AMENDMENT TRAFFIC REGULATION ORDER 2025

The Norfolk County Council has made the above Order under the Road Traffic Regulation Act 1984, on 28th October 2025, which will come into effect on 3rd November 2025. The effect of the Order will be to amend The Norwich City Council City Centre Controlled Parking Zone (Consolidation) Order 2003, as amended, by adjusting the current waiting, loading, and unloading restrictions. These changes will affect taxi rank, DRT and Demand Responsive Transport (DRT) facilities along Castle Meadow Road as follows:

Western side of Castle Meadow Road (outside of Nos. 3a & 3b, opposite the British Heart Foundation):

Create a 19-metre bus clearway from a point 22 metres north of the centre line of its junction with Farmers Avenue, extending 19 metres northwards.

Remove 12 metres of Hackney carriage taxi rank from a point 22 metres north of the centre line of its junction with Farmers Avenue, extending 12 metres northwards.

Remove 8.5 metres of DRT bay from a point 34 metres north of the centre line of its junction with Farmers Avenue, extending 8.5 metres northwards.

Eastern side of Castle Meadow Road (outside of Castle Mall entrance):

Create a 12-metre Hackney carriage taxi rank from a point 40 metres north of the centre line of its junction with Farmers Avenue, extending 12 metres northwards.

Create a 6.5-metre DRT bay from a point 52 metres north of the centre line of its junction with Farmers Avenue, extending 6.5 metres northwards.

Remove 18.5 metres of existing coach parking from a point opposite the northern boundary of No. 3a Castle Meadow to a point 3.5 metres north of the southern boundary of No. 3a Castle Meadow.

Retain 22 metres of coach parking from a point 18 metres north of the centre line of its junction with Farmers Avenue, extending 22 metres northwards.

A copy of the Order, a plan, and the 2003 Order being amended can be viewed online at www.norfolk.citizen.space.com. Copies can also be available for inspection at Norfolk County Council, County Hall, Norwich, NR1 2DH and at the offices of Norwich City Council, St Peters St, Norwich NR2 1NH, during normal office hours. Online viewing is recommended.

Any person who wishes to question the validity of the Order, or any of its provisions, on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or of any instrument made under it, has not been complied with in relation to the Order, may within six weeks from 28th October 2025, apply to the High Court for this purpose.
