NOTICE OF PROPOSAL
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, PRESTON CITY AND SOUTH RIBBLE BOROUGH) (REVOCATION AND VARIOUS PARKING RESTRICTIONS (25-26 NO2J)) ORDER 202*
NOTICE IS HEREBY GIVEN that Lancashire County Council propose to make the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1) Revoke the following:
a) The "Lancashire County Council (Church Row and Church Street, Preston, Preston City) (Revocation and Various Parking Restrictions) Order 2025" insofar as it relates to:
i. Item c) of Schedule 2;
ii. Schedule 3.
b) The "Lancashire County Council (Church Street and Fishergate, Preston, Preston City) (Revocation, Prohibition of Waiting, Prohibition of Waiting (Except Taxis), Limited Waiting, Prohibition of Loading and Taxi Rank) Order 2013" insofar as it relates to:
i. Item c) of Schedule 3;
ii. Items d), e) and i) of Schedule 4;
iii. Items a), b), c), d), e) and f) of Schedule 6.
c) The "Lancashire County Council (Fishergate Phase 2, Various Roads, Preston, Preston City) (Revocation and Various Parking Restrictions) Order 2016" insofar as it relates to Item b) of Schedule 22.
d) The "Lancashire County Council (Preston City Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
i. Item (422) of Schedule 10.01;
ii. Items a)(i) a)(ii) and a)(iii) of Schedule 11.040.
e) The "Lancashire County Council (Preston City Area) (Revocation and Prohibition of Stopping on School Entrance Markings) Order 2011" insofar as it relates to Item 23 of Schedule 2.
2) Introduce a prohibition of waiting in the following lengths of road:
a) Church Street, Preston, both sides, from a point 153 metres north east of its junction with the Centreline of Cotton Court to its Centreline junction with Stanley Street U3814;
b) Church Street, Preston, the south east side, from a point 137.5 metres north east of its junction with the Centreline of Cotton Court to its junction with Ring Way including the turning head;
c) Church Street, Preston, the south east side, from a 2.5 point metres south west of its junction with the Centreline of Cotton Court for a distance of 9 metres in a north easterly direction;
d) Church Street, Preston, the south east side, from a point 55 metres north east of its junction with the Centreline of Manchester Road to a point 11 metres north east of its junction with the Centreline of Blue Bell Place;
e) Church Street, Preston, the south east side, from a point 115.5 metres north east of its junction with the Centreline of Cotton Court for a distance of 10 metres in a north easterly direction;
f) Church Street, Preston, the south east side, from a point 115.5 metres north east of its junction with the Centreline of Cotton Court for a distance of 10 metres in a north easterly direction;
g) Church Street, Preston, the south east side, from a point 5 metres south west of its junction with the Centreline of St Johns Place to a point 13 metres north east of its junction with the Centreline of Manchester Road;
h) Ring Way, Preston, all sides, from its junction with the Centreline of Church Street/Ribbleton Lane to its Centreline junction with A6 Stanley Street;
i) Ring Way, Preston, the south west side, from a point 48.5 metres south east of its junction with the Centreline of Percy Street for a distance of 11 metres in a south easterly direction;
j) Shirley Lane, Longton, both sides, from its junction with the centreline of Liverpool Road for a distance of 28 metres in a northerly direction;
k) Stanley Street (U3814), Preston, both sides, from its Centreline junction with Church Street to its junction with the Centreline of Ring Way;
l) Stanley Street, Preston, both sides, from its Centreline junction with A6 Ringway to its Centreline junction with A6 London Road.
3) Introduce a prohibition of loading and unloading in the following lengths of road:
a) Church Street, Preston, both sides, from a point 187 metres north east of its junction with the Centreline of Pole Street to its junction with the Centreline of Ring Way in a north westerly direction;
b) Church Street, Preston, both sides, from a point 153 metres north east of its junction with the Centreline of Cotton Court to its Centreline junction with Stanley Street U3814 including the turning head;
c) Church Street, Preston, the north west side, from a point 139 metres north east of its junction with the Centreline of Pole Street to its junction with the Centreline of Ring Way in a north easterly direction;
d) Church Street, Preston, the south east side, from a point 5 metres south west of its junction with the Centreline of St Johns Place to a point 13 metres north east of its junction with the Centreline of Manchester Road;
e) Church Street, Preston, the south east side, from a point 137.5 metres north east of its junction with the Centreline of Cotton Court to its junction with Ring Way including the turning head;
f) Stanley Street (U3814), Preston, both sides, from its Centreline junction with Church Street to its junction with the Centreline of Ring Way.
4) Introduce a restriction of waiting between 8am and 6:30pm in Church Street, Preston, the south east side, from a point 13 metres north east of its junction with the Centreline of Manchester Road for a distance of 42 metres in a north easterly direction.
5) Introduce a restriction of waiting Monday to Friday between 8am and 6pm in the following lengths of road:
a) Kennington Road, Preston, the north side, from its junction with the centreline of Holmfield Road for a distance of 23 metres in an easterly direction;
b) Kennington Road, Preston, the north side, from a point 66.56 metres east of its junction with the centreline of Holmefield Road for a distance of 53.5 metres in an easterly direction.
6) Introduce a restriction of loading Monday to Saturday between 8:15am and 9:15am, and 4:30pm and 6:30pm in the following lengths of road:
a) Church Street, Preston, the north west side, from its junction with the Centreline of Guild Row to a point 139 metres north east of its junction with the Centreline of Pole Street;
b) Church Street, Preston, the south east side, from a point 13 metres north east of its junction with the Centreline of Manchester Road to a point 11 metres north east of its junction with ethe Centreline of Blue Bell Place.
7) Introduce a taxi stand between 6:30pm and Midnight, and Midnight and 8am in Church Street, Preston, the south east side, from a point 13 metres north east of its junction with the Centreline of Manchester Road for a distance of 42 metres in a north easterly direction.
8) Introduce a prohibition of stopping on school keep clear markings Monday to Friday between 8am and 6pm in Kennington Road, Preston, the north side, from a point 23 metres east of its junction with the centreline of Holmfield Road for a distance of 43.56 metres in an easterly direction.
9) Introduce a limited waiting parking place for 90 minutes with no return within 2 hours Monday to Saturday between 8am and 6pm in the following lengths of road:
a) Church Street, Preston, the south east side, from a point 69.5 metres north east of its junction with the Centreline of Cotton Court for a distance of 13.5 metres in a north easterly direction;
b) Church Street, Preston, the south east side, from a point 87.5 metres north east of its junction with the Centreline of Cotton Court for a distance of 28 metres in a north easterly direction;
c) Church Street, Preston, the south east side, from a point 125.5 metres north east of its junction with the Centreline of Cotton Court for a distance of 12 metres in a north easterly direction;
d) Church Street, Preston, the south east side, from a point 9 metres north east of its junction with the Centreline of Cotton Court for a distance of 17 metres in a north easterly direction;
e) Church Street, Preston, the south east side, from a point 11 metres north east of its junction with the Centreline of Blue Bell Place for a distance of 20 metres in a north easterly direction;
f) Church Street, Preston, the south east side, from a point 30.5 metres north east of its junction with the Centreline of Cotton Court for a distance of 31.5 metres in a north easterly direction.
