What is happening?

LONDON BOROUGH OF BRENT

THE BRENT (GOODS VEHICLES) (FREE LOADING PLACES) (NO. 4) ORDER 2025, THE BRENT (PARKING PLACES) (ZONE KG) (NO. 2) ORDER 2025, THE BRENT (PARKING PLACES) (ZONE KR) (NO.3) ORDER 2025, THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 65) ORDER 2025

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent on 20th October 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the “Goods Vehicles Free Loading Places” Order will be to-

(a) revoke and redesignate the existing free loading places to operate from 7.00 a.m. to 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 1 to this Notice. (Max. Stay of 40 mins, No Return within 2 hours);

(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may be used, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.

3. The general effect of the ‘Parking Places’ Order will be to amend some existing parking places in Chamberlayne Road and Kilburn Lane to enable for the installation of the restrictions specified in paragraph 2 to this Notice.

4. The general effect of the ‘Waiting and Loading Restriction’ Order will be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in certain length of streets specified in Schedule 2 to this Notice;

(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle will be prohibited at any time in certain length of streets specified in Schedule 2 to this Notice;

(c) the sale or offer for sale of goods from a vehicle will be prohibited (except on Sundays) in certain length of streets specified in Schedule 2 to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected.

(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising will be prohibited in certain length of streets specified in Schedule 2 to this Notice;

(e) any existing prohibition on the waiting by vehicles, the sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in certain length of streets specified in Schedule 2 to this Notice will be revoked;

(f) to make minor drafting amendments to the existing restrictions to conform with the current on-site layout.

5. The prohibitions referred to in sub-paragraphs 4(a) and (b) above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” will apply.

6. A copy of the Orders, which will come into operation on 3rd November 2025, of maps of the relevant areas and of the relevant Orders of 1979 and 2019 (and of any Orders which have amended those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

7. Copies of the Orders may be purchased from the address mentioned in paragraph 6 above.

8. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
