TEMPORARY TRAFFIC REGULATION ORDERS 2025

Road Traffic Regulation Act, 1984

Norfolk County Council in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984, hereby give notice that:

i) THEY PROPOSE TO MAKE Temporary Traffic Regulation Orders in respect of the following roads:

ATTLEBRIDGE – C260 Station Road from its junction with Reepham Road to its junction with Felthorpe Road to facilitate works to remove bellmouth entrance in field from 10th to 16th November 2025 (may continue until 28th December 2025). Alternative route is via: Reepham Road, Fir Covert Road, A1270 Broadland Northway, A1067 Fakenham Road, Old Fakenham Road, Station Road (Felthorpe, Taverham, Swannington, Attlebridge). The works promoter is Orsted Hornsea Project Three (Uk) Limited – Volker Fitzpatrick.

CROMER – Jetty Street from its junction with High Street for 40m north-westwards to facilitate scaffolding works from 10th November to 7th December 2025 (may continue until 7th June 2026). GREAT YARMOUTH – Acle New Road from its junction with Fullers Hill Roundabout for 300m north westwards to facilitate resurfacing works between 20:00 and 06:00 from 10th to 17th November 2025 (may continue until 29th December 2025). Alternative route is via: Acle New Road, North Quay, Hall Quay, South Quay, Southgates Road, South Denes Road, Herring Bridge, William Adams Way, A47 Gorleston On Sea From A143 To J A1243 Including Roundabout N, Western Bypass, A47 J A1243 Roundabout, A47 From J A1243 To A149 Runham Road, A47 J A1242/ A149 Roundabout, Lawn Avenue, Caister Road, Yarmouth Road. Caister bypass. A1064 (Great Yarmouth, Gorleston-on-Sea). The works promoter is National Highways. NB: Access to be given to residents of School Road (Marshal will be on site).

HOLT – Shirehall Plain from its junction with Albert Street for 50m south-westwards to facilitate works for a new gas connection from 10th to 11th November 2025 (may continue until the 23rd December 2025). Alternative route is via: Bull Street, Shirehall Plain, White Lion Street, Market Place, High Street, New Street, Cross Street, Albert Street. The works promoter is Cadent.

HORSFORD – C278 Haveringland Road from its junction with B1149 Holt Road for 285m westwards to facilitate new electrical connection works from 10th to 16th November 2025 (may continue until 9th January 2026). Alternative route is via: Haveringland Road, Short Thorn Road, B1149 Holt Road (Horsford, Felthorpe, Stratton Strawless). The works promoter is UK Power Networks.

LOWESTOFT AND CAMSTON – C263 Oulton Street from 380m north-east of its junction with B1149 Holt Road for 100m northwards to facilitate excavation works to lay new duct and construct carriageway and chamber from 10th November to 22nd November 2025 (may continue until 31st December 2025). Alternative route is via: C263 Oulton Road/Norwich Road/Link Road/Ellis Road Roundabout, Pakefield Road, Bickling Road, The Street, The Street Round, Street (Court), Sands Road/White, Reydon, Herring, New Cawston, Oulton). The works promoter is BT.

POSTWICK WITH WITTON – Yarmouth Road from its junction with A47 Roundabout for 90m eastwards to facilitate carriageway resurfacing and widening and traffic island modifications work from 10th to 11th December 2025 (may continue until 11th June 2026). Alternative route is via: A47, Yarmouth Road, Cucumber Lane, The Street, Blofield Road, Brundall Road, Stocks Lane (Brundall, Postwick with Witton, Blofield). The works promoter is Norfolk County Council. NB: Please note that Cucumber Lane and Yarmouth Road will not be closed at the same time.

REEPHAM – Chapel Walk from its joining with B1145 Station Road for 15m southwards to facilitate electric vehicle infrastructure installation works from 10th to 14th November 2025 (may continue until 26th December 2025). Alternative route is via: Chapel Walk, Reepham Footpath 15, Station Road. The works promoter is Norfolk County Council. NB: Please note that the closure/restriction is anticipated to take place within a 24-hour period within the anticipated dates.

SCULTHORPE – C326 Moor Lane from 235m north of its junction with U1450A The Street for 50m northwards to facilitate fire hydrant repair works from 12th to 14th November 2025 (may continue until 26th December 2025). Alternative route is via: C326 Moor Lane/The Street, A148 Lynn Road/Creake Road, B1355 Burnham Market Road. The works promoter is Anglian Water.

SUSTEAD – C303 Corner Road from its junction with C293 Aylmerton Road for 50m south eastwards to facilitate Anglian Water chamber, cover and frame replacement works from 10th to 12th November 2025 (may continue until 24th December 2025). Alternative route is via: C293 School Road, C305 Mill Lane, C301 Church Road, A148 Holt Road, B1346 Cromer Road, B1436 The Green, B1436 Roughton Road, C304 Metton Road (Aylmerton, Sustead, Felbrigg). The works promoter is Anglian Water.

THURSFORD – C318 Heath Plantation Lane from 245m northwards of its junction with A148 Holt Road for 50m north-westwards to facilitate kiosk and ducting installation works from 10th to 12th November 2025 (may continue until 26th December 2025). Alternative route is via: C318 Heath Plantation Lane, C316 Hindringham Road, A148 Holt Road. The works promoter is Anglian Water.

WELLS-NEXT-THE-SEA – Blackhorse Yard from 30m north of its junction with Theatre Road for 30m northwards to facilitate stop tap replacement works from 10th to 12th November 2025 (may continue until 24th December 2025). Alternative route is via: Blackhorses Yard, Theatre Road, The Glebe, Freeman Street. The works promoter is Anglian Water.

WESTON LONGVILLE – U57400 Ringland Lane from its junction with C172 The Street/Church Street to junction with Marl Hill Road for 200m eastwards to enable diversion works from 10th to 16th November 2025 (may continue until 28th December 2025). Alternative route is via: Ringland Lane, The Hill, Marl Hill Road (Weston on the Hill, Weston Longville). The works promoter is VolkerFitzpatrick.

BLO’ NORTON – Fen Road from 210m east of its junction with Thelnetham Road for 500m eastwards to facilitate pole replacement and overhead powerline restringing works between 09:30 and 16:00 on 14th November 2025 (may continue until 26th December 2025). Alternative route is via: U33163 Thelnetham Road, U33164 Middle Road. The works promoter is UK Power Networks.

DEREHAM

1. C584 Commercial Road from 110m south of its junction with Cross Way for 40m southwards and

2. C584 Commercial Road from its junction with C584 London Road for 335m northwards to facilitate water connection works, the Road 1 will be temporarily closed (except for pedestrian access) and the Road 2 shall be temporarily subject to the suspension of the one-way system (southbound) to allow vehicles to travel in both a northerly and southerly direction between 19:00 and 06:00 from 12th to 14th November 2025 (may continue until 26th December 2025).

Alternative route is via: C496 Norwich Street, C585 Station Road, C584 London Road/Commercial Road and vice versa. The works promoter is Anglian Water.

 

HALES AND HECKINGHAM

1. U76348 School Lane from its junction with B1136 Yarmouth Road for 65m northwards and

2. U76349 Briar Lane from its junction with B1136 Yarmouth Road for 50m northwards to facilitate new fibre network installation works from 10th to 21st November 2025 (may continue until 2nd January 2026). Alternative route is via: Road B4, Briar Lane, B1136 Yarmouth Road; Road 2: Raveningham Ferry Road, B1136 Yarmouth Road. The works promoter is CityFibre.

NB: Please note that closures will be in place when signed between the dates of 10th November 2025 and 21st November 2025. Only one closure will be in place at any time.

HINGHAM – C136 Hingham Road from its junction with C777 Attleborough Road for 1700m northwards to facilitate patching works from 10th to 14th November 2025 (may continue until 26th December 2025).

LANGLEY WITH HARDLEY – C202 Staithe Road from 100m south of its junction with C382 The Avenues for 200m southwards to facilitate pole testing and tree cutting works between 09:30 and 15:30 on 12th November 2025 (may continue until 24th December 2025).

Alternative route is via: Staithe Road, Langley Street, Hardley Road, Cross Stone Road, Lower Hardley Road, New Road, Langley Road (Chedgrave, Langley with Hardley). The works promoter is Openreach.

NEWTON BY CASTLE ACRE – 1) C125 Castle Acre Road from 250m southeast of its junction with A1065 for 120m south eastwards and

SWARDESTON – U78029 Short Lane from its junction with B1113 Main Road for 70m northwards to facilitate drainage works from 10th to 21st November 2025 (may continue until 2nd January 2026).

THETFORD – Old Bury Road from its junction with Star Lane for 50m northwards to facilitate wall rebuilding works, the Road will be temporarily closed (except for pedestrian access) and traffic (constituting any class of vehicle) over the Road shall be temporarily prohibited to park, stop, load and/or unload from 10th November to 21st December 2025 (may continue until 21st June 2026).

Alternative route is via: U30502 Old Bury Road, U30543 Bridge Street, A134 Bury Road, U30503 Star Lane, U30502 Old Bury Road. The works promoter is Thetford Grammar School.

TIVETSHALL ST. MARGARET AND TIVETSHALL ST. MARY – C362 The Street from its junction with U76040 Gissing Road for 210m northwards to facilitate water connection works from 10th to 11th November 2025 (may continue until 23rd December 2025).

Alternative route is via: The Street, Green Lane, School Road, Star Lane, Station Road, Ipswich Road, Rectory Road (Pulham Market, Tivetshall). The works promoter is Anglian Water.

WRETHAM – Woodcock Road from its junction with A1075 Hockham Road for 50m northwards to facilitate meter exchange works on 10th November 2025 (may continue until 22nd December 2025).

Alternative route is via: A1075 Hockham Road/Wretham Road, U33434 Great Hockham Road (Hockham, Wretham). The works promoter is Anglian Water.

YELVERTON – U76369 Framingham Earl Road/Yelverton Road from its junction with C374 Church Road to its junction with C187 Gull Lane to facilitate new fibre network installation works for BDUK from 10th to 14th November 2025 (may continue until 26th December 2025).

OUTWELL – C17 Hall Road from 40m northeast of its junction with A1122 Wisbech Road for 40m north eastwards to facilitate Anglian Water works for a new water connection from 11th to 13th November 2025 (may continue until 25th December 2025).

OUTWELL – C5 Langhorns Lane from 180m west of its junction with U21012 Angle Road for 50m westwards to facilitate communication pipe repair works from 10th to 12th November 2025 (may continue until 24th December 2025).

ii) THEY HAVE MADE Temporary Traffic Regulation Orders in respect of the following roads:

ANTINGHAM – Elderton lane from 144m west of its junction with C290 Southrepps Road for 40m eastwards to facilitate bridge inspection works between 22:00 on the 3rd November to 06:00 on the 4th November 2025 (may continue until 16th December 2025).

Alternative route is via: C290 Southrepps Road, A149 Cromer Road, Elderton Lane. The works promoter is Network Rail Infrastructure Ltd.

ANTINGHAM – 1) C290 Southrepps Road from its junction with U14369 Elderton Lane for 290m north eastwards and

2) C290 Southrepps Road from its junction with A149 Cromer Road to its junction with U14370 Elderton Lane to facilitate works constructing village signage near the carriageway between 08:00 and 16:00 on the 3rd and 4th November 2025 with only signs indicating restrictions in place (may continue until 16th December 2025).

NB – Please note that the two roads will not be closed at the same time.

FILBY & MAUTBY – C449 Thrigby Road from 590m southwest of its junction with A1064 Main Road for 670m south westwards to facilitate pole testing works between 09:30 and 15:30 on 6th November 2025 (may continue until 18th December 2025).

Alternative route is via: Thrigby Road, A1064 Main Road, Mautby Lane, The Street, Runham Road, Mill Road, Filby Road, Stokesby Road, Thrigby Road (Filby, Mautby, Stokesby with Herringby). The works promoter is Openreach.

GORLESTON-ON-SEA – Church Lane from its junction with Shrublands Way for 360m eastwards to facilitate crossing installation, surfacing, gull y construction and kerbing works from 3rd to 20th November 2025 (may continue until 1st January 2026).

Alternative route is via: Shrublands Way, Beccles Road, Church Road, Church Lane.

NB – These works will be completed in phases with extents between junctions being closed in sections to maintain access.

HELLESDON – U51524 Holt Road Layby from opposite its junction with Buck Courtney Crescent for 150m north westwards to facilitate construction works from 3rd November to 19th December 2025 (may continue until 19th June 2026).

Alternative route is via: A140 Holt Road. The works promoter is Norfolk County Council.

KELLING – C311 Holgate Hill from 532m northeast of its junction with C308 Bridge Road for 70m north eastwards to facilitate removal of a bellmouth entrance from 3rd to 9th November 2025 (may continue until 21st December 2025).

Alternative route is via: C308 Bridge Road, A148 Cromer Road, C310 Gipsies Lane, C310 Weybourne Road, C310 Sandy Hill Lane, High Kelling.

LINGWOOD AND BURLINGHAM – Blofield Road from 200m northwest of its junction with Norwich Road for 50m north westwards to facilitate UK Power Networks works from 3rd to 5th November 2025 (may continue until 17th December 2025).

Alternative route is via: Chapel Road, Norwich Road, Blofield Corner Road, Norwich Road, South Burlingham Road, Blofield Corner Road.

OVERSTRAND

1. Pauls Lane from 20m east of its junction with Harbord Road for 80m westwards and

2. Harbord Road from its junction with Pauls Lane for 100m southwards to facilitate gas main upgrade works from 3rd to 14th November 2025 (may continue until 26th December 2025).

Alternative route is via: Pauls Lane, Cliff Road, High Street, Cromer Road. The works promoter is Cadent.

ASHILL – Watton Road from its junction with Firs Park for 100m southwards to facilitate carriageway patching works from 3rd to 5th November 2025 (may continue until 17th December 2025).

Alternative route is via: Watton Road, 33263 Church Street, C768 Swaffham Road, Watton Road. The works promoter is Norfolk County Council.

ATTLEBOROUGH – C198 Hargham Road from 10m south of its junction with U33126 Leys Lane for 290m south-westwards to facilitate urgent gas main upgrades. The Order continues the provisions of the Notice dated 26th October 2025 that the Road will be temporarily closed (except for pedestrian access) from 1st November to 22nd December 2025 (previously 27th to 31st October 2025) (may continue until 2nd June 2026).

Alternative route is via:

    • Northbound – C138 The Green, C138 The Green, B1077 The Thoroughfare Road/Buckenhams Road/Station Road/Connaught Road/Connaught Plain, C572 Connaught Plain/High Street, C153 Hargham Road, C138 Road from Snetterton to Old Buckenham/Hargham Road.

  • Southbound – C138 Hargham Road/Road from Snetterton to Old Buckenham, C153 Hargham Road, C572 High Street/Connaught Plain, B1077 Connaught Plain/Exchange Street/Queens Square/Church Street/Surrogate Street/Station Road/Buckenhams Road/Attleborough Road/The Green, C138 The Green (Quidenham, Old Buckenham, Attleborough).

    The works promoter is Cadent.

BARNHAM BROOM – C162 Mill Road from its junction with U78390 Hillside for 230m westwards to facilitate parapet wall repair works. The Order continues the provisions of the Notice dated 26th October 2025 that the Road will be temporarily closed (except for pedestrian access) from 1st to 21st November 2025 (previously 27th to 31st October 2025) (may continue until 2nd January 2026).

Alternative route is via: Mill Road, Runhall Road, Church Road, Black Horse Road, Norwich Road, Dereham Road, Barnham Broom Road, Rush Green, Bell Road (Barnham Broom, Brandon Parva, Coston, Runhall, Welborne, Hardingham, Kimberley and Carleton Forehoe).

BEDINGHAM – U76386 School Road from 120m south of its junction with C368 Church Road for 130m southwards to facilitate meter exchange works between 08:00 and 16:00 on 6th November 2025 (may continue until 18th December 2025).

BRAMERTON – U78042 Framingham Lane from its junction with C202 The Street for 60m southwards to facilitate UK Power Networks new connection works from 10th to 12th November 2025 (may continue until 24th December 2025).

Alternative route is via: The Street, Kirby Road, Mill Lane, Framingham Lane (Kirby Bedon, Bramerton). The works promoter is UK Power Networks.

BURSTON AND SHIMPLING – C341 Audley End from its intersection with Rectory Road for 10 metres north westwards and 10 metres south eastwards to facilitate Network Rail track inspections for works by mobile operations teams 23:00 to 05:00 on the 4th November 2025 (may continue until 16th December 2025).

NORTH TUDDENHAM

1. U35082 Fox Lane from its junction with U35081 Low Road for 40m northwards and

2. U35081 Low Road from 40m east of its junction with U35082 Fox Lane for 80m westwards to facilitate BT pole testing works between 09:30 and 15:30 on the 5th November 2025 (may continue until 17th December 2025).

Alternative route is via: U35082 Fox Lane, U35081 Low Road, C198 Lyng Road/Mattishall Lane, 35083 Mattishall Lane, 35084 Clippings Green, C211 West End/Mill Road, C489 Main Road and vice versa (Mattishall, North Tuddenham).

OVINGTON – A1075 Dereham Road from its junction with 3R0763 Ovington Footpath 3 for 50m northwards to facilitate works for a new water connection.

The Road will be temporarily subject to a 30mph speed restriction from 4th to 26th November 2025 with only signs indicating restrictions are in place (may continue until 26th May 2026).

NB – These works are taking place in advance of resurfacing that is anticipated between 6th and 26th November 2025.

Alternative route is via: C158 Mount Pleasant/Rocklands Road, C138/B1111 Watton Road, C130 Rockland Road/Brayes Lane, B1077 Brayes Lane, C135 The Street/Mill Lane/Rocklands Road and vice versa (Shropham, Rocklands, Stow Bedon and Breckles).

TIVETSHALL ST MARGARET AND TIVETSHALL ST MARY – U76115 Mill Road from its junction with C362 The Street for 180m westwards to facilitate drainage works from 3rd to 5th November 2025 (may continue until 17th December 2025).

Alternative route is via: Mill Road, Stony Road, Grove Road, Gissing Road, The Street (Gissing, Tivetshall).
