Andover Road North, Harestock Road, Wellhouse Lane And Winchester Avenue - No Waiting At Any Time Restrictions On
What is happening?
NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 1, 2, 4, 5, 32, 35, 45, 46, 39, 53 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.
General nature and effects of the Order: Will be to implement no waiting at any time restrictions as described below: (i) B3420 Andover Road North / Winchester Avenue, both sides, between a point 120 metres north of its junction with Harestock Road (both carriageways) and a point 85 metres south-east of that point; (ii) Andover Road North, north-east side, between its northernmost junction with Winchester Avenue and its junction with Andover Road; (iii) Harestock Road, both sides, between its junction with Andover Road and a point 70 metres west thereof; and (iv) Wellhouse Lane, both sides, between a point 320 metres west of its junction with Wellhouse Mews and a point 65 metres west of that point.
This Order will also remove the following no waiting at any time restriction from The Hampshire (Various Roads, Winchester) (Parking Places and Restriction of Waiting (No. 2) Order 2002: (i) Andover Road North, north-east side, between its junction with Wellhouse Lane and its junction with Andover Road.

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: A2061/KK, by Friday 28th November 2025. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
