Kingston upon Thames, Parking Zone Amendment and Permit Area Expansion

What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES

1. NOTICE IS HEREBY GIVEN

that the Council of the Royal Borough of Kingston upon Thames propose to make the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. ) Order 202. under sections under sections 6, 45, 46, 49 and 124 (insofar as applicable) to the Road Traffic Regulation Act 1984.1, as amended, and all other powers thereunto enabling.

2. The General effect of the Order would be to provide a new Permit Parking Area, (DK) which would be made up of designated parking places indicated on-street by way of a traffic sign stating ‘resident permit holders parking only past this point’ in:

Lincoln Road, Stafford Road and Warwick Road, New Malden which would operate Monday to Saturday between 8.30am and 6.30pm

resident’s permits (DK) would be issued by the Council, on application being made together with payment of the appropriate charge. Properties eligible for a permit are all properties in Lincoln Road, Stafford Road and Warwick Road, New Malden.

Vehicles in respect of which a valid resident permit has been granted would be able to park anywhere at the kerb-side of a street, or where indicated by a traffic sign, parallel to the kerb during the times of operation of the Permit Parking Area, with the exception of: any area marked out as a disabled parking place or short-stay parking place or any length of waiting, loading or stopping restrictions during the hours of operation of those restrictions, or any location obstructing access to premises or the free movement of traffic.

3. Copies of the proposed Order, of the Council’s Statement of Reasons for proposing to make the Order and draft map schedules showing the location and the effect of the proposals may be inspected as follows:-

(a) online at https://consultation.appyway.com/kingston-upon-thames selecting MapKing0117 – Dickerage Lane Area PPA

(b) Council libraries; or

(c) copies of the draft Order and draft map schedules can also be obtained by calling 020 8547 5000 (between 9am and 5pm Monday to Friday).

4. Comments to the proposed Order can be submitted either electronically via the link provided in paragraph 3(a) or in writing to the Traffic Order Team, Guildhall 2, Kingston upon Thames, KT1 1EU please quote ref MapKing0117 by 13 November 2025.

2. The general effect of the Order would be to add properties whom would be eligible for a parking permit in Riverside Controlled Parking Zone (R) for Nos. 1 to 112 Surbiton Court, Surbiton.

CORRIGENDUM TO PUBLIC NOTICE PUBLISHED ON 14 NOVEMBER 2024

REF: MAPKING0111 -

On 16 October 2025 a Public Notice of making an Experimental Traffic Management Order under section 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 was published.

In paragraph 6 to that notice reference to the Zebra Crossing in Ewell Road should have read to introduce a new Zebra Crossing outside Nos. 311 to 315.
