DARLINGTON BOROUGH COUNCIL

ROAD TRAFFIC RESTRICTIONS

(AMENDMENT NO.3 PART 1) ORDER 2025

Notice is hereby given that Darlington Borough Council has, on the 23rd October 2025, made an Order under Sections 1, 2, 4, 32, 35, 45, 46, 47, 49, 53 and 84 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. The Order, which comes into effect on the 6th November 2025, will introduce the following changes to the Darlington Borough Council (Prohibition and Restriction of Waiting and Loading) Consolidation Order 2024, the Darlington Borough Council (On Street Parking Places) Consolidation Order 2024, the Darlington Borough Council (Residents Parking) Consolidation Order 2024 and the Darlington Borough Council (Moving Traffic) Consolidation Order 2024:

  • Introduce no stopping on school entrance 8am–4pm Mon–Fri on the south side of Kingsway, from a point 3m west of the eastern boundary 48 Kingsway eastwards for a distance of 31.56m

  • Increase by a further 17m in a westward direction the no waiting and no loading/unloading restriction on the north side of Croft Road which starts from a point opposite the western boundary 2 Elmfield Road

  • Remove the current restrictions on the north side of Priestgate from a point 26 metres to a point 38 metres east of its junction with Crown Street, and designate that length of road as disabled parking places on all days, maximum 3 hours 9am–5pm, and no maximum all other hours

  • Remove the descriptions of roads to which no waiting at any time restrictions apply detailed in Schedule One below and replace them with/ introduce new no waiting at any time restrictions to the lengths of road set out in Schedule Two below

  • Remove the no waiting on Thursdays 8am–6pm restriction from the parts of Clifton Road and Park Lane to which the restriction applies

  • Move 11–41 and 57–71 (odd numbers) Woodland Road from Residents Parking Zone A to Residents Parking Zone I

  • Remove the 20mph speed limit from Adelaide Street, Albert Street, Prince’s Street and Victoria Street. Introduce 20mph speed limit to Spruce Grove. Amend the 20mph speed limit in John Fowler Way so that it now relates to the whole length of the street.

    The notice for this Order advertised on the 22nd August 2025 included a proposal to introduce no waiting at any time to parts of Lowson Street, which also would result in changes to the lengths of the existing loading bays. A decision on whether or not to introduce these changes has been deferred following receipt of an objection. The proposed 20mph speed limit at Regal Drive will be introduced at a later date.     If you wish to question the validity of the Order or any provision of it on the grounds that it is not within the power of the relevant section of the Road Traffic Regulation Act 1984 or of any requirement of that Act or any enactment made under it has not been complied with in relation to the Order you may within six weeks from the date of this notice apply to the High Court for this purpose.

    (AMENDMENT NO.5) ORDER 2025

    Notice is hereby given that Darlington Borough Council proposes to make an Order under Sections 1, 2, 4, 32, 35, 45, 46, 47, 49, 53 and 84 of the Road Traffic Regulation Act 1984 and of the Traffic Management Act 2004. The effect of the Order will be to introduce the following changes to the Darlington Borough Council (Prohibition and Restriction of Waiting and Loading) Consolidation Order 2024, the Darlington Borough Council (On Street Parking Places) Consolidation Order 2024 and the Darlington Borough Council (Moving Traffic) Consolidation Order 2024:

    1. To delete no waiting at any time restrictions from the following lengths of road:

      Faverdale – the north side, from a point 71 metres to a point 87 metres west of its junction with Faverdale North, and from a point 139 metres to a point 157 metres west of its junction with Faverdale North

      Faverdale North – the west side, from a point 71 metres to a point 120 metres south of its junction with Faverdale West – both sides, from the western end of the street eastwards for a distance of 32 metres;

      the north side, from a point 68 metres to a point 82 metres west of its junction with Faverdale, and from a point 58 metres to a point 92 metres west of its junction with Faverdale North, and from a point 105 metres to a point 203 metres west of its junction with Faverdale North;

      the south side, from a point 126 metres to a point 203 metres west of its junction with Faverdale North

      Hird Street – the north and east sides, for its entire length

      1. To replace the descriptions set out in paragraph 1 to which no waiting at any time applies with the following:

      Faverdale – the north side, from a point 71 metres to a point 92 metres west of its junction with Faverdale North, and from a point 134 metres to a point 162 metres west of its junction with Faverdale North

      Faverdale North – the west side, from a point 71 metres to a point 125 metres south of its junction with Faverdale West

      Faverdale West – the north side, from a point 58 metres to a point 203 metres west of its junction with Faverdale North, and from the western end of the street eastwards for a distance of 32 metres;

      the south side, from a point 126 metres west of its junction with Faverdale North westwards to the western end of the street

      Hird Street – the north and east side, from its junction with Park Place eastwards and southwards for a distance of 95 metres;

      the north side, from its junction with Hargreave Terrace westwards for a distance of 31 metres

      1. To remove the 30mph speed limit from the following length of Darlington Road, Sadberge – from a point 29 metres west of the western boundary Village Hall eastwards for a distance of 64 metres; and introduce a 40mph speed limit to the following length of that road – from a point 98 metres east of its junction with Beacon Hill eastwards for a distance of 137 metres

      2. To designate the following length of Hird Street as on street pay and display parking places – the east side, from a point 95 metres east and south of its junction with Park Place southwards for a distance of 26.5 metres. The charging hours on all days are 8am–6pm. The charge is £1.20 per hour or part thereof; £5 daily ticket; £10 two day ticket; £15 three day ticket; £20 weekly ticket
