Norfolk, Multiple Traffic Notices, Street Parking Places Consolidation and Variation
What is happening?
THE NORFOLK COUNTY COUNCIL
(DEREHAM, VARIOUS ROADS)
TRAFFIC REGULATION ORDERS 2025
The Norfolk County Council propose to make the following Orders and Notices under the Road Traffic Regulation Act 1984:
The Norfolk County Council (Dereham, Various Roads) (Street Parking Places) Consolidation and Variation Order 2025
The effect of this Order will be to:
Consolidate The Norfolk County Council (Dereham, Various Roads) (Street Parking Places) Variation and Consolidation Order 2011 (“the 2011 Order”) and The Norfolk County Council (Dereham, Market Place and Church Street) (Street Parking Places) Order 2013 (“the 2013 Order”) whereby the existing permitted parking places on the existing lengths of road will not be changed just re-produced in the consolidation order except as per the variations detailed below at points 2 - 7:
Vary the Schedule 1 of the 2013 Order by updating the reference to the following length of road:
U30187 Market Place (South Side) —
From a point 6 metres west of its junction with the C540 Market Place westwards for a distance of 11 metres (a change from 5 to 6 metres).
The position in which vehicles may wait within the parking place, the class of vehicles, days and hours of operation and maximum waiting period will remain unchanged
Vary Schedule 6 of the 2011 Order by updating the reference to the following length of road:
U30125 Church Street (South Side) —
From a point 15 metres west of its junction with C540 High Street westwards for a distance of 6 metres (a change of location from 23 to 15 metres)
The position in which vehicles may wait within the parking place, the class of vehicles, days and hours of operation and maximum waiting period will remain unchanged
Vary Schedule 3 of the 2011 Order by removing the permitted parking place for the C540 Market Place (East Side) and replacing it with the following entry:
U30125 Church Street (South Side) —
From a point 21 metres west of its junction with C540 High Street westwards for a distance of 8 metres
The position in which vehicles may wait within the parking place is being updated to read as: parking to be wholly within the marked parking place. The class of vehicles, days and hours of operation and maximum waiting period will remain unchanged.
Vary Schedule 1 of the 2011 Order by updating the reference to the following length of road:
U30125 Church Street (South Side) —
From a point 52 metres west of the centreline of its junction with the C540 High Street westwards for a distance of 35 metres (a change of location from 50 to 52 metres and 39 to 35 metres)
The position in which vehicles may wait within the parking place is being updated to read as: parking to be wholly within the marked parking place. The class of vehicles, days and hours of operation and maximum waiting period will remain unchanged.
Vary Schedule 5 of the 2011 Order to remove the permitted parking place at the following location:
7. Provide a new permitted parking place at the following location and for the following classes on vehicle:

Consolidate The Norfolk County Council (Dereham, Various Roads) (Prohibition of Waiting) Consolidation and Variation Order 2011 (“the 2011 Order”) and Schedule 1 and 2 of the Norfolk County Council (Dereham, Market Place and Church Street) (Prohibition of Waiting and of Loading and Unloading) Order 2013 (“the 2013 Order”) whereby the existing lengths of road will not be changed just re-produced in this consolidation Order, except as per the variations detailed below at points 2 - 5:
Vary Schedule 1 of the 2011 Order to remove the references to the C540 Market Place (East Side) and replace it with the following entry:
C540 Market Place (East Side) —
From its junction with the C553 Wellington Road to its junction with the C540 High Street
Vary Schedule 1 of the 2013 Order by updating the reference to the following length of road:
U30187 Market Place (South Side) —
From its junction with the C540 Market Place westwards for a distance of 6 metres (a change from 5 to 6 metres)
Vary Schedule 2 of the 2013 Order by updating the reference to the following length of road:
U30187 Market Place (South Side) —
From a point 6 metres west of its junction with the C540 Market Place westwards for a distance of 11 metres (a change from 5 to 6 metres)
Introduce a prohibition of waiting restriction at any time along the following length of road:
U30187 Market Place (North Side) —
From its junction with the C540 Market Place westwards for a distance of 4 metres
The Norfolk County Council (Dereham Market Place, Various Roads) (Prohibition of Waiting and Loading and Unloading) Consolidation Order 2025
The effect of this Order will be to:
Consolidate Schedule 4 of the Norfolk County Council (Dereham, Market Place and Church Street) (Prohibition of Waiting and of Loading and Unloading) Order 2013 (“the 2013 Order”) whereby the existing lengths of road will not be changed just re-produced in the consolidation Order.
The effect of this Order will be to:
Consolidate Schedule 3 of the Norfolk County Council (Dereham, Market Place and Church Street) (Prohibition of Waiting and of Loading and Unloading) Order 2013 (the “2013 Order”) whereby the existing lengths of road will not be changed just re-produced in the consolidation Order.
The Orders referred within this notice are proposed to be consolidated for clarity and efficient administration of the restrictions. As part of the consolidation the existing Orders are being updated to reflect current legislation, or being clarified to make them clearer, or being amended to correct minor errors.
The Norfolk County Council (Dereham, Market Place) Pedestrian Crossing Notice 2025
As required under Section 23 of the Road Traffic Regulation Act 1984 notice is hereby given that Norfolk County Council propose to install a 6 metre Zebra pedestrian crossing point at the following location in the location:
C540 Market Place —
From a point 50 metres north of its junction with the C540 High Street
Distances measured from the centre of the junction to the centre of the crossing.
The reason for this proposal is to provide a safer environment for pedestrians within an urbanised area.
The Norfolk County Council (Dereham, Market Place) Bus Stop Clearway Notice 2025
As required under Schedule 7, Part 3 of the Traffic Signs Regulations and General Directions 2016, Notice is hereby given that Norfolk County Council propose to extend the bus stop clearway along the C540 Market Place (East Side) by 20 metres:
C540 Market Place (East Side) —
From a point 58 metres north of its junction with C540 High Street northwards for a distance of 68 metres (an increase of 20 metres)
The Bus Stop Clear will prevent any vehicles from stopping at any time, except buses.
These measures are in response to concerns to keep the area around the bus stop free from parked or waiting vehicles, ensuring buses can safely and efficiently pull in and out without obstruction. This helps maintain smooth traffic flow, enhances passenger safety by providing a clear boarding zone, and improves visibility for both bus drivers and other road users.

Any objections and representations relating to the Orders must be made in writing and must specify the grounds on which they are made. Comments may also be made in relation to the Bus Stop Clearway Notice and/or the Pedestrian Crossing Notice. All correspondence for these proposals must be received at the office of:
