What is happening?

LANCASHIRE COUNTY COUNCIL
(WELSBY ROAD AND FOOTPATH LEYLAND LANE – WELSBY ROAD, LEYLAND)
(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) (TEMPORARY PROHIBITION OF WAITING, LOADING AND UNLOADING) ORDER 2025

NOTICE IS HEREBY GIVEN that Lancashire County Council intend to make an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice.
1. No person shall cause any cycle or pedestrian to proceed over that length of Footpath Leyland Lane – Welsby Road, Leyland for its entire length.
2. To temporarily prohibit waiting at any time on that length of Welsby Road, Leyland (north bound carriageway) from a point 9 metres either side of its junction with Footpath Leyland Lane – Welsby Road, Leyland.
3. To temporarily prohibit any loading or unloading at any time on that length of Welsby Road, Leyland (north bound carriageway) from a point 9 metres either side of its junction with Footpath Leyland Lane – Welsby Road, Leyland.
4. Nothing in this order shall apply to persons engaged in the carrying out of the works.
5. The prohibitions will be operative from 00:00 hours on Monday 17th November 2025 until 23:59 hours on Sunday 23rd November 2025 or until completion of the works within this period. Access for emergency services will be maintained whenever and wherever possible.
6. Vehicular access for residents will be maintained whenever and wherever possible. Pedestrian access to properties will always be maintained.
7. An alternative route for vehicular traffic affected by the closure is not applicable.
The temporary prohibition is necessary to allow the installation of new power connection works to be carried out.
