Southend-on-Sea, Temporary Traffic & Parking Prohibition For Gas Mains Replacement

What is happening?

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1) TEMPORARY PROHIBITION OF TRAFFIC, PARKING, STOPPING, WAITING, LOADING AND UNLOADING ORDER 2025 VARIOUS ROADS, SOUTHEND ON SEA

Notice is hereby given that Southend-on-Sea City Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. The Effect of the order will be to prohibit any vehicle from:- Phase 1

  1. Entering & exiting Waterford Road at its junction with Ness Road
  2. Entering & exiting Fremantle at its junction with Ness Road
  3. Proceeding on Ness Road (Eastbound only directional closure) between the junctions of Waterford Gardens and Church Road
  4. Parking, stopping, waiting, loading & unloading on Ness Road between the junctions of Waterford Road to Church Road

Phase 2

  1. Proceeding on Church Road between the junctions of Ness Road and Thorpedene Gardens
  2. Entering & exiting West Road at its junction with Church Road
  3. Entering & exiting Richmond Avenue at its junction with Church Road
  4. Entering & exiting Church Close at its junction with Church Road
  5. Entering & exiting Admirals Walk at its junction with Church Road
  6. Parking, stopping, waiting, loading & unloading on Church Road between the junctions of Ness Road to Thorpedene Gardens (both sides)
  7. Parking, stopping, waiting, loading & unloading on Ness Road from Shoebury House to Linton Road (both sides)

Phase 3

  1. Proceeding on Church Road between the junctions of Thorpedene Gardens and Stroma Gardens
  2. Entering & exiting Thorpedene Gardens at its junction with Church Road
  3. Entering & exiting Waterford Gardens at its junction with Church Road
  4. Entering & exiting Tudor Gardens at its junction with Church Road
  5. Entering & exiting Stroma Gardens at its junction with Church Road
  6. Parking, stopping, waiting, loading & unloading on Church Road between the junctions of Thorpedene Gardens to Stroma Gardens (both sides)

Phase 4

  1. Proceeding on Church Road between the junctions of Stroma Gardens and Pentland Avenue
  2. Entering & exiting Cranley Gardens at its junction with Church Road
  3. Entering & exiting Connaught Gardens at its junction with Church Road
  4. Parking, stopping, waiting, loading & unloading on Church Road between the junctions of Stroma Gardens to Pentland Avenue

Phase 5

  1. Entering & exiting Linton Road at its junction with Ness Road
  2. Entering & exiting St Andrews Road at its junction with Ness Road
  3. Entering & exiting Seaview Road at its junction with Ness Road
  4. Parking, stopping, waiting, loading & unloading on Ness Road between its junctions of Linton Road to Towerfield Road (both sides)

Phase 6

  1. Parking, stopping, waiting, loading & unloading on Towerfield Road between its junctions with Ness Road & Elm Road (both sides)
  2. Parking, stopping, waiting, loading & unloading on Towerfield Close (both sides)
  3. Parking, stopping, waiting, loading & unloading on Bridge Close (both sides)
  4. Parking, stopping, waiting, loading & unloading on Elm Close (both sides)

PLEASE NOTE THESE CLOSURES & PROHIBITION OF PARKING WILL BE COMPLETED IN PHASES AND DATES FOR THESE WILL BE DISPLAYED ON SITE. The closure & suspension are scheduled to commence from 09:30 on the 3rd November 2025 until 6th January 2026 or where appropriate signs are showing and weather permitting. The alternative routes will be via local traffic and diversion routes will be displayed on site. The Order will come into effect on 3rd November 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier. The closure is required for the safety of the public and workforce for replacement of gas mains for Cadent Gas. Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure. The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016. Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
