What is happening?

(VARIOUS ROADS – CHERWELL DISTRICT)

(MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the Order is to help better manage the provision of residential parking in part of Bicester by amending the existing residents permit parking scheme as follows:

1. Church Street:

a) New ‘Resident Permit Holders Only at all times’ parking bays to be introduced on the south side of Church Street, with approx. 12 spaces to be provided adjacent to Nos. 1-13, and one space adjacent to the ‘Old Vicarage’.

b) The existing Single Yellow Lines (No Waiting 8am to 6pm) on the south side of Church Street adjacent to the Church will be replaced by new ‘No Waiting at Any Time’ (double yellow lines), with a small section removed outside the ‘Old Vicarage’.

c) Residents of the following properties will be able to apply for annual Residents and Visitors’ Parking Permits, and a local identifier of BC will be shown on permits and on road signage where restrictions apply:

• Nos. 2-4 (even) & Nos. 1-13 (odd) Cemetery Road,

• Nos. 6-28 (even), Nos. 7-13 (odd), Nos. 1 & 3 (Church Terrace), & ‘Crick House’, ‘Old Court House’, ‘Old Police House’, ‘Old Vicarage’, ‘Piccolo Amore’, ‘Six Bells’ Church Street, and

• Nos. 1-6 Kings End

2. Lambourne Crescent:

a) New ‘Resident Permit Holders Only at all times’ parking restrictions will be introduced throughout Lambourne Crescent.

b) The existing Single Yellow Lines (No Waiting 11.00am to Noon; and Noon to 1.00pm) on both sides will be removed in their entirety to allow for residents to park, with the existing ‘No Waiting at Any Time’ (double yellow lines) remaining in place around the inner kerb of the turning circle.

c) Residents of the following properties will be able to apply for annual Residents and Visitors’ Parking Permits, and a local identifier of ‘BC’ will be shown on permits and on road signage where restrictions apply:

• Nos. 7 & 11 Launton Road, and

• Nos. 1-28 Lambourne Crescent

3. North Street:

a) The existing ‘Permit Holders Only’ parking bay on North Street adjacent to the ‘Public House’ will be extended further northwards, adjacent to Nos. 65-67. Additionally, new bays will be introduced on Crumps Butts, with one new bay adjacent to No. 34, and three adjacent to Nos. 23-25.

b) Two small sections of ‘No Waiting at Any Time’ (double yellow lines) parking restriction will be removed to accommodate the proposed new parking bays adjacent to Nos. 65-67 North Street, and Nos. 23-25 Crumps Butts.

c) Residents of the following properties will be able to apply for annual Residents and Visitors’ Parking Permits, and a local identifier of BC will be shown on permits and on road signage where restrictions apply:

• Nos. 15-25 (odd) Crumps Butts,

• Nos. 5-10 Hailes Gardens, and

• Nos. 10, 20, 22, 24, 31, 34, 38, 46 & 58 North Street.

4. Residents permits:

Will be limited to one per resident, with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.

5. Visitors permits:

Will be available for residents at the above eligible addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

6. Charges:

a) For residents permits per property will be £76 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.

b) Contractors may apply for a permit to use a residents parking place at a charge of £31.50 for any period not exceeding a week.

7. Other Matters:

a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.

b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are ‘No Waiting’ restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.

c) The Oxfordshire County Council (Various Roads – Cherwell District) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended, updating Map Tiles: CV79, CW79 & CW80 in the process.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the end of 14 November 2025. The Council will consider objections and representations received in response to this Notice.

BICESTER: KINGS END/MIDDLETON STONEY ROAD/OXFORD ROAD ROUNDABOUT – PROPOSED PARALLEL & TOUCAN CROSSINGS

NOTICE IS HEREBY GIVEN that Oxfordshire County Council under the Road Traffic Regulation Act 1984 & the Highways Act 1980 (section 90) proposes to construct the following crossing features in Bicester, which are being put forward as a result of planned amendments to the Kings End/Middleton Stoney Road/Oxford Road roundabout junction, which will include a new arm/junction, with pedestrian and cycle infrastructure improvements:

  1. Parallel Crossings – consisting of a separate zebra crossing for pedestrian use, with an adjacent parallel priority cycleway, to be located on:

    a. Kings End – approx. 10 metres north of the roundabout junction,

    b. Middleton Stoney Road – approx. 25 metres west of the roundabout junction,

    c. New access road – approx. 10 metres east of the roundabout junction, to be sited on a raised table feature with approx. 1.5 metre ramps.

  2. Toucan Crossing – a signal-controlled crossing for use by both pedestrians and pedal cyclists, to be located on:

    a. Oxford Road – approx. 15 metres south of the roundabout junction.

Notice of Temporary Traffic Order

Yarnton, Green Lane

Prohibition of Through Traffic

Date of Order: 27/10/2025

Coming into force: 8/11/2025

This Order is being introduced because of track renewal and maintenance works which are anticipated to take until 14/12/2025 to complete.

The effect of the Order is to temporarily prohibit through traffic proceeding in Green Lane. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The diversion will be via Sandy Lane, the A44, Langford Lane and Banbury Road Kidlington.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T15510/RMF)

Notice of Temporary Traffic Order

Yarnton, Sandy Lane

Prohibition of Through Traffic

Date of Order: 27/10/2025

Coming into force: 8/11/2025

This Order is being introduced because of track renewal and maintenance works which are anticipated to take until 14/12/2025 to complete. These works will be completed overnight at weekends only.

The effect of the Order is to temporarily prohibit through traffic proceeding in Sandy Lane. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is Yarnton Road, Banbury Road, Langford Lane, A44 and Vice Versa.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T15511/RMF)

Notice of Temporary Traffic Order

Launton, Footpath 272/24/20

Date of Order: 13/10/2025

Coming into force: 22/10/2025

This Order is being introduced for public safety during dwelling construction works which are anticipated to be completed on 22/03/2027.

The effect of the Order is to close temporarily the section of footpath No. 272/24/20 between Station Road and the old rail line. Exemptions are included for emergency services, for the Works and for pedestrian access to premises which are only accessible from the closed section of footpath. The diversion route will be signed locally nearby. Appropriate signs will be displayed to indicate when and where the measures are in force.

The order initially remains in force for 6 months and the consent of the Secretary of State for Transport will be requested to extend the closure until March 2027 or until the works are completed whichever is the sooner.
