York - Multiple Temporary Road Closures, Restrictions, and Land Appropriation for Highway Works

What is happening?

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that City of York Council (the Council), in exercise of powers under Sections 14(1) & 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an order on Thursday, 30 October 2025 in respect of the locations numbered (1), (2), (3), (4), (5), (6), (7), (8), (9) & (10). Furthermore, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of the locations numbered (11) & (12).

(1) FOOTPATH FROM BELLFARM AVENUE TO ROCHE AVENUE, YORK

This Order prohibits vehicles & pedestrians from proceeding and waiting in that length of footpath on Footpath From Bellfarm Avenue To Roche Avenue, York between property No’s 15 & 17 Bellfarm Avenue from its junction with Bellfarm Avenue to its junction with Roche Avenue (closed footpath) during the period when building works are being undertaken thereon, commencing at 0001hrs on Saturday, 01 November 2025 and ending at 2359hrs on Tuesday, 31 March 2026 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians will be signed during the works period via Bellfarm Avenue, Roche Avenue.

(2) TANNERS MOAT, YORK

This Order prohibits vehicles & pedestrians from proceeding and waiting in that length of road on Tanners Moat, York between the projected south-western boundary of Aviva UK and its junction with Rougier Street (closed road) during the period when crane works are being undertaken thereon, commencing at 0600hrs on Sunday, 02 November 2025 and ending at 1300hrs on Sunday, 02 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles and pedestrians will be signed during the works period. Access to premises within the closed section will be maintained throughout the works period with assistance from site staff.

(3) JOCKEY LANE & MONKS CROSS DRIVE, YORK

This Order prohibits vehicles from proceeding and waiting in those lengths of road on Jockey Lane & Monks Cross Drive, York (i) on Jockey Lane between its roundabout controlled junctions with Malton Road and Monks Cross Drive and (ii) on Monks Cross Drive between its roundabout controlled junctions with Jockey Lane and Monks Cross Link (closed roads) during the period when highway maintenance works are being undertaken thereon, commencing at 2000hrs on Monday, 03 November 2025 and ending at 0500hrs on Thursday, 13 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the roads will only be closed between 2000hrs and 0500hrs each day of the works period. An alternative route for diverted vehicles will be signed during the works period via Malton Road A1237 York Outer Ring Road. Access for residents & emergency services will be maintained throughout the works period.

(4) FOSS ISLANDS LINK ROAD, YORK

This Order prohibits vehicles from proceeding and waiting in that length of road on Foss Islands Link Road, York between its roundabout controlled junction with the entrance to Foss Islands Retail Park and a location 88 metres east of said junction (closed road) during the period when highway maintenance works are being undertaken thereon, commencing at 0730hrs on Monday, 03 November 2025 and ending at 1600hrs on Friday, 07 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 0730hrs and 1600hrs each day of the works period. An alternative route for diverted vehicles will be signed during the works period via James Street, Layerthorpe, Foss Islands Road. Access to Morrisons and Foss Islands Retail Park will be maintained throughout the works period.

(5) COMMON ROAD, DUNNINGTON

This Order prohibits vehicles from performing a left hand turn from that length of road on Common Road, Dunnington into York Street, Dunnington (restricted manoeuvre) during the period when gas works are being undertaken thereon, commencing at 0001hrs on Monday, 03 November 2025 and ending at 2359hrs on Friday, 14 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Hull Road (A1079), Stamford Bridge Road (A166).

(6) HULL ROAD & ELVINGTON LANE, DUNNINGTON

This Order prohibits vehicles from proceeding and waiting in those lengths of road on Hull Road & Elvington Lane, Dunnington (i) on Hull Road between its junction with Bore Tree Baulk and the roundabout controlled junction with the A64 (Grimston Bar) and (ii) on Elvington Lane between its junction with Hull Road and a location 47 metres south-east of said junction (closed road) during the period when National Highways maintenance works are being undertaken thereon, commencing at 2000hrs on Monday, 03 November 2025 and ending at 0600hrs on Tuesday, 04 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period. via Shiptonthorpe, Holme upon Spalding Moor, Bubwith, Barlby, Crockey Hill. Access for residents & emergency services will be maintained throughout the works period.

(7) FOSSWAY, YORK

This Order prohibits vehicles from proceeding and waiting in that length of road on Fossway, York between locations 15 metres and 298 metres east of its junction with Pottery Lane (closed road) during the period when highway maintenance works are being undertaken thereon, commencing at 0800hrs on Monday, 03 November 2025 and ending at 1600hrs on Wednesday, 05 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 0800hrs and 1600hrs each day of the works period. An alternative route for diverted vehicles will not be signed during the works period.

(8) YORK SEISMIC SURVEY, YORK

This Order prohibits vehicles from proceeding and waiting in those lengths of road set out in the schedule below (closed roads) during the period when survey works are being undertaken thereon, commencing at 0730hrs on Wednesday, 05 November 2025 and ending at 1730hrs on Wednesday, 12 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.

An alternative route for diverted vehicles will be signed during the works period where suitable. Access for residents & emergency services will be maintained throughout the works period.

(9) STAMFORD BRIDGE ROAD, YORK

This Order prohibits vehicles from proceeding and waiting in that length of road on Stamford Bridge Road, York between its junction with Bore Tree Baulk and the roundabout controlled junction with the A64 (Grimston Bar) (closed road) during the period when National Highways maintenance works are being undertaken thereon, commencing at 2000hrs on Thursday, 06 November 2025 and ending at 0600hrs on Friday, 07 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Stamford Bridge, Wetwang, Driffield, Shiptonthorpe, A1079. Access for emergency services will be maintained throughout the works period.

(10) QUEEN STREET & STATION ROAD (CONTINUATION), YORK

This Order prohibits pedestrians & vehicles from proceeding and waiting in that length of road on Queen Street & Station Road, York (closed roads) due to York Station Gateway, commencing at 0001hrs on Saturday, 01 November 2025 and ending at 1700hrs on Friday, 19 December 2025 (works period) or at a time when the works has been remedied whichever is the earlier. This is to ensure public safety. This Order continues the temporary road closure Notice which had an end date of 2359hrs on Friday, 31 October 2025.

(11) HAXBY ROAD, YORK

This Order will prohibit vehicles from proceeding and waiting in that length of road on Haxby Road, York between its roundabout controlled junctions with Hayley’s Terrace and Link Road (closed road) during the period when highway maintenance works are being undertaken thereon, commencing at 0930hrs on Monday, 10 November 2025 and ending at 1530hrs on Tuesday, 11 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the road will only be closed between 0930hrs and 1530hrs each day of the works period. An alternative route for diverted vehicles will be signed during the works period via Huntington Road. Access for emergency services will be maintained throughout the works period.

(12) NUNNERY LANE & PRICES LANE, YORK

This Order will prohibit vehicles from proceeding and waiting in those lengths of carriageway on Nunnery Lane and Prices Lane, York (i) on Nunnery Lane between its junctions with Blossom Street and Prices Lane and (ii) on Prices Lane between its junction with Nunnery Lane and a location 30 metres south-east of said junction (closed carriageway) during the period when street lighting works are being undertaken thereon, commencing at 2000hrs on Tuesday, 11 November 2025 and ending at 0400hrs on Wednesday, 12 November 2025 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period via Blossom Street, The Mount, Scarcroft Road, Bishopthorpe Road.

The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barrirs will indicate the extent of the prohibitions/restrictions.

Section 122 of the Local Government Act – Notice of intention to appropriate public open space for highway purposes off Wigginton Road

Notice is given that City of York Council in exercise of its powers under section 122 of the Local Government Act 1972 intends to appropriate land at Wigginton Road, opposite the allotments, north of the junction with Crichton Avenue.

The proposal to appropriate the land as adopted highway is being considered to enable the construction of an improved junction for the Cocoa Gardens housing development off Wigginton Road, suitable pedestrian and cycle access between the housing site and Wigginton Road, and improved bus stop facilities in the vicinity of the site.
