NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, CHORLEY, HYNDBURN, ROSSENDALE AND WYRE) (REVOCATION AND VARIOUS MOVING RESTRICTIONS 24/25 NO1) ORDER 2025

NOTICE IS HEREBY GIVEN that on 24 October 2025 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2, 4 and 92 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Various Roads) (Prohibition and Restriction of Waiting) (One-Way Traffic) (Prohibition of Driving)(Revocation) Order 1987" insofar as it relates to a prohibition of driving in Broadway, Accrington, between Union Street and 11 metres north east of the centre line of Cornhill.
b) The "Lancashire County Council (Back Fazakerley Street, Cannon Street, Chapel Street, Cleveland Street, Fazackerley Street, High Street, New Market Street, Chorley, Chorley Borough) (Revocation, One Way and Prohibition of Driving Except Loading) Order 2019" insofar as it relates to Schedule 4.
c) The "Lancashire County Council (North Albert Street, Fleetwood, Wyre Borough) (One Way Street) Order 2013" in full.
d) "The Borough of Rossendale (Traffic Regulation) (No. 135) Order, 1988" in full.
2. Introduce an 18 tonne weight restriction in Brooke Street, Chorley, from a point 59 metres west of its junction with the centreline of Eldon Street for a distance of 40 metres in a westerly direction.
3. Introduce a 10 tonne weight restriction in Holme Lane, Rawtenstall, Rossendale, from a point 102 metres north west of its junction with the centreline of Jubilee Way for a distance of 22 metres in a north westerly direction.
4. Introduce one way traffic in North Albert Street, Fleetwood, from its junction with Pharos Street to its junction with Bold Street, south to north.
5. Introduce a prohibition of driving on market days 9:30am to 4:30pm in the following lengths of road:
a) High Street, Chorley, from its junction with New Market Street in a westerly direction to its junction with Cleveland Street;
b) New Market Street, Chorley, from a point 57 metres north of its junction with the centreline of Market Walk for a distance of 22 metres in a northerly direction.
This prohibition includes an obstruction in accordance with Section 92 of the Road Traffic Regulation Act 1984.

This Order will come into force on the 10 November 2025. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Chorley Borough Council, Town Hall, Market Street, Chorley, PR7 1DP, and at the offices of Hyndburn Borough Council, Scaitcliffe House, Ormerod Street, Accrington, BB5 0PF, and at the offices of Rossendale Borough Council - One Stop Shop, The Business Centre, Futures Park, Newchurch Road, Bacup, OL13 0BB, and at the offices of Wyre Borough Council, Civic Centre, Breck Road, Poulton-le-Fylde, FY6 7PU, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
