ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)
Temporary Waiting Restrictions
Sydney Road, Richmond.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate development works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Sydney Road, Richmond.
Whilst the works take place:-
(a) The southern arm of Sydney Road will be made 2-way, from its junction with Church Road, north-eastwards for a distance of 30 metres;
(b) No person shall cause or permit any vehicle to wait or stand on the following lengths of road:-
(i) Sydney Road, both side, from its junction with Church Road, north-eastwards for a distance of 45 metres;
(ii) Church Road, the north-east side, from a point 8 metres north-west of its junction with Sydney Road to a point 9 metres south-east of its junction with Sydney Road;
(iii) Church Road, the south-west side, from a point opposite the north-western boundary of 34 Church Road, south-eastwards for a distance of 46 metres.
The order will come into effect on 23 October 2025. These works are anticipated to be in progress at all times from 23 October to 30 April 2027. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temple Sheen Road, East Sheen.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecoms works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Temple Sheen Road, East Sheen.
Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Temple Sheen Road, East Sheen from the junction with Medcroft Gardens to the junction with Palmerston Road.
Whilst Elm Temple Sheen Road, East Sheen is closed, an alternative route for diverted traffic will be available via Temple Sheen Road, Palmerston Road, Sheen Lane, Sheen Gate Gardens and Upper Richmond Road West and vice versa.
The order will come into effect on 31 October 2025. These works are anticipated to be in progress on 31 October 2025 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate remedial works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in The Barons Twickenham.
Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in The Barons Twickenham from the junction with St Margarets Road to outside number 16 The Barons Twickenham.
Whilst The Barons Twickenham is closed, an alternative route for diverted traffic will be available via St Margarets Road, The Barons and Vice versa.
The order will come into effect on 28 October 2025. These works are anticipated to be in progress from 28 October to 29 October 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in The Vineyard, Richmond from the junction with Hill Rise to the junction with Lancaster Park.
Whilst The Vineyard, Richmond is closed, an alternative route for diverted traffic will be available via Hill Rise, Richmond Hill, Elleker Gardens, and Lancaster Park.
The order will come into effect on 29 October 2025. These works are anticipated to be in progress from 29 October to 30 October 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Vernon Road, East Sheen from its junction with Sheen Road to its junction with Howgate Road.
Whilst Vernon Road is closed, alternative routes for diverted traffic will be available via:
Diversion 1 – Church Avenue, Thornton Road, Upper Richmond Road, Sheen Lane.
Diversion 2 – Howgate Road, South Worple Way, Church Avenue, Thornton Road, Upper Richmond Road, Sheen Lane.
Diversion 3 – Church Avenue, Thornton Road, Upper Richmond Road, Sheen Lane.
Diversion 4 – Howgate Road, South Worple Way, Church Avenue, Thornton Road, Upper Richmond Road – Sheen Lane.
The order will come into effect on 27 October 2025. These works are anticipated to be in progress from 27 October to 29 October 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 16A
THE LONDON BOROUGH OF RICHMOND UPON THAMES
(TEMPORARY PROHIBITION OF TRAFFIC) (SPECIAL EVENTS)
(HALLOWEEN EVENT) ORDER 2025
Whittaker Avenue, The Square, Richmond.

The Council of the London Borough of Richmond upon Thames hereby gives notice that on 21 October 2025 they made the above-named Order under Section 16A of the Road Traffic Regulation Act 1984, as amended.
The general effect of the Order is to facilitate the holding of the “Halloween Event” to be held in Richmond.
On Saturday 25 October 2025, The Square in front of the riverside Whittaker Avenue will be closed.
The four parking bays at the end of Whittaker Avenue outside the Gallery will also be suspended.
A signed diversion route for traffic affected by the closures will be available in adjacent streets.
Nothing in this Order will apply to:
(a) anything done with the permission or at the direction of a Police Constable, Police Community Support Officer or a Civil Enforcement Officer.
(b) any vehicle being used by a statutory undertaker, whereby it is necessary by reason of an emergency, for that vehicle to have access to part of the street under restriction.
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
The prohibitions or restrictions specified in this notice will apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
