CHESHIRE WEST AND CHESTER BOROUGH COUNCIL
TRAFFIC REGULATION ORDER
NOTICE is hereby given that on 28 October 2025 Cheshire West and Chester Borough Council made the following Traffic Regulation Order in accordance with the provisions of the Road Traffic Regulation Act 1984 which will come into operation on 31 October 2025.
(WHITE FRIARS AREA, CHESTER) (STREET PARKING PLACES) ORDER 2025
The effect of the Order will be to:
Introduce:
a. Designated parking places operating 8.00am to 9.00pm for vehicles displaying a valid residents’ parking permit (Zone B) on the following lengths of road. The proposed parking places will enable motor vehicles displaying valid resident parking permits (Zone B) to be left for an unlimited period of time.
i. Commonhall Street (south side) from a point 8 metres east of its junction with Weaver Street for a distance of 47 metres in an easterly direction.
ii. White Friars (north side) from a point 131 metres west of its junction with Bridge Street for a distance of 31 metres in a westerly direction.
iii. Cuppin Street (north side) from a point 15 metres east of the east side of Weaver Street for a distance of 16 metres in an easterly direction.
iv. Cuppin Street (north side) from a point 39 metres east of the east side of Weaver Street for a distance of 47 metres in an easterly direction.
b. Designated parking places operating 8.00am to 9.00pm for vehicles displaying a valid residents’ parking permit (Zone B) on the following lengths of Weaver Street (east side).
The proposed parking places will enable motor vehicles displaying valid resident parking permits (Zone B) to be left for an unlimited period of time. Any motor vehicle left in the designated parking places for a period not exceeding in an easterly direction with no return permitted within 1 hour.
i. From a point 7.5 metres south of its junction with White Friars for a distance of 29 metres in a southerly direction.
ii. From a point 9 metres south of its junction with Commonhall Street to a point 11 metres north of its junction with White Friars.
iii. From a point 38 metres south of its junction with Watergate Street to a point 13 metres north of its junction with Commonhall Street.
c. Prohibit parking on the north side of White Friars from a point 79 metres west of Bridge Street for a distance of 33 metres in a westerly direction.
Revoke:
a. The designated parking places operating 8.00 am to 9.00 pm on:
i. Commonhall Street (south side) from a point 8 metres east of its junction with Weaver Street for a distance of 42 metres in an easterly direction.
ii. White Friars (north side) from a point 79 metres west of its junction with Bridge Street for a distance of 33 metres in a westerly direction.
iii. Cuppin Street (north side) from a point 15 metres east of the east side of Weaver Street for a distance of 16 metres in an easterly direction.
iv. Cuppin Street (north side) from a point 39 metres east of the east side of Weaver Street for a distance of 47 metres in an easterly direction.
b. The limited waiting bay on White Friars (north side) from a point 131 metres west of its junction with Bridge Street for a distance of 31 metres in a westerly direction (street operating 8:00 am to 6:00 pm.
c. The limited waiting bays on Weaver Street (east side):
operating 8:00 am to 6:00 pm:
i. From a point 7.5 metres south of the south side of its junction with White Friars for a distance of 29 metres in a southerly direction.
ii. From a point 9 metres south of the south side of its junction with Commonhall Street to a point 11 metres north of the north side of its junction with White Friars.
iii. From a point 38 metres south of its junction with Watergate Street to a point 13 metres north of the north side of its junction with Commonhall Street.
Extend
The disabled persons parking place on Commonhall Street (north side) from a point 37 metres east of the east side of Old Hall Place for a distance of 6.6 metres in an easterly direction operating 8.00am to 6.00pm.
Any person who desires to question the validity of the Orders or of any provision therein on the ground that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the ground that any requirement of that Act or any regulation made thereunder has not been complied with in relation to the Order may within six weeks from 28 October 2025 make application to the High Court for this purpose.
(NORTHGATE STREET AREA, CHESTER) (PROHIBITION OF LOADING AND LOADING ONLY) (EXPERIMENTAL) ORDER 2025
NOTICE is hereby given that on 28 October 2025 Cheshire West and Chester Borough Council made the above Traffic Regulation Orders in accordance with the provisions of the Road Traffic Regulation Act 1984, which will come into force on 7 November 2025.
The effect of the Order will be to prohibit loading at any time on the following roads:
Northgate Street (both sides) from a point 9 metres south of the centre line of Princess Street for a distance of 24 metres in a northerly direction.
Princess Street (north side) from its easterly end for a distance of 28 metres in a westerly direction.
Princess Street (south side) from its easterly end for a distance of 10 metres in a westerly direction.
Princess Street (south side) from a point 21 metres west of its easterly end for a distance of 7 metres in a westerly direction.
Extent of Northgate Street at the entrance to Abbey Gate.
And allow loading only at any time on the following length of road:
Princess Street (south side) from a point 10 metres west of its easterly end for a distance of 11 metres in a westerly direction.
Full details of the proposed restrictions are in the draft Order which, together with a plan showing the extents of the proposals, may be examined at the Council Offices, HQ, Nicholas Street, Chester between the hours of 9am and 4.30pm Monday to Friday and may be viewed in the Public Notices section of the Council’s website.
The experimental Orders will be in force for a maximum period of 18 months, during which time the Council will consider whether to make permanent Orders. If you wish to object to the provisions of the experimental Orders continuing in force indefinitely, you may do so in writing, stating the grounds on which it is made, to the undersigned within a period of six months:
i. beginning with the day on which the experimental Order came into force; or
ii. if that Order is varied by another order or modified pursuant to section 10(2) of the Road Traffic Regulation Act 1984, beginning with the day on which the variation or modification or the latest variation or modification came into force.

ROAD TRAFFIC REGULATION ACT 1984
TEMPORARY PROHIBITION OF TRAFFIC
TR08467 – Ledsham Road, Little Sutton, Ellesmere Port
Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council intend to make an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Ellesmere Port to enable resurfacing works, night works from 20:00hrs to 06:00hrs works to be carried out by CWAC.
Ledsham Road – Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the lengths of road or in connection with agriculture building construction works of repair and the like or use in an emergency of vehicles for fire brigade ambulance or police purposes. A through route will not always be available and any vehicles not requiring access to properties on the length of road should use the alternative routes.
The Order will come into force on 03/11/2025 and will continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed whichever is the earlier. It is anticipated that the works will take approximately 2 weeks to complete.
Alternative routes for through traffic – Traffic should proceed via: Welsh Road, New Chester Road, A41 Roundabout, New Chester Road, Chester Road, Dunkirk Way, Bypass Road, A550 Welsh Road.
TEMPORARY PROHIBITION OF TRAFFIC
TR012309 – Church Roads, Barrow, Chester
Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council intend to make an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Chester to enable utility works to be carried out by Severn Trent Water.
Church Roads – Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the lengths of road or in connection with agriculture building construction works of repair and the like or use in an emergency of vehicles for fire brigade ambulance or police purposes. A through route will not always be available and any vehicles not requiring access to properties on the length of road should use the alternative routes.
The Order will come into force on 10/11/2025 and will continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed whichever is the earlier. It is anticipated that the works will take approximately 2 weeks to complete.
Alternative routes for through traffic – Traffic should proceed via: Barrow Lane Go southwest on B5132 (Barrow Lane) toward Church Roads (113.97 metres) Make a sharp left on Church Roads (69.82 metres).
Temporary Prohibition of Traffic
TR08483 – St Peters Way in Mickle Trafford, Chester
Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council intend to make an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Chester to enable utility works to be carried out by Severn Trent Water.
