Waltham Forest - Temporary Road Closures due to Utility and Infrastructure Works

What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

THE WALTHAM FOREST (NETWORK UPGRADE WORKS) (GROVE GREEN ROAD E11)

(TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that on 23rd October 2025 it made an Order to allow Skewb, on behalf of Cadent Gas, to execute network upgrade works in Grove Green Road (Rd) E11, in a safe and efficient manner.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles, for any purpose, at “any time”, from entering, proceeding, waiting or loading in:

(i) Grove Green Rd – (1) between its junctions with Francis Rd and Warren Avenue (Ave); and (2) between its junctions with Warren Ave and High Rd. Leyton;

(ii) Langthorne Rd – in its entirety; and

(iii) Claremont Rd – at its junction with Grove Green Rd.

The Order will come into operation on 27th October 2025 for a maximum period of 1 month or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 3 weeks, but additional time is required for contingencies. (ref: TT49(25))

THE WALTHAM FOREST (TWU PIPE RELAY WORKS) (E4 ROADS) (TEMPORARY MEASURES) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to enable water-pipe relay works by Thames Water, to be carried out in a safe and efficient manner in various roads within the E4 region.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at “any time”, in the roads mentioned in the Schedule to this Notice.

Any designated controlled parking spaces situated in the roads or parts of roads affected by any of the measures set out above will be suspended.

Vehicular access to properties affected by these temporary measures will be maintained wherever possible, subject to the extent and operation of the closures.

The Order would come into operation on 6th November 2025 and would be valid for a maximum period of 10 months or until the works are completed, whichever is the sooner (this applies to all roads mentioned in the Schedule and allows for unforeseen constraints which may abort works until a future time). Brodie Road (Rd), Hoppett Rd, Horsley Rd, Mount Echo Drive, Parkhill Rd, Victoria Rd and Whitehall Gardens

THE WALTHAM FOREST (SUNBELT RENTALS POLE REPLACEMENT WORKS) (HAROLD ROAD E11) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow Sunbelt Rentals to execute pole excavation and replacement works in Harold Road (Rd) E11, in a safe and efficient manner.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles, for any purpose, at “any time”, from entering, proceeding, waiting or loading in Harold Rd – between the projected south-east property boundary of No. 24 and the projected common boundary of Nos. 58 and 60.

Designated controlled parking spaces situated in the road or part of road mentioned in this Notice will be suspended.

The Order would come into operation on 15th November 2025 and would be valid for a maximum period of 1 month, or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 1 day, but additional time is required for contingencies. (ref: TT47(25))

THE WALTHAM FOREST (TWU SUPPLY IMPROVEMENT WORKS) (FOREST AVENUE E4) (TEMPORARY RESTRICTIONS) (NO. 1) ORDER 2025

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order to allow Thames Water to execute supply improvement works in Forest Avenue (Ave) E4, in a safe and efficient manner.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed or, where applicable, covered prohibit vehicles, for any purpose, at “any time”, from entering, proceeding, waiting or loading in Forest Ave – from its junction with Beresford Road, eastwards for 30m.

The Order would come into operation on 10th November 2025 and would be valid for a maximum period of 6 months, or until the works are completed, whichever is the sooner.

NOTE: The works are expected to be completed within 16 days, but additional time is required for contingencies. (ref: TT38(25))

Vehicles waiting or loading in disregard of these Orders would be removed.

Any uncontrolled or designated controlled parking spaces situated in the roads or parts of roads affected by any of the measures set out in the notices above will be suspended.

The prohibitions mentioned in all notices above would not apply in relation to any vehicle being used:

(a) in connection with the said works; or

(b) for ambulance, fire brigade or police purposes (if the works allow).

Signage will be placed in advance of any works in the roads mentioned in the aforementioned notices which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary
