What is happening?

(Brentwood Borough)
(Prohibition of Waiting, Loading and Stopping) and
(On Street Parking Places) (Civil Enforcement Area)
(Amendment No.28) Order 2025

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.
Effect of the Order: To implement parking restrictions in the below area in the Borough of Brentwood as specified below.

1. To introduce a ‘Resident Permit Parking Area Zone F Mon to Fri 10am - 11am’ on the following lengths of road in the Borough of Brentwood:

South Drive,
Warley

North side – from a point 14 metres west of its junction with Hartswood Road westwards to a point 18 metres east of its junction with Headley Chase.
South side – from a point 14 metres west of its junction with Hartswood Road westwards to a point 16 metres east of its junction with Headley Chase.

2. To revoke ‘Resident Permit Holders Only Zone C Monday to
Friday 9am-5pm’ and introduce ‘Resident Permit Holders
Only Zone C All Days 8am-11pm’ on the following lengths
of roads in the Borough of Brentwood:

Gresham Road,
Brentwood
Southwest side – from a point 18 metres northwest of its junction with Rose Valley north-westwards for 119 metres.
Northeast side – from a point 14 metres northwest of its junction with Rose Valley north-westwards for 76 metres.
Northeast side – from a point 23 metres southeast of its junction with Kings Road south-eastwards for 7 metres.
Northeast side – from a point 40 metres southeast of its junction with Kings Road south-eastwards for 23 metres. Map tile TQ590 930
King Edward Road,
Brentwood
Southwest side – from a point 15 metres northwest of its junction with Rose Valley north-westwards for 70 metres. Map tile TQ590 930

3. To revoke ‘Resident Permit Holders Only Zone C Mon-Fri
9am-6pm or Limited Waiting 30mins No return 4hrs’ and
introduce ‘Resident Permit Holders Only Zone C All Days
8am-11pm’ or ‘Limited Waiting Mon-Fri 9am-6pm 30mins
No return 4hrs’ on the following length of road in the
Borough of Brentwood:

Gresham Road,
Brentwood
Southwest side – from a point 35 metres southeast of its junction with Kings Road southeastwards for 25 metres. Map tile TQ590 930

4. To amend The Essex County Council (Brentwood Borough)
(Prohibition of Waiting, Loading and Stopping) and
(On-Street Parking Places) (Civil Enforcement Area)
Consolidation Order 2019 Schedule 5 to include the
following properties the residents of which are eligible
to apply for a permit:

South Drive, Warley Zone F All residential properties.

For information the cost of a resident permit is £37.40 annually for one vehicle. Visitor tickets are available and cost £5.50 for 10 tickets. This Order will be incorporated into The Essex County Council (Brentwood Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TQ590 930 Rev 2 to Rev 3, TQ595 925 Rev 2 to Rev 3 and TQ600 925 Rev 1 to Rev 2.

Date of operation: This Order will come into operation on 8th December 2025.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
