What is happening?

THE HAMPSHIRE (A27 SOUTHAMPTON ROAD, TITCHFIELD)

(PROHIBITION OF RIGHT TURNS AND U-TURNS) ORDER 2025

NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 14th October 2025, in exercise of its powers and duties under Sections 1, 2, 4, 121(1) and 122(2) of the Road Traffic Regulation Act 1984 (the "Act"), Part IV of Schedule 9 of the Act and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to: (i) Prohibit U-turns on A27 Southampton Road, northbound and southbound carriageways between a point 60 metres south of its roundabout junction with A257 Segensworth Link and a point approximately 1,285 metres north thereof. (ii) Formalise the existing banned right turn restriction from the entrance/exit of the garden centre on the east side of the A27 Southampton Road (located approximately 146 metres south of its roundabout junction with A27 Segensworth Link) into north-bound carriageway of the A27 Southampton Road.

This Order will revoke the following orders: (i) The Hampshire (St Mary's Lane and A27 Southampton Road, Fareham) (Prohibition of Driving and Prohibition of Use of Gaps in Central Reservation) Order 1996. (ii) The Hampshire (A27 Southampton Road, Park Gate) (Prohibition of Use of Gaps in Central Reservation and Prohibition of U-TURNS) Order 1984.

DATE OF OPERATION: The order will come into force on Saturday 25th October 2025.

FURTHER DETAILS: A copy of this notice, the proposed order, a map showing the location and effect of the proposal, a statement of reasons and the order to be made may be inspected at www.hants.gov.uk/trafficorders or by visiting the following places during the usual office hours: (i) Lockswood Library, Lockswood Centre, Locks Heath District Centre, Southampton, SO31 6DX (Opening hours: Tuesday - Friday 09.30 - 17.00; Saturday 09.30 - 13.30). (ii) Fareham Borough Council, Civic Offices, Civic Way, Fareham, PO16 7AZ (Opening hours: Monday to Friday 08.45 - 17.15). (iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Monday to Thursday 8.30 - 17.15; Friday 8.30 - 16.45). (iv) Copies of the Order and proposed Order, plan and statement of reasons can also be obtained from: Traffic Orders Team, Economy, Transport & Environment Department, Hampshire County Council, The Castle, Winchester, SO23 8UD; or by emailing traffic.orders@hants.gov.uk or by calling 0300 555 1375.

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of the provisions contained therein on the ground that they are not within the powers conferred by the Act, or that any of the relevant requirements of the Act or any instrument made under it have not been complied with in relation to the making of the Order may within six weeks from 25th October 2025 make application for the purpose to the High Court.
