THE LONDON BOROUGH OF RICHMOND UPON THAMES

(WAITING AND LOADING RESTRICTION) (CIVIL ENFORCEMENT AREA) (AMENDMENT No. 243) ORDER 2025

Harrowdene Gardens, Teddington

  1. The Council of the London Borough of Richmond upon Thames on 22 October 2025 made the above Order under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Order will come into force on 27 October 2025.

  2. The general effects of the Waiting and Loading Restrictions Order will be to introduce lengths of double yellow lines ("no waiting at any time") in lengths of Harrowdene Gardens, Teddington, and around its junctions.

  3. Copies of the Order, plans showing the location and effect of the Order and the Council’s Statement of Reasons for making the Order: -

    (a) can be inspected, quoting Reference 25/053, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

    (b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices

  4. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

Temporary Road Closure

Albert Road, Richmond.

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Albert Road, Richmond.

  2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Albert Road, Richmond from the junction with Beatrice Road to the junction with Lorne Road.

  3. Whilst Albert Road, Richmond is closed, an alternative route for diverted traffic will be available via Albert Road, Audley Road, Kings Road, and Sheen Road, and Albert Road, Worple Way, Princes Road, Audley Road, Kings Road, and Sheen Road.

  4. The order will come into effect on 03 November 2025. These works are anticipated to be in progress from 03 November 2025 to 06 November 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

  5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

  6. Nothing in the Order applies to:

    (a) any vehicle being used in connection with the execution of the works; or

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) any vehicle being used for Police, fire brigade or ambulance purposes.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

Temporary Road Closure

Cambridge Crescent, Teddington.

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility repair works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Cambridge Crescent, Teddington.

  2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Cambridge Crescent, Teddington from outside number 67 to 69.

  3. Whilst Cambridge Crescent, Teddington is closed, an alternative route for diverted traffic will be available via Cambridge Crescent, Cambridge Road and vice versa.

    4. The order will come into effect on 27 October 2025. These works are anticipated to be in progress from 27 October to 05 November 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

    5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

    6. Nothing in the Order applies to:

    (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) any vehicle being used for Police, fire brigade or ambulance purposes.

    7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

    Elm Bank Gardens, Barnes.

    1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate Crane Operation works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Elm Bank Gardens, Barnes.

    2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Elm Bank Gardens, Barnes from outside number 22 to 40 Elm Bank Gardens.

    3. Whilst Elm Bank Gardens, Barnes is closed, an alternative route for diverted traffic will be available via Elm Bank Gardens, The Terrace and Vice Versa.

    4. The order will come into effect on 29 October 2025. These works are anticipated to be in progress from 29 October to 30 October 2025 with backup dates of 05 to 06 November 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

    5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

    6. Nothing in the Order applies to:

      (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

      (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

      (c) any vehicle being used for Police, fire brigade or ambulance purposes.

      ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

      Temporary Road Closure

      Holly Road, Twickenham.

      1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Holly Road, Twickenham.

      2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Holly Road, Twickenham from outside number 94 Holly Road to the junction with Queens Road.

      3. Holly Road will become two way between the junction with Queens Road and the junction with Copthall Gardens.

      4. Whilst Holly Road, Twickenham is closed, an alternative route for diverted traffic will be available via Holly Road, Queen’s Road, Station Road, Copthall Gardens, Holly Road.

      5. The order will come into effect on 27 October 2025. These works are anticipated to be in progress at night from 20.00–05.00 from 27 October to 29 October 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

      6. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

      7. Nothing in the Order applies to:

        (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

        (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

        (c) any vehicle being used for Police, fire brigade or ambulance purposes.

      1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas disconnection works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Lower Teddington Road, Hampton Wick.

      2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Lower Teddington Road, Hampton Wick outside number 34.

      3. Whilst Lower Teddington Road is closed, an alternative route for diverted traffic will be available via Lower Teddington Road, Normansfield Avenue, Upper Teddington Road, High Street and Vice Versa.

      4. The order will come into effect on 27 October 2025. These works are anticipated to be in progress from 27 October to 31 October 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

      5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

      6. Nothing in the Order applies to:

        (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

        (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

        (c) any vehicle being used for Police, fire brigade or ambulance purposes.

      7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

      The London Borough of Richmond upon Thames (Fulwell) (Parking Places) (No. 1) Order 2025

      The London Borough of Richmond upon Thames (Waiting and Loading Restriction) (Civil Enforcement Area) (Amendment No. 244) Order 2025

      ZONE FW EXTENSION

      (Reference 25/052)

      1. The Council of the London Borough of Richmond upon Thames on 22 October made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into effect on 27 October 2025.

      2. The general effect of the Parking Places Order will be to introduce an extension to the FW Controlled Parking Zone in lengths of Sunnyside Road. The Controlled Parking Zone will operate between 8.30am and 6.30pm Mondays to Fridays inclusive.

      3. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of the roads within the zone, operating either at any time, or between 8.30am and 6.30pm Mondays to Fridays inclusive and to introduce double yellow lines in lengths of Princes Close, Princes Road and Kings Road, which are not part of the zone.

      4. Within the zone, there will be designated permit holder only parking places and permit parking areas where only vehicles which display a valid permit may park during the controlled hours, or shared use bays.
