What is happening?
NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 84 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act. General nature and effects of the Order: will be to implement a 20 miles per hour speed limit as described below: (i) Binstead Road between a point 15 metres east of its junction with Winchester Avenue and its junction with Bingham Road (ii) Buttercup Road between a point 14 metres west its junction with Harabell Way and a point 17 metres east of that point (iii) Elswick Road between a point 10 metres west of its junction with Winchester Avenue and a point 308 metres west of that point (iv) Gardiner Road between a point 6 metres west of its junction with Winchester Avenue and a point 132 metres west of that point (v) Hessian Road between a point 15 metres east of its junction with Winchester Avenue and a point 243 metres east of that point (vi) Morse Road between a point 15 metres west of its junction with Winchester Avenue and a point 31 metres west of that point. (vii) Winchester Avenue between a point 25 metres south of its junction with Ranulph Road and a point 42 metres north of its junction with Fishwicke Road The following Roads, for their entire length: (viii) Bethel Road (ix) Bingham Road (x) Bright Road (xi) Burstal Gardens (xii) Centinal Road (xiii) Daubeney Way (xiv) Furstenburg Road (xv) Fullers Mill Way (xvi) Glazier Road (xvii) Grenadiers Road (xviii) Harabell Way (xix) Myler Close (xx) Pauncefoot Road (xxi) Sundew Way (xxii) Wildens Way

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: C863a/KK, by Friday 28th November 2025. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
TITLE: The order, if made, will be known as “The Hampshire (Winchester Avenue and Adjacent Roads, Winchester) (20 Miles Per Hour Speed Limit) Order 2025.”
