The London of Richmond upon Thames (Prescribed Route) (Banned Turn) (No. 1) Experimental Order 2025
ALEXANDRA ROAD, TWICKENHAM, BANNED RIGHT TURN FROM CAMBRIDGE PARK

1. The Council of the London Borough of Richmond upon Thames, on 29 October 2025 have made the above Order under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Order will come into force on 10 November 2025.
2. The general effect of the Order is to introduce banned right turn for north-west bound traffic in Cambridge Park into Alexandra Road. The restrictions will operate between 7am and 10am on Mondays to Fridays inclusive.
3. Copies of particulars giving further details of the scheme: -
(a) can be inspected, quoting Reference 25/182, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices
4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Director – Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Orders run, modify or suspend the Orders or any provision thereof.
5. If the provisions of the Order continues in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above) send a statement in writing
of their objection and the grounds of that objection to the address below.
6. Please address any representations to the Order to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to TrafficOrders@richmond.gov.uk quoting the reference given above.
7. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made.

EXPERIMENTAL ORDER 2025
CONTROLLED PARKING ZONE D –
TWICKENHAM TOWN CENTRE

1. The Council of the London Borough of Richmond upon Thames, on 29 October 2025 have made the above Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 10 November 2025.
2. The general effects of the Orders are to:-
(a) remove approximately 81 parking spaces (Permit Holder, Business Permit Holder, Resident Permit Holder / Pay and Display, and Pay and Display) on The Embankment, Water Lane and Wharf Lane;
(b) create additional parking spaces of various designations in a number of roads within Zone D;
(c) install lengths of no waiting ‘At Any Time’ restrictions in a number of roads across the zone;

NOTICE OF MODIFICATION
1. The Council of the London Borough of Richmond upon Thames on 29 October 2025 made modifications to the above Order under section 10 of the Road Traffic Regulation Act 1984, as amended. The modifications will come into force on 3 November 2025.
2. The general effect of the modifications is to amend the prohibition so that it becomes no person shall cause or permit any vehicle to enter Willow Way at its junction with Bye Ways and River Way
3. Please address any representations to the modifications to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to TrafficOrders@richmond.gov.uk quoting the reference given above within six months of the date of this Notice.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)
Temporary Footpath Closure
PROW 240 Kneller Road, Twickenham.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they have made a temporary Traffic Order, the effect of which will be to introduce a footpath closure of PROW 240 Kneller Road Twickenham.
2. Whilst the works take place no person may proceed in PROW 240 Kneller Road Twickenham from the junction with Kneller road to the junction with Whitton Dene.
3. The order will come into effect on 03 November 2025. The gas main replacement works are expected to be in progress from 03 November until 12 December 2025 The order will remain in force for a period of 6 months.
4. An alternative route for persons affected by the closure will be available via Kneller Road, Colonial Avenue and Whitton Dene.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Closure
Various PROW Footpaths in Richmond
Park

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate The Royal Parks various improvement works, they have made a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of pedestrians in the following locations listed in Paragraph 2.
2. Whilst the works take place no person shall enter the following Pedestrian park gate to access the PROW footpaths listed below:
PROW 159 – Sheen Gate PROW 161 – Bog Gate PROW 162 – Richmond Gate PROW 165 – Richmond Gate PROW 166 – Ham Gate
PROW 168 – Ladderstile Gate
PROW 169 – Robin Hood Gate
3. The order will come into effect on 01 November 2025, these night works are anticipated to be in progress between the hours of 20.00-07.30 from 01 November to 21 December 2025 and 20.00 – 07.30 from 01 February 2026– 21 March 2026 . The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
