrow Road, Lancelot Road, Marian Way, Milford Gardens and Wendover Road to enable for the installation of disabled person’s parking places specified in Schedule 1 to this Notice;

(d) reduce in length the existing parking places in Ashford Road, Beaumont Avenue, Beresford Avenue, Brondesbury Park, Cairnfield Avenue, Chambers Lane, Chaplin Road, Chatsworth Road, Chichester Road, Compton Road, Conduit Way, Cooper Road, Harlesden Gardens, Ilkley Road, Lushington Road, Melrose Avenue, Mostyn Avenue, Mostyn Gardens, North End Road, Riffel Road, Robson Close, Roundwood Road, Rupert Road, Villiers Road, Wells Drive and Williams Way to enable for the installation of personalised disabled persons parking places specified in Schedule 2 to this Notice;

(e) make minor drafting amendments to the existing parking restrictions in certain roads to conform with the current on-site layout.

5. Copies of the proposed Orders, of relevant Orders of 2001, 2008, 2019 and 2023 (and of any Orders which have amended those Orders), of the Council’s statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at: Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

7. Persons desiring to make representations or to object to any of the proposed Orders should send a statement of their representations or objections, and the grounds thereof, via email to: trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/03/268/JH, to arrive not later than 21 days from the date of publication of this notice.
