ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)

LONDON BOROUGH OF MERTON

(MAYCROSS AVENUE AND MOSSVILLE GARDENS, MORDEN)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The Council of the London Borough of Merton hereby give notice, that to facilitate lead pipe replacement works in Maycross Avenue and Mossville Gardens, Morden, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:-

(a) Maycross Avenue, both sides, for its entire length;

(b) Mossville Gardens, both sides, for its entire length.

3. Any designated parking place situated in the roads or lengths of road specified in paragraph 2 above would be suspended.

4. The restrictions and suspensions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply: -

(a) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(b) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Friday 28th November 2025 and it anticipated the restrictions would be in place until 25th February 2026. However, the Order would remain in force for 12 months should the restrictions be further required.

PROPOSED ROAD HUMPS – WEST BARNES LANE,

NEW MALDEN

1. Notice is hereby given that the Council of the London Borough of Merton, under powers conferred by section 90A-F of the Highways Act 1980 and after consultation with the Commissioner of Police of the Metropolis, intend to introduce 5 road humps, each 3.7 metres long, with a maximum height of 75mm high across the full width of the road, at the general locations specified in the Schedule to this notice.

2. A plan of the area showing the proposed humps can be inspected during normal office hours on Mondays to Fridays at Merton Link, Merton Civic Centre, London Road, Morden. Information is also available at https://www.merton.gov.uk/westbarneshumps.

3.Any person desiring to comment on the proposal should send a statement in writing of their representations or objections and the grounds thereof in writing to the Environment, Civic Pride and Climate Department, Merton Civic Centre, London Road, Morden, SM4 5DX or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/westbarneshumps no later than 21 November 2025.
