What is happening?

THE HAMPSHIRE (WALL LANE, SILCHESTER) (OFF-STREET PARKING PLACES) ORDER 2025

NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 14th October 2025, in exercise of its powers and duties under Sections 1, 2, 4, 5, 32, 33, 35(1), 47, 122(1) and 122(2) of the Act, as amended by the Traffic Management Act 2004 ("the 2004 Act") and the Road Traffic Regulation (Parking) Act 1986, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to implement Pay & Display parking at the off-street parking location at Wall Lane in Silchester, subject to the following schedule:

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 5.15; Fridays 8.30 – 4.45)

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or any relevant instrument made thereunder has not been complied with in relation to the Order may, by Friday 5th November 2025 make application for the purpose to the High Court.
