What is happening?

LIME GROVE ‘SCHOOL STREET’ – MODIFICATION

  1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 13 October 2025 made

    The Kingston upon Thames (Moving Traffic Restrictions) (Amendment No. 10) Experimental Order 2025 under section 9 and 124, (insofar as applicable) to the Road Traffic Regulation Act 1984 as amended and all other powers thereunto enabling.

  2. Further to the Notice published on 21 August 2025, referenced MO.EXpKing344, the Council of the Royal Borough of Kingston upon Thames, having made The Kingston upon Thames (Moving Traffic Restrictions) (Amendment No. 7) Experimental Order 2025, which came into force on 1 September 2025, is subsequently modified to change the coming into force date of the Order; to 1 November 2025.

  3. In pursuance of section 10 of the Road Traffic Regulation Act 1984, the Council’s authorised person may, if it appears essential in the interests of the expeditious, convenient and safe movement of traffic, or the provision of suitable and adequate parking facilities on the highway, or for improving the amenities of the area through which any road affected by this Order runs, and after consulting the Commissioner of Police of the Metropolis, modify or suspend any provision of this Order.

  4. Copies of the Experimental Order, the Council’s Statement of Reason for making the Order and map schedules showing the location and the effects of the Order may be inspected as follows:-

(a) from 1 November 2025 online at https://consultation.appyway.com/kingston-upon-thames

(b) Council libraries; and

(c) by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays)

  1. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

The Council will consider in due course whether the provisions of the Experimental Order should be continued in force indefinitely by means of an Order made under sections 6 and 124 (insofar as applicable) of the Road Traffic Regulation Act 1984.

  1. Any person may make comments to the making of an Order for the purpose of such indefinite continuation within a period of six months beginning from the date on which the Experimental Order came into force, or if the Experimental Order is varied or modified, beginning with the date on which such variation or modification came into force. Objections can be submitted electronically via the link provided in paragraph 4(a) above or in writing to the Traffic Order Team, Guildhall 2, Kingston upon Thames, KT1 1EU, please quote ref.

  1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 18 August 2025 made the following Order The Kingston upon Thames (Moving Traffic Restrictions) (Amendment No. 9) Experimental Order 2025 under section 9 and 124 (insofar as applicable) to the Road Traffic Regulation Act 1984, as amended, and all other powers thereunto enabling.

  2. ROAD TRAFFIC REGULATION ACT 1984 AND HIGHWAYS ACT 1980

  1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames propose to make the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. ) Order 202 under sections 6, 45, 46, 49, 84 and 124 insofar as applicable to the Road Traffic Regulation Act 1984, as amended, and all other powers thereunto enabling–

  2. The general effect of the Order would be to reduce and amend certain lengths of parking restrictions to accommodate the formal crossing mentioned in item 6 below;

  3. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council of the Royal Borough of Kingston proposes, under section 90A and 90C of the Highways Act 1980 to amend existing road humps known as speed tables at their junction with Ewell Road:–

(a) Beaconsfield Road with an overall length of 6.7 metres

(b) Broomfield Road with an overall length of 9.6 metres

(c) Derby Road with an overall length of 10.3 metres

(d) Douglas Road with an overall length of 7.5 metres

(e) Egmont Road with an overall length of 7.3 metres

(f) Worthington Road with an overall length of 6.4 metres

at full road width including ramps and 75mm in height, which would each have a gradient of 1:20.

  1. Copies of the proposed Order, of the Council’s Statement of Reasons for proposing to make the Order and draft map schedules showing the location and the effect of the proposals may be inspected as follows:–

6. FURTHER NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames has approved under section 23 of the Road Traffic Regulation Act 1984 to amend a Zebra crossing in Ewell Road outside Nos.351 to 359

The overall length of the crossing and regulatory zig-zag markings will be 51 metres.

Vehicles would be prohibited from stopping and overtaking at all times on the associated zig-zag markings.

The Royal Borough of Kingston upon Thames (Green Lane Chessington) Modification Order 2025

The above Order made on 15th April 2025 has been confirmed by the Royal Borough of Kingston upon Thames and modifies the Definitive Map and Statement for the area by upgrading to Restricted Byway status public footpath No 24 which varies in width between approximately 5.5 metres and 16.7 metres and 585 metres in length in Green Lane Chessington to Chalky Lane Chessington and in the position shown by a broken green line on the map attached to the Order
