1. (CLIFTON HAMPDEN AND NUNEHAM COURTENAY, HENLEY ROAD) PROHIBITION OF MOTOR VEHICLES) ORDER 2025
2. (GOLDEN BALLS JUNCTION, NUNEHAM COURTENAY) (ONE-WAY TRAFFIC) REVOCATION ORDER 2025
NOTICE is given that on 20 October 2025 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984.
Order 1, which comes into force on 27 October introduces a ‘Prohibition of Motor Vehicles’ restriction on that part of Henley Road which links the A4074 & the B4015 Oxford Road (currently One-Way traffic). The new restriction will apply from its junction with the A4074 to a point 105 metres south of its junction with the B4015 Oxford Road.
At the A4074 junction, access will be retained for pedal cycles and comprise a physical barrier, whilst at the northern end a lockable gate will be installed to allow access for exempted vehicles, with a section of carriageway to remain free for use as a footway/cycleway.
As a result of the above change, the effect of order 2 is to revoke the ‘One-Way Traffic’ restriction which previously applied at that location.
The Oxfordshire County Council (Golden Balls Junction) (One-Way Traffic) Order 1974 will be revoked as necessary.

If you wish to question the validity of either Order or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 20 October 2025 apply to the High Court for this purpose.

1. (EAST OXFORD) (CONTROLLED PARKING ZONE, WAITING RESTRICTIONS AND TRAFFIC MANAGEMENT) (VARIATION NO.*) ORDER 20**
2. (PARKING PLACES FOR PEDAL CYCLES, OXFORD) CONSOLIDATION (AMENDMENT NO.*) ORDER 20**
NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and other enabling powers. The effect of the order — following a review of the local parking scheme with residents — is to introduce new & amend existing parking restrictions in the East Oxford CPZ, as follows:
1. Bath Street (Southwest side):
a. the existing ‘Permit Holder Only’ bay adjacent to Nos.1-4 will be replaced with a new ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay.
b. a new 5 metre ‘Pedal Cycle’ parking place will be introduced adjacent to Nos.1-10 Richardson Court, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
**2. Boulter Street:
a.** Northeast side – the existing ‘Permit Holder Only’ bay adjacent to Nos.2-12 will be replaced with a new ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay.
b. Southwest side – a new 5 metre ‘Pedal Cycle’ parking place will be introduced adjacent to Nos.57C St Clements Street, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
3. Caroline Street (West side):
The existing ‘One hour 8am–6.30pm Mon to Sat’ parking space adjacent to Nos.1-2, will be extended a further 5 metres northwards, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
**4. Cave Street:
a.** Northeast side – a new 9 metre ‘Permit Holder Only’ bay will be introduced adjacent to No.33, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
b. Southwest side – the existing ‘Permit Holder Only’ bay adjacent to Nos.2-6 will be replaced with a new ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay.
**5. Jeune Street:
a.** East side – a new 10 metre ‘One hour Shared-Use 8am–6.30pm Mon to Sat’ parking bay will be introduced adjacent to the Electrical Sub-Station, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction. Residents parking is unlimited.
b. West side – the existing ‘One hour 8am–6.30pm Mon to Sat’ parking space adjacent to Nos.1-2 (opposite the Public House), will be removed in its entirety, and replaced with ‘No Waiting at Any Time’ (double yellow lines) restriction.
6. Leon Close (East side):
a. the existing ‘One hour 8am–6.30pm Mon to Sat’ parking space adjacent to Nos.212–214 Cowley Road, will be extended a further 10 metres southwards, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
b. the existing ‘Two hour 8am–6.30pm Mon to Sat’ parking space opposite Nos.24–27, will be extended a further 15 metres northwards, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
**7. Nye Bevan Close:
a.** Southwest side –
i) the existing ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay adjacent to Nos.35–37 will be extended a further 5 metres north-westwards,
ii) a new ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay will be introduced adjacent to Nos.31–32, both replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
b. Northwest side (containing Nos.1–5) – a new ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay will be introduced adjacent to Nos.1–4, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
**8. York Place:
a.** North side – a new 5 metre ‘Two hour shared-use 8am–6.30pm Mon to Sat’ parking bay will be introduced at the northern end outside No.8, replacing the existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
b. East side – a new 5 metre ‘Pedal Cycle’ parking place will be introduced opposite No.9a, replacing existing ‘No Waiting at Any Time’ (double yellow lines) restriction.
The Oxfordshire County Council (East Oxford) (Controlled Parking Zone Waiting Restrictions and Traffic Management) Order 2010, and the Oxfordshire County Council (Parking Places for Pedal Cycles, Oxford) Consolidation (Variation) Order 2009 will both be further amended as necessary.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the end of 21 November 2025. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.

1. (OXFORD, A4142 AND A423 EASTERN AND SOUTHERN BYPASS AND A4074 SANDFORD ON THAMES BYPASS) (50 MPH SPEED LIMIT) ORDER 20**
2. (KENNINGTON AND SOUTH HINKSEY) (SPEED LIMITS) ORDER 20**
NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order – for road safety reasons as part of the Kennington A423 improvement works – is to reduce speed limits on the A423 Southern & Eastern bypass, and on some of its approaches as follows:
1. 50mph speed limit in place of the existing 70mph National speed limit:
a) A423 Southern bypass – from its junction with the A34 Hinksey Hill Interchange roundabout, eastwards to (and including) the A4144 Kennington roundabout.
b) A423 Eastern bypass – from the A4144 Kennington roundabout, south-eastwards to the existing 50mph speed limit terminal point at Heyford Hill roundabout.
2. 50mph speed limit in place of the existing 60mph National speed limit:
a) The A423 Southern bypass westbound slip road (towards Kennington) – from its junction with the bypass, southwards for a distance of 50 metres.
b) Old Abingdon Road – from its junction with the A423 Southern bypass, northwards (towards Redbridge) for a distance of 25 metres.
3. 30mph speed limit in place of the existing 60mph National speed limit:
a) Old Abingdon Road – from a point 25 metres north of its junction with the A423 Southern bypass, north-eastwards to the current city 30mph speed limit terminal at Redbridge.
b) Kennington Road – from its junction with Old Abingdon Road, southwards to the current village 30mph speed limit terminal.
c) The A423 Southern bypass westbound slip road – from the existing 30mph speed limit terminal (Kennington), northwards to a point 50 metres south of its junction with the A423 Southern bypass.
The Oxfordshire County Council (Oxford, A4142 and A423 Eastern and Southern Bypass and A4074 Sandford-on-Thames Bypass) (50 Mph Speed Limit) Order 2019, and the Oxfordshire County Council (Kennington and South Hinksey) (Speed Limits) Order 2023 will be revoked/replaced as necessary.
