MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adrannau 1(1), 2(1) a (2)(a), 82(2)(a), 83(1), 84(1)(a) a (2) a 124(1)(d) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984, a pharagraff 27 o Atodlen 9 iddi, sy’n dod i rym ar 29 Hydref 2025.

Effaith y Gorchymyn fydd gwahardd cerbydau a chyrnigo ar gerbydau ar y darnau perthnasol o’r A40 y tynnwyd ei statws cefnffordd sy’n rhedeg i’r de ac i’r gogledd o gefnffordd yr A40 ac yn gysylltrog â hi, ac ar y darnau perthnasol o ffyrdd ymyol o Llanddewi Felffre i Redstone Cross yn Sir Benfro fel y disgrifir yn Atodlenni i’r Hysbysiad hwn.

Bydd Gorchymyn Cehnffyrdd (yr A40) (Llanddewi Felffre, Sir Benfro) (Terfyn Cyflymder 40 mya) 1999); Gorchymyn Cehnffyrdd yr A40 (Llanddewi Felffre, Sir Benfro) (Terfyn Cyflymder 50MYA) 2004); a Gorchymyn Cehnffyrdd yr A40 (Redstone Cross, Sir Benfro) (Terfyn Cyflymder 40 mya) 2005 yn cael eu diddymu gan y Gorchymyn arfaethedig.

Yn ystod cyfnod o 6 wythnos o 29 Hydref 2025 ymlaen, y Gorchymyn a’r planiau, yn nodi’r ffordd yr effeithir arnynt, sydd ar gael ar gyfer archwilio yn Swyddfeydd Safle yr A40 Llanddewi Felffre i Redstone Cross, Parc-y-Delyn, Llanddewi Felffre, SA67 7PA ac yn Neuadd y Ffennines, 44 Styd Fawr, Arberth, SA67 7AS, neu fe gellir eu gweld ar wefan Llywodraeth Cymru ar https://llyw.cymru/gorchmynion-ffyrdd

neu gellir eu cael yn rhad ac am ddim o’r cyfeiriad isod gan ddyfynnu’r cyfeirnod qA2292914.

Os yw unrhyw berson yn dymuno cwestiynu dilysrwydd y Gorchymyn, neu unrhyw ddarpariaeth sydd ynddo, ar y seiliau:

Y ffordd ymyol newydd sy’n cysylltu a’r A40 y tynnwyd ei statws cefnffordd i’r de o’r gefnffordd ac i’r gorllewin o Llanddewi Felffre wrth Gyffordd Orllewinol Llanddewi Felffre, i gerbyffwrdd tuag i’r dwyrain y gefnffordd.

Y ffordd ymyol i’r dde o’r gefnffordd sy’n ymaedal a’r B4313 Redstone Road i’r de o’r gefnffordd wrth Gyffordd Redstone Cross i gerbyffwrdd tua’r dwyrain y gefnffordd.

ATODLEN 2

Terfyn Cyflymder 20mya

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd i’r de o’r gefnffordd o’i chyffordd â’r ffordd gysyllti newydd a Gylchfan Dwyreiniol Llanddewi Felffre yn gyfagos i’r eiddo o’r enw Croft House am 224 o fetrau tua’r gogledd-ddwyrain hyd at bwynt yn gyfagos i’r mynediad cae i’r de o Gylchfan Dwyreiniol Llanddewi Felffre.

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd i’r de o’r gefnffordd ac i’r gorllewin o Llanddewi Felffre o bwynt 477 o fetrau i’r dwyrain o’i chyffordd â’r B4313 i bwynt 150 o fetrau i’r dwyrain o’i chyffordd â’r ffordd gysyllti ymyol i’r dde.

Y darn hwnnw o’r A40 yn Llanddewi Felffre i’r de o’r gefnffordd o bwynt 132 o fetrau i’r gorllewin o’i chyffordd â’r ffordd ymyol orllewinol Llanddewi Felffre.

Terfyn cyflymder 30 mya

Y darn hwnnw o’r ffordd gysylltu newydd i’r de o’r gefnffordd o bwynt 52 o fetrau i’r de-orllewin o ganol Cylchfan Dwyreiniol Llanddewi Felffre hyd at bwynt 90 o fetrau i’r gogledd-ddwyrain o’r mynediad i’r eiddo o’r enw Glenfield, a fesurir ar hyd llinell ganol yr C3205.

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd i’r de o’r gefnffordd ac i’r gorllewin o Llanddewi Felffre a ffordd newydd, o bwynt 132 o fetrau i’r dwyrain o’i chyffordd â’r gefnffordd wrth Gyffordd Orllewinol Llanddewi Felffre hyd at ei chyffordd â’r gefnffordd wrth Gyffordd Orllewinol Llanddewi Felffre.

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd sy’n rhedeg i’r de o’r gefnffordd, ac yn gysylltrog â hi, o’r mynediad i Ardal Orffwys a reolir Llywodraeth Cymru hyd at bwynt 19 o fetrau i’r dwyrain o’r mynediad i Ardal Orffwys a reolir Llywodraeth Cymru.

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd i’r gogledd o’r gefnffordd a ffordd bresennol y B4313 Redstone Road i’r gogledd ac i’r de o’r gefnffordd o bwynt 214 o fetrau i’r gogledd o ganol trosbont Redstone Road hyd at bwynt 736 o fetrau i’r de o ganol trosbont Redstone Road.

Y darn hwnnw o ffordd ymyol dddiddosbarth i’r gogledd o’r gefnffordd o’i chyffordd â’r B4313 sy’n gyfagos i’r eiddo o’r enw 2 Redstone Cottages hyd at bwynt 40 o fetrau i’r de o’r gyffordd â’r B4313.

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd a’r B4313 i’r gogledd o’r gefnffordd o’i chyffordd â’r B4313 Redstone Road yn gyfagos i’r eiddo o’r enw Redstone Farm, 92 o fetrau i’r gogledd o ganol trosbont Redstone Road tua’r gorllewin hyd at bwynt 147 o fetrau i’r gorllewin o’i chyffordd â’r B4313 Redstone Road.

Y darn hwnnw o’r A478 i’r gogledd o’r gefnffordd o bwynt 50 o fetrau i’r gogledd o ganol Cylchfan Penblewin hyd at bwynt 350 o fetrau i’r gogledd o ganol Cylchfan Penblewin.

Y darn hwnnw o’r A40 y tynnwyd ei statws cefnffordd i’r gogledd o’r gefnffordd o bwynt 50 o fetrau i’r gogledd-orllewin o ganol Cylchfan Penblewin hyd at bwynt 1186 o fetrau i’r de-orllewin o ganol Cylchfan Penblewin.

Terfyn Cyflymder 50 mya

Y darn hwnnw o’r A478 i’r gogledd o’r gefnffordd o bwynt 350 o fetrau i’r gogledd o ganol Cylchfan Penblewin hyd at bwynt sydd oddeutu 159 o fetrau i’r de o’i chyffordd â’r croesffordd â’r C3221 a’r C3034.

ATODLEN 6

Dileu cyfyngiad ar ddarnau o’r gefnffordd

Y ffordd ymyol ddiddosbarth o bwynt 36 o fetrau i’r gogledd-ddwyrain o ganol Cylchfan Dwyreiniol Llanddewi Felffre hyd at bwynt 94 o fetrau i’r gogledd-ddwyrain o ganol Cylchfan Dwyreiniol Llanddewi Felffre.

THE A40 (LLANDDEWI VELFREY TO REDSTONE CROSS, PEMBROKESHIRE) AND SIDE ROADS (PROHIBITION OF RIGHT-HAND TURNS, 20 MPH, 30 MPH, 40 MPH AND 50 MPH SPEED LIMITS AND DERESTRICTION) ORDER 2025

THE WELSH MINISTERS have made an Order under sections 1(1), 2(1) and (2)(a), 82(2)(a), 83(1), 84(1)(a) and (2) and 124(1)(d) of, and paragraph 27 of Schedule 9 to, the Road Traffic Regulation Act 1984, which comes into force on 29 October 2025.

The effect of the Order will be to prohibit and restrict vehicles on the relevant lengths of the de-trunked A40 running south and north of, and parallel to, the A40 trunk road and on the relevant lengths of side roads from Llanddewi Velfrey to Redstone Cross in Pembrokeshire as described in the Schedules to this Notice.

The Trunk Road (A40) (Llanddewi Velfrey, Pembrokeshire) (40 mph Speed Limit) Order 1999; the A40 Trunk Road (Llanddewi Velfrey, Pembrokeshire) (50MPH Speed Limit) Order 2004, and the A40 Trunk Road (Redstone Cross, Pembrokeshire) (De-Restriction) Order 2005 will be revoked by the proposed Order.

During a period of 6 weeks from 29 October 2025, the made Order and plans may be inspected free of charge, during normal opening hours at the A40 Llanddewi Velfrey to Redstone Cross Site Offices, Parc-y-Delyn, Llanddewi Velfrey, SA67 7PA and at Queens Hall, 44 High Street, Narberth, SA67 7AS, or can be viewed on the Welsh Government’s website at https://gov.wales/road-orders, or may be obtained free of charge from the below address below quoting reference number qA2292914.

If any person desires to question the validity of the Order, or of any provisions contained therein on the grounds:

• a. that it is not within the relevant powers of the Road Traffic Regulation Act 1984; or

• b. that any of the relevant requirements have not been complied with,

that person may, within 6 weeks of 28 October 2025, apply to the High Court for the suspension or quashing of the Order or of any provision contained therein.

SCHEDULE 1

Prohibition of Right-Hand Turns

The new side road that connects with the de-trunked A40 south of the trunk road and west of Llanddewi Velfrey at the Llanddewi Velfrey West Junction, onto the eastbound carriageway of the trunk road.

The side road south of the trunk road that departs from the B4313 Redstone Road south of the trunk road at Redstone Cross Junction onto the eastbound carriageway of the trunk road.

SCHEDULE 2

20mph Speed Limit

That length of the de-trunked A40 south of the trunk road from its junction with the new connecting road from the Llanddewi Velfrey East Roundabout adjacent to the property known as Croft House for 224 metres in a northeasterly direction to a point adjacent to the field access located south of the Llanddewi Velfrey East Roundabout.

That length of the de-trunked A40 south of the trunk road and west of Llanddewi Velfrey from a point 477 metres east of its junction with the trunk road at the Llanddewi Velfrey West Junction to a point 132 metres east of its junction with the trunk road at the Llanddewi Velfrey West Junction.

That length of the C3205 in Llanddewi Velfrey south of the trunk road from a point 150 metres east of its junction with the de-trunked A40 to a point 201 metres north of its junction with the A40.

SCHEDULE 3

30mph Speed Limit

That length of the new connecting road south of the trunk road from a point 52 metres southwest of the centre of the Llanddewi Velfrey East Roundabout to a point 90 metres northeast of the access to the property known as Glenfield, measured along the centreline of the C3205.

That length of the de-trunked A40 south of the trunk road and west of Llanddewi Velfrey and new road, from a point 132 metres east of its junction with the trunk road at the Llanddewi Velfrey West Junction to its junction with the trunk road at the Llanddewi Velfrey West Junction.

That length of the de-trunked A40 running south of and parallel to the trunk road from the access to the Welsh Government managed Rest Area to a point 19 metres east of the access to the Welsh Government managed Rest Area.

That length of the de-trunked A40 north of the trunk road and the existing B4313 Redstone Road north and south of the trunk road from a point 214 metres north of the centre of Redstone Road Overbridge to a point 736 metres to the south of the centre of Redstone Road Overbridge.

That length of unclassified side road north of the trunk road from its junction with the B4313 adjacent to the property known as 2 Redstone Cottages to a point 40 metres south of the junction with the B4313.

That length of the de-trunked A40 and the B4313 north of the trunk road from its junction with the B4313 Redstone Road adjacent to the property known as Redstone Farm, 92 metres to the north of the centre of Redstone Road Overbridge in a westerly direction to a point 147 metres to the west of its junction with the B4313 Redstone Road.

That length of the side road south of the trunk road from its junction with the B4313 Redstone Road, 40 metres to the south of Redstone Road Overbridge adjacent to the property known as Blaenmarlais Care Home to a point 163 metres to the west of its junction with the B4313 Redstone Road.

SCHEDULE 4

40mph Speed Limit

That length of the A478 south of the trunk road from a point 50 metres south of the centre of Penblewin Roundabout to a point 320 metres south of the centre of Penblewin Roundabout.

That length of the A478 north of the trunk road from a point 50 metres north of the centre of Penblewin Roundabout to a point 350 metres north of the centre of Penblewin Roundabout.

That length of the de-trunked A40 north of the trunk road from a point 50 metres northwest of the centre of Penblewin Roundabout to a point 1186 metres southwest of the centre of Penblewin Roundabout.

SCHEDULE 5

50mph Speed Limit

That length of the A478 north of the trunk road from a point 350 metres north of the centre of Penblewin Roundabout to a point approximately 159 metres south of its crossroad junction with the C3221 and the C3034.

SCHEDULE 6

Derestricted lengths

The unclassified side road from a point 36 metres northeast of the centre of Llanddewi Velfrey East Roundabout to a point 94 metres northeast of the centre of Llanddewi Velfrey East Roundabout.

The unclassified side road from a point 36 metres southwest of the centre of Llanddewi Velfrey East Roundabout to a point 52 metres southwest of the centre of Llanddewi Velfrey East Roundabout.
