What is happening?

TRAFFIC ORDER PROPOSALS – NO WAITING AT ANY TIME ON ROMAN WAY IN ANDOVER

NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the abovementioned Order in exercise of its powers and duties under Sections 1, 2, 3, 4, 32, 35, 45, 46, 47, 49, 51, 53 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to introduce No Waiting at any Time restrictions along Roman Way in Andover as outlined in the below schedule:

(i) Andover Library, Chantry Centre, Andover, SP10 1LT (Opening hours: Monday & Wednesday – Saturday: 09.30 – 17.00; Tuesday: 09.30 – 13.30)

(ii) Test Valley Borough Council, Andover Offices, Beech Hurst, Weyhill Road, Andover, SP10 3AJ (Opening hours: Monday – Thursday: 08.30 – 17.00; Friday: 08.30 – 16.30)

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 5.15; Fridays 8.30 – 4.45)

(iv) Copies of the draft order, plan and statement of reasons can also be obtained by e-mailing public.notices@hants.gov.uk or by writing to Traffic Orders Team, Safer Roads and Parking, Economy, Transport and Environment, 2nd Floor, Elizabeth II Court West, The Castle, Winchester SO23 8UD quoting reference: A2126/MJB

OBJECTIONS AND OTHER REPRESENTATIONS: All objections and/or representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: - [A2126/MJB], by Friday 28th November 2025. All objections must state the grounds on which they are made. Under the provisions of the Local Government (Access to Information) Act 1985, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

TITLE: The order, if made, will be known as “The Hampshire (The Borough of Test Valley) (Prohibition and Restriction of Waiting and Parking Places) Consolidation Order 2021 (Variation No. 1) (Roman Road) Order 2025”.
