THE BOROUGH OF WELWYN HATFIELD (VARIOUS ROADS, WELHAM GREEN) (PROHIBITION OF STOPPING AND WAITING ON VERGE OR FOOTWAY) ORDER 2025

NOTICE IS HEREBY GIVEN that the Welwyn Hatfield Borough Council (pursuant to arrangement made with Hertfordshire County Council) has made the above Orders under the Road Traffic Regulation Act 1984 to introduce restrictions in Various Roads, Welham Green as specified in the schedules to this notice. These Orders will come into effect on Monday 1 December 2025.

Documents giving more detailed particulars of the Orders may be inspected on our website at

www.welhat.gov.uk/parking-consultations 

or upon appointment during normal reception opening hours at Welwyn Hatfield Borough Council, The Campus, Welwyn Garden City from Wednesday 5 November 2025 until Wednesday 17 December 2025. A copy can also be sent via post during this period upon request.

Any person wishing to question the validity of the Orders, or of any provision contained in it, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act or any Instrument made under it has not been complied with in relation to the Orders, may within 6 weeks from the date of this notice, apply to the High Court for this purpose.

SCHEDULE 1: No stopping or waiting at any time on verge or footway – those sections of road(s) listed below as set out in the Order and accompanying plan

SCHEDULE 2: No waiting at any time restrictions – those sections of road(s) listed below as set out in the Order and accompanying plan

Parts of Frowick Close, Huggins Lane, Pooleys Lane, Puttocks Close & Puttocks Drive

SCHEDULE 3: Permit parking places, Zone F04 Monday to Friday 10am to 3pm – those sections of road(s) listed below as set out in the Order and accompanying plan

SCHEDULE 4: Charges for parking permits and parking vouchers*

Resident permit for disabled driver First permit 100% discount
Resident permit for motorcycle £23.50 per annum
Resident permit for first car £44 per annum
Resident permit for second car £71.50 per annum
Resident permit for third or subsequent cars £97.50 per annum
Business permit £280 per annum
Visitor voucher £1.07 per day voucher or 50% discount to residents providing proof of receiving state pension sold in whole books of 20 Daily Vouchers only.
Doctors/Health visitor permit Free
Annual all zones business permit £1000 per annum
Special permit Charged at council’s discretion
Administration type Charges
Refund fee parking permit and vouchers £11.50

*The charges may be amended by the Local Authority giving notice in accordance with section 46A of the Road Traffic Regulation Act 1984.
