Portsmouth - Multiple Traffic Notices
What is happening?
THE PORTSMOUTH CITY COUNCIL (SCHOOL LOCATIONS) (STOPPING AND WAITING RESTRICTIONS) ORDER 2025
1. Notice is hereby given that the Portsmouth City Council on 5 November, 2025 made the above Order. The Order comes into operation on 6 November 2025, to effect:
a) To introduce new/amend the existing SCHOOL KEEP CLEAR NO STOPPING MONDAY TO FRIDAY 8AM - 4PM (yellow zig zags): restrictions on the following roads:
Evelegh Road - reduce the lengths of School Keep Clear markings outside Solent Infant School by 8 metres
George Street - shortening the length of the School Keep Clear markings on both sides of the street outside Pentridge Junior School by 6 metres and change the restriction times as above
Medina Road - to shorten the length of the School Keep Clear markings on the north side by 15 metres
Malins Road - to introduce School Keep Clear markings for a length of 44 metres on the west side of Malins Road south of the junction with Stirling Street
Somers Road-north-west side: to introduce School Keep Clear markings for a length of 44 metres outside Ark Ayrton Primary School
b) To introduce new NO WAITING AT ANY TIME RESTRICTIONS (double yellow lines) on the following roads:
Evelegh Road - north side from 15 metres east of its junction with Farlington Avenue eastwards for 6 metres, and opposite No 12 (in place of "School Keep Clear" zigzag markings)
Medina Road - north side from its junction with Fifth Avenue westwards for 15 metres (in place of "School Keep Clear" Zigzag markings)
c) To introduce a “No waiting Monday to Friday 8am-4pm" restriction (single yellow line) on the following lengths of the roads:
Penhale Road – south side, for 70 metres outside Penbridge Infant School
Penhale Road south side for 11 metres outside The Lantern Academy (in place of “No waiting at any time” restrictions)
Penhale Road south side, opposite property Nos 61-73 (in place of School Keep Clear zigzags “No stopping Monday – Friday 8am – 4pm" restriction)
d) To remove the existing restrictions on the following lengths of the roads:
Kipling Road - north side: removal of 24 metres School Keep Clear markings opposite property No. 67 Kipling Road
e) To remove the marked single yellow line (Monday -Friday 8am - 5pm) on George Street both sides for 44 metres (outside Penbridge Junior School)

3. Any person wishing to question the validity of the Order or any of its provisions, on the grounds that it is not within the powers of the relevant enabling Act, or that a requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may, within 6 weeks from the date of the Order, make application for this purpose to the High Court.
