-and-

SUFFOLK COUNTY COUNCIL (IPSWICH) (VARIOUS ROADS) (PROHIBITION OF MOTOR VEHICLES AND REVOCATION) ORDER 202-

Suffolk County Council proposes to make the above orders under Sections 1(1) and (2), 2(1) to (3), 4(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended, affecting Upper Brook Street (B1076), Ipswich, and various surrounding roads as detailed below.

Prohibition and Restriction of Waiting and Loading and Disabled Parking Bays:

This order would substitute revision 6 of Map Tile GK123 in place of revision 5 of the same Map Tile and substitute revision 5 of Map Tile GL123 in place of revision 4 of the same Map Tile, into the above-named 2019 Order. The effect of this would be to introduce:

? ‘No waiting and no loading at any time’ on:

• Upper Brook Street (B1076), Ipswich, west side, from its junction with Dogs Head Street (B1075) in a northerly direction for 70 metres

• Upper Brook Street (B1076), Ipswich, west side, from a point 91 metres north of its junction with Dogs Head Street (B1075) for a distance of 32 metres in a northerly direction

• Upper Brook Street (B1076), Ipswich, west side, from a point 31 metres north of its junction with Butter Market (U1010) for a distance of 2.5 metres in a northerly direction

• Upper Brook Street (B1076), Ipswich, east side, for its entire length from Tacket Street (B1075) to Carr Street (U1058), a distance of approximately 175 metres

• Tacket Street (B1075), Ipswich, north side, from the centre of its junction with Upper Brook Street (B1076) for a distance of 15 metres in an easterly direction.

? ‘No waiting and no loading between 10.30am - 4.30pm’ and ‘Loading only between 4.30pm - 10.30am’ on:

• Upper Brook Street (B1076), Ipswich, west side, from a point 70 metres north of its junction with Dogs Head Street (B1075) for a distance of 21 metres in a northerly direction

• Upper Brook Street (B1076), Ipswich, west side, from a point 33.5 metres north of its junction with Butter Market (U1010) for a distance of 17 metres in a northerly direction.

? ‘No stopping except buses’ on:

• Upper Brook Street (B1076), Ipswich, west side, from a point 3 metres north of its junction with Butter Market (U1010) for a distance of 28 metres in a northerly direction.

? Disabled Parking Bays on:

• Upper Brook Street (U1208), Ipswich, on the western side of the carriageway approximately 70 metres from the junction with Foundation Street (A1214). There will be 4 metered disabled bays, each 3.6 metres wide and 6.8 metres long.

Exemptions to the waiting restrictions allow a vehicle to wait for so long as is necessary to board or alight a load or unload for building, industrial or demolition works; for emergency services; for the maintenance of the road or its services; and for fulfilling statutory duties.

On 05/08/2025, Ipswich Borough Council made the order known as the Ipswich Borough Council (Suffolk County Council) (Borough of Ipswich) (Stopping, Waiting and Loading) Prohibitions and Restrictions and On-Street Parking Places (Consolidation) Order 2019) (On-Street Parking Places Order 2025). Although the restrictions under this order will not come into effect until 10/11/2025, they are shown on the map tiles included in this consultation. This is because if the currently advertised order concerning the prohibition and restriction of waiting and loading is made, it will come into effect after the Ipswich Borough Council order has already taken effect. Therefore, those restrictions will be in place at the relevant time.

Prohibition of Motor Vehicles:

Suffolk County Council is making this order being satisfied that for the purposes of section 3(1) and (2) of the Act of 1984, it should make an order preventing for more than 8 hours in any period of 24 hours access for vehicles of any class in order to avoid danger to persons or other traffic using the road to which the order relates or any other road.

The effect of this order would be to prohibit, between the hours of 10.30am - 4.30pm, any motor vehicle proceeding in Upper Brook Street (B1076) Ipswich from its junction with Dogs Head Street (B1075) and Tacket Street (B1075) in a northerly direction for its entire length to its junction with Tavern Street (U1059) and Carr Street (U1058). As well as Northgate Street (B1076), Ipswich from its junction with Tavern Street (U1059) and Carr Street (U1058) in a northerly direction to its junction with Great Colman Street (B1076). Outside of these hours, vehicles may proceed on Upper Brook Street and that part of Northgate Street, Ipswich for the purposes of loading and unloading only.

Exemptions to the prohibition of motor vehicles will apply to emergency services, buses, taxis and private hire vehicles (as defined in the order), to enable relevant authorities to carry out maintenance of the road or its services, and for statutory duties. For the avoidance of doubt, the restrictions do not apply to cyclists and pedestrians.

On the making of this order, the order known as Ipswich Borough Council (Prohibition of Entry, Prohibition of Motor Vehicles and Weight Restriction) (Amendment) (TRO 0045-05) (Various Streets) (Order Adjustment) Order 2004-05, which prohibits vehicles from proceeding along part of Upper Brook Street (B1076), Ipswich, will be revoked in its entirety.

General:

The above proposals are being progressed in separate orders; however, Suffolk County Council is advertising them together as they are part of the same scheme.

Copies of the draft orders, maps showing the roads affected and the council’s reasons for each of the proposals, may be seen with advance notice at the address below, 9am - 5pm Monday to Friday; also at Ipswich County Library, Northgate Street, Ipswich IP1 3DE, 9am - 6pm Monday; 9am - 7pm Tuesday; 9am - 6pm Wednesday and Thursday; 9am - 7pm Friday; 8.30am - 5pm Saturday and 10am - 4pm Sunday (excluding public holidays and bank holidays).

Objections and any other representations relating to these proposals, specifying the grounds on which they are made, must reach Suffolk County Council Legal Services at the address below or at: jacob.davis@suffolk.gov.uk no later than 17/11/2025. If you are making a representation, please state which Order this relates to.
