6. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

SHAF WAY & SANDY LANE,
TEDDINGTON ZONE T2 EXTENSION

The Council of the London Borough of Richmond upon Thames on 22 October 2025 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 27 October 2025.
The general effect of the Parking Places Order will be to introduce an extension to the T2 Controlled Parking Zone in lengths of Shaef Way and Sandy Lane; a Permit Parking Area will be introduced in Shaef Way and a length of permit parking bays will be introduced in Sandy Lane. The Controlled Parking Zone will operate between 10am and 12 Noon on Mondays to Fridays inclusive.
The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions operating between 10am and 12 Noon on Mondays to Fridays at any time in lengths of Shaef Way and Sandy Lane.
Within the zone, there will be designated permit holder only parking places and permit parking areas where only vehicles which display a valid permit may park during the controlled hours.

The Controlled Parking Zone will operate between 10am and Noon on Mondays to Fridays inclusive.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)
Temporary Footpath Closure
PROW 240 Kneller Road, Twickenham.

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a footpath closure of PROW 240 Kneller Road Twickenham.
Whilst the works take place no person may proceed in PROW 240 Kneller Road Twickenham from the junction with Kneller Road to the junction with Whitton Dene.
The order will come into effect on 03 November 2025. The gas main replacement works are expected to be in progress from 03 November until 12 December 2025. The order will remain in force for a period of 6 months.
An alternative route for persons affected by the closure will be available via Kneller Road, Colonial Avenue and Whitton Dene.
The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)
Temporary Closure
Various PROW Footpaths in Richmond Park

The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate The Royal Parks various improvement works, they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary prohibition of pedestrians in the following locations listed in Paragraph 2.
Whilst the works take place no person shall enter the following Pedestrian park gate to access the PROW footpaths listed below:
PROW 159 – Sheen Gate
PROW 161 – Bog Gate
PROW 162 – Richmond Gate
PROW 165 – Richmond Gate
PROW 166 – Ham Gate
PROW 168 – Ladderstile Gate
PROW 169 – Robin Hood Gate
The order will come into effect on 01 November 2025, these night works are anticipated to be in progress between the hours of 20.00–07.30 from 01 November to 21 December 2025 and 20.00 – 07.30 from 01 February 2026–21 March 2026. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for Police, fire brigade or ambulance purposes.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
