(Civil Enforcement Area) (Amendment No.53) Order 2025
Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984
The effect of the Order:
1. To introduce No Waiting at Any Time restrictions on Lindsey Street, Epping for approximately 27 m on its southwest kerb between its junctions with Margaret Road and Woodberry Down.
2. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow Tower School and Open Box Education access to allocated permits detailed in Column 3 of the table in the Schedule 5 to this Notice to be able to purchase permits for the zones listed in Column 1 of that table.
3. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 schedule 6 column 2 to include school staff permits within the valid permits.
This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile number TL460 revision 0 replaced by revision 1.
Date of operation: The Order will come into operation on 15th December 2025.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Church Lane, North Weald Bassett)
(Temporary One-Way Restriction) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order:
1. To temporarily impose a one-way restriction on the following length of Church Lane, North Weald Bassett, in the District of Epping Forest:

The Order will come into operation on 01 November 2025 and will remain in force for 18 months to facilitate the North Weald Market.
(Footpath 13, Harlow)
(Temporary Prohibition of Use) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984, as amended.
Effect of the order: To temporarily close Footpath13 in the District of Harlow, from a point adjacent to number 25 (The Oxleys) north for approximately 45 metres.
The closure is scheduled to commence on 03 November 2025 to 06 February 2026 or where appropriate signs are showing and weather permitting.
The closure is required for the safety of the public and workforce while bank stabilisation and resurfacing works on footpath 13 is undertaken.
Alternative route: Footpath 13 (north section), Footpath 29, Old Road, Watlington Road, The Oxleys and vice versa.
The Order will come into effect on 03 November 2025 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.
(Anchor Lane, Abbess Beauchamp and Berners Roding)
(Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Anchor Lane, Abbess Beauchamp And Berners Roding in the District of Epping, from its junction with Green Hill Road for a distance of approximately 100m in a south westerly direction. The closure is scheduled to commence on 18th November 2025 for 2 days, or where stated on a valid permit (BC411001WG8L8K1C – Openreach).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on site. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Green Hill Road, Berwick Lane, Church Lane, Matching Lane, Snows Farm Lane, Anchor Lane and vice versa.
The Order will come into effect on 30th October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Borders Lane, Loughton)
(Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Borders Lane, Loughton in the District of Epping Forest, from its junction with The Hawthorns for a distance of approximately 55m in an easterly direction. The closure is scheduled to commence on 8th November 2025 for 1 day and then again on the 23rd November 2025 for 1 day, or where stated on a valid permit (MG07277115/ICS/AC – 02 (UK) Limited).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on site. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by 02 (UK) Limited.
An alternative route is available via Borders Lane, Traps Hill, A121, A1168, Borders Lane and vice versa.
The Order will come into effect on 16th October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Church Lane, Lambourne)
(Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Lane, Lambourne in the District of Epping Forest, from a point approximately 215m south east of its junction with Ongar Road for a distance of approximately 250m in a south easterly then south westerly direction. The closure is scheduled to commence on 12th November 2025 for 3 days, or where stated on a valid permit (KA140RFSI2527896 – Gigaclear).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Gigaclear.
No diversion route is available.
The Order came into effect on 16th October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Debden Lane, Loughton)
(Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Debden Lane, Loughton in the District of Epping Forest, from its junction with Ripley View for a distance of approximately 710m in a north easterly, south easterly then north easterly direction. The closure is scheduled to commence on 27th October 2025 for 5 days, or where stated on a valid permit (EP201EH2391050 – Essex County Council).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while gully cleaning works are undertaken by Essex County Council.
An alternative route is available via Loughton Lane, The Green, Piercing Hill, Theydon Road, B1393, A121, Rectory Lane, Hillfields, Pyrles Lane, Englands Lane, Debden Lane and vice versa.
The Order came into effect on 16th October 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
