Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council, has made the Wigan Borough (Tram Street, Platt Bridge) (Temporary Closure) Order 2025.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Tram Street, Platt Bridge on 23rd November 2025.
The alternative route for traffic is: Carr Street – Wigan Street – Lily Lane
The Order is necessary to rectify defective reinstatement.
Highfield Grange Avenue, Winstanley – Prohibition of Waiting and Loading
Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Wigan Roads No.2) (Traffic Regulation Consolidation) Order 2004 (Amendment No.139) Order 2025 which will come into operation on 14th November 2025.
The effect of the Order will be to introduce no waiting at any time on:
• Highfield Grange Avenue, Winstanley (north side) from a point 15 metres southwest of its junction with St Aidan’s Church car park, for a distance of 80 metres in a northeasterly direction
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.
The effect of the Order will be to introduce no loading at any time on:
• Highfield Grange Avenue, Winstanley (north side) from a point 15 metres southwest of its junction with St Aidan’s Church car park for a distance of 80 metres in a northeasterly direction

Manley Street and Windleshaw Street, Ince – Prohibition of Waiting

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan
Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.607) Order 2025 which will come into operation on 14th November 2025. The effect of the Order will be to revoke no waiting at any time on:
• Windleshaw Street, Ince (both sides) from its junction with Manley Street for a distance of 15 metres in a South Westerly direction
• Manley Street, Ince (Southeast) from a point 15 metres Southwest of Windleshaw Street to a point 5 metres Northeast of Windleshaw Street The effect of the Order will be to introduce no waiting at any time on:
• Windleshaw Street, Ince (both sides) from its junction with Manley Street for a distance of 10 metres in a South Westerly direction
• Manley Street, Ince (Southeast) from a point 10 metres Southwest of Windleshaw Street to a point 5 metres Northeast of Windleshaw Street
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

Public Footpath (Ince No. 12 (Part)) (Temporary Diversion) Order 2025
Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough Public Footpath (Ince No. 12 (Part)) (Temporary Diversion) Order 2025. The effect of the Order means that no person shall, except upon the direction or with the permission of a police constable use public footpath Ince No.12 from Point A as shown on the Order Map at grid reference 360218 404702, in a generally westerly direction, to Point B as shown on the Order Map at grid reference 359874 404767 for a distance of approximately 350 metres.
An alternative route is available from Point A to Point B as shown on the Order Map, which runs parallel to the existing public footpath, slightly to the north. This public footpath will be diverted for a period of six months commencing on 12th November 2025 to enable development to take place.

The effect of the Order will be to introduce no waiting at any time on:
• Garswood Street, Ashton-in-Makerfield (West side) from a point 33 metres north of its junction with Gerard Street, to a point 80 metres north of its junction with Gerard Street
• Garswood Street, Ashton-in-Makerfield (West side) from a point 90 metres north of its junction with Gerard Street, to a point 152 metres north of its junction with Gerard Street
• Gerard Street, Ashton-in-Makerfield (Northwest side) from a point 80 metres east then north east of its junction with Garswood Street, to a point 95 metres east then north east of its junction with Garswood Street
The effect of the Order will be to revoke limited waiting, Monday-Saturday, 7am-6pm, on:
• Garswood Street, Ashton-in-Makerfield (West side) from a point 33 metres north of its junction with Gerard Street, to a point 80 metres north of its junction with Gerard Street

The effect of the Order will be to introduce disabled persons parking spaces on:
• Garswood Street, Ashton-in-Makerfield (West side) from a point 107 metres north of its junction with Gerard Street, to a point 114 metres north of its junction with Gerard Street, Monday-Saturday, 7am-6pm
• Garswood Street, Ashton-in-Makerfield (West side) from a point 51 metres north of its junction with Gerard Street, to a point 58 metres north of its junction with Gerard Street, on any day, 9am-4pm
There will be limited exceptions permitting vehicles to wait to, for road works and works by statutory undertakers; for local authority, Water Companies; or if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral.
The effect of the Order will be to introduce a loading bay on:
• Garswood Street, Ashton-in-Makerfield (West side) from a point 51 metres north of its junction with Gerard Street, to a point 58 metres north of its junction with Gerard Street, on any day, 7-9am and 4:30-7pm
• Garswood Street, Ashton-in-Makerfield (West side) from a point 100 metres north of its junction with Gerard Street, to a point 107 metres north of its junction with Gerard Street, on any day, 7am-6pm
There will be limited exceptions permitting vehicles to wait to; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; or the avoidance of an accident.
The effect of the Order will be to revoke restriction of Loading/ Unloading on:
• Garswood Street, Ashton-in-Makerfield (East side) from a point 15 metres north of its junction with Gerard Street, to a point 170 metres north of its junction with Gerard Street, on any day 7am-7pm
• Garswood Street, Ashton-in-Makerfield (both sides) from its junction with Gerard Street, for a distance of 15 metres
in a northerly direction, Monday-Friday, 7:30-9:30am and 4-6:30pm
• Garswood Street, Ashton-in-Makerfield (both sides) from a point 170 metres north of its junction with Gerard Street, to its junction with Bryn Street, Monday-Friday, 7:30-9:30am and 4-6:30pm
The effect of the Order will be to introduce prohibition of Loading/Unloading, at any time, on:
• Garswood Street, Ashton-in-Makerfield (West side) from its junction with Gerard Street, to a point 15 metres north of its junction with Gerard Street
• Garswood Street, Ashton-in-Makerfield (West side) from a point 33 metres north of its junction with Gerard Street, to a point 80 metres north of its junction with Gerard Street
• Garswood Street, Ashton-in-Makerfield (West Side) from a point 90 metres north of its junction with Gerard Street, to a point 152 metres north of its junction with Gerard Street
• Garswood Street, Ashton-in-Makerfield (East side) from its junction with Gerard Street, to its junction with Bryn Street

The effect of the Order will be to revoke the hackney carriage stand on:
• Gerard Street, Ashton-in-Makerfield (North West side) from a point 80 metres east then north east of its junction with Garswood Street, to a point 95 metres east then north east of its junction with Garswood Street
The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Garswood Street, Ashton-in-Makerfield) (One Way Working) Order 2025.
The effect of the Order will be to revoke One Way Working on:
• Garswood Street, Ashton-in-Makerfield (East direction) from a point 20 metres east of its junction with Bryn Street, for a distance of 14 metres in an easterly direction but not otherwise.
The effect of the Order will be to introduce One Way Working on:
• Garswood Street, Ashton-in-Makerfield (South direction) from a point 117 metres north of its junction with Gerard Street, to its junction with Gerard Street

NOTICE IS HEREBY GIVEN that Wigan Borough Council in exercise of its powers under Sections 90A(1), 90C, 90D and 90E of the Highways Act 1980, and of all other enabling powers, proposes to construct raised tables in accordance with the Highways (Road Humps) Regulations 1999.
Proposed 50mm raised tables to be introduced on:

The effect of the Order will be to introduce limited waiting at Garswood Street car park. Limited waiting times will be as follows:

Highways Act 1980
(Public Footpath Haigh No.18 (Part)) Public Path Diversion Order 2025
This document can be made available in other languages, on audio tape, CD, large print or other formats on request. The above Order, made on 28th October 2025, under section 119 of the Highways Act 1980, will divert the public footpath Haigh No.18, running from:
• Point A on the Map at grid reference 358700 409617, in a generally southerly direction for approximately 256 metres to point B on the Map at grid reference 358764 409399. To
• Point A on the map at grid reference 358700 409617 in a generally southerly direction, running parallel to the existing alignment for approximately 266 metres to Point B on the Map at grid reference 358764 409399.
As shown on the order map.
A copy of the order and the order map have been placed and may be seen free of charge at the Town Hall, Library Street, Wigan, WN1 1YN between the hours of 9am and 4:30pm on any day Monday to Friday or may be requested by emailing S.Eccles-Churton@wigan.gov.uk. Any representations about or objections to the order, may be sent in writing to the Assistant Director – Legal, Governance and Elections Division at the Town Hall, Library Street, Wigan, WN1 1YN or by emailing the email address above, not later than 5th December 2025. Please state the grounds on which they were made.
If no such representations or objections are duly made, or if any so made are withdrawn, Wigan Borough Council may, confirm the order as an unopposed order. If the order is sent to the Secretary of State for confirmation, any representations and objections which have not been withdrawn, will be sent with the order.
Liverpool Road, Ashton-In-Makerfield – Proposed Puffin Crossing

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a puffin crossing on the following street:
