What is happening?

CHESHIRE WEST AND CHESTER BOROUGH COUNCIL

TRAFFIC REGULATION ORDERS

Notice is hereby given that on 14 October 2025 Cheshire West and Chester Borough Council made the following Traffic Regulation Order in accordance with the provisions of the Road Traffic Regulation Act 1984 which will come into operation on 17 October 2025.

CHESHIRE WEST AND CHESTER BOROUGH COUNCIL

(KNUTSFORD WAY, CHESTER) (PROHIBITION OF WAITING) ORDER 2025

The effect of the Order will be to prohibit waiting on the following lengths of road:

Introduce:

• Knutsford Way (both sides) – from a point 68 metres north-west of the back of footway of Winsford Way to a point 62 metres north-westerly and then north easterly.

Any person who desires to question the validity of the Orders or of any provision therein on the ground that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the ground that any requirement of that Act or any regulation made thereunder has not been complied with in relation to the Order may within six weeks from 14 October 2025 make application to the High Court for this purpose.

TRAFFIC REGULATION ORDERS

Notice is hereby given that the Cheshire West and Chester Borough Council propose to make the following Traffic Regulation Orders in accordance with the provisions of the Road Traffic Regulation Act 1984.

(SUTTON WAY, WHITBY ROAD, STANNEY LANE, CHESTER ROAD, OLD HALL DRIVE

AND CHAPEL MEWS, ELLESMERE PORT)

(20 MPH SPEED LIMIT) ORDER 2025

The effect of the Order will be to:

• Introduce a 20mph speed limit on the following lengths of road:

• Sutton Way – from its junction with Whitby Road for a distance of 311 metres in a north-westerly direction.

• Whitby Road – from a point 35 metres southwest of the centreline of its junction with Civic Way for the rest of its length in a south-westerly direction to its crossover to Chester Road. A total distance of 473 metres.

• Stanney Lane – from its junction with Whitby Road for a distance of 278 metres in a south-easterly direction.

• Chester Road – from a point 15 metres north of the centreline of its junction with Pembroke Drive for the rest of its length in a northerly direction to its crossover to Whitby Road. A total distance of 312 metres.

• Wellington Road – from its junction with Stanney Lane for a distance of 14 metres in an easterly direction.

• Old Hall Drive – from its junction with Stanney Lane for its entire length.

• Chapel Mews – from its junction with Whitby Road for its entire length.

• Oak Grove – from its junction with Chester Road for its entire length.

(DEE BANKS, DEVA HEIGHTS AND CHESTER ROAD, GREAT BOUGHTON)

(20 MPH SPEED LIMIT) ORDER 2025

The effect of the Order will be to:

• Introduce a 20mph speed limit on the following lengths of road:

• B5130 Dee Banks – from a point 55 metres south of the centreline of its junction with B5130 Sandy Lane to its transition to B5130 Chester Road in a southerly direction. A total distance of 274 metres.

• Deva Heights – from its junction with Dee Banks for its entire length.

• Keristal Avenue – from the give way line of its junction of Dee Banks with B5130 Chester Road for a distance of 19 metres in an easterly direction.

• B5130 Chester Road – from a point 16 metres south of the centreline of its junction with Caldy Valley Road to its transition to B5130 Dee Banks in a northerly direction. A total distance of 323 metres.

(CHESTER ROAD, ALDFORD ROAD AND CHESTER LANE, HUNTINGTON)

(20 MPH SPEED LIMIT) ORDER 2025

The effect of the Order will be to:

• Introduce a 20mph speed limit on the following lengths of road:

• B5130 Chester Road – from a point 48 metres south of the centreline of its junction with Gorse Way for a distance of 273 metres in a southerly direction.

• B5130 Aldford Road – from its junction with Chester Road for a distance of 132 metres in a southerly direction.

• Chester Lane – from its junction with Chester Road for a distance of 329 metres in a southeasterly direction.

(HOOLE ROAD, CHESTER) (20 MPH SPEED LIMIT) ORDER 2025

The effect of the Order will be to:

• Introduce a 20mph speed limit on the following lengths of road:

• A56 Hoole Road – from a point 27 metres northeast of the centreline of its junction with Ermine Road to a point 27 metres northeast of the centreline of its junction with Leamhurst Close, a total length of 503 metres.

(LIVERPOOL ROAD, GAYMORE CLOSE AND DAWSON DRIVE, CHESTER)

(20 MPH SPEED LIMIT) ORDER 2025

The effect of the Order will be to:

• Introduce a 20mph speed limit on the following lengths of road:

• A5116 Liverpool Road – from a point 49 metres north of the centreline of its junction with Waterloo Road to a point 125 metres south of the centreline of its junction with Gaymore Close, a total length of 626 metres.

• Gaymore Close – from its junction with the A5116 Liverpool Road for its entire length.

• Abbots Grange – from the give way line of its junction with the A5116 Liverpool Road for a distance of 17 metres in a westerly direction.

• Dawson Drive – from its junction with the A5116 Liverpool Road for its entire length.

• Waterloo Road – from the give way line of its junction with the A5116 Liverpool Road for a distance of 24 metres in an easterly direction.

• The Heywoods – from the centre of its roundabout junction with the A5116 Liverpool Road for a distance of 11 metres in an easterly direction.

• Victoria Crescent – from the give way line of its junction with the A5116 Liverpool Road for a distance of 11 metres in an easterly direction.

• Brook Lane – from the centre of its roundabout junction with the A5116 Liverpool Road for a distance of 16 metres in a westerly direction.

Full details are in the draft Orders which, together with plans showing the extents of the proposals, may be viewed in the Public Notices section of the Council’s website, at the Council Offices, HQ, Nicholas Street, Chester and at The Portal, Wellington Road, Ellesmere Port, CH65 0BA between the hours of 9.00am and 4.30pm Monday to Friday.

All objections and other representations relating to the Order must be made in writing and received by 7th November 2025 and objections must specify the grounds on which they are made. Any representations made should specify the title of the Order and may become available for public inspection.

CHESHIRE WEST AND CHESTER BOROUGH COUNCIL

PROVISION OF CONTROLLED CROSSING – HADLOW ROAD, WILLASTON

Notice is hereby given that, in accordance with Section 23 of the Road Traffic Regulation Act 1984 and following consultation with the Chief Officer of Police, Cheshire West & Chester Borough Council is proposing to install:

• A CONTROLLED crossing on Hadlow Road, Willaston crossing directly between the Wirral Way adjacent to the Hadlow Station gates – central point approximately 10 metres north of its junction with Adfalent Lane.

The Controlled crossing will allow 3 separated crossings one each for pedestrians, cyclists and horses to cross side by side.

Full details of the proposed restrictions are in the draft Orders which, together with plans showing the extents of the proposals, may be examined on the Council Highways website.

If you wish to comment on the proposals you may do so in writing to the undersigned by 6th November 2025. Any representations made should specify the title of the Order and please note representations may become available for inspection.

ROAD TRAFFIC REGULATION ACT 1984

TEMPORARY PROHIBITION OF TRAFFIC

TR08454 – Overleigh Road in Chester

Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council has made an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Chester to enable utility works to be carried out by Cadent Gas.

Overleigh Road – Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the lengths of road or in connection with agriculture building construction works of repair and the like or use in an emergency of vehicles for fire brigade ambulance or police purposes. A through route will not always be available and any vehicles not requiring access to properties on the length of road should use the alternative routes.

The Order will come into force on 25/10/2025 and will continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed whichever is the earlier. It is anticipated that the works will take approximately 9 days to complete.

Alternative routes for through traffic – Traffic should proceed via:

Overleigh Road, Handbridge, Lower Bridge Street, Grosvenor Road, Grosvenor Street then fork northeast on Overleigh Road toward Barrows Lane (69.96 metres)

Turn right on The Cobbles (1.24 metres) Make a U-turn and go back on The Cobbles (1.24 metres) Turn right on Overleigh Road (237.11 metres) Continue round corner on Eaton Road (11.04 metres) Bear left on Handbridge (382.99 metres)

Continue forward on Lower Bridge Street (283.50 metres) Turn left on A5268 (Pepper Street) (213.03 metres) Make a sharp right to stay on A5268 (Grosvenor Roundabout) (2.13 metres) Make a U-turn and go back on A5268 (Grosvenor Roundabout) (62.41 metres)

Temporary Prohibition of Traffic

TR08455 – Willington Road in Tarvin

Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council has made an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Tarvin to enable sewer repairs, works to be carried out by United Utilities Water.

Willington Road – Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the lengths of road or in connection with agriculture building construction works of repair and the like or use in an emergency of vehicles for fire brigade ambulance or police purposes. A through route will not always be available and any vehicles not requiring access to properties on the length of road should use the alternative routes.

The Order will come into force on 27/10/2025 and will continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed whichever is the earlier. It is anticipated that the works will take approximately 12 days to complete.

Alternative routes for through traffic – Traffic should proceed via:

Willington Road, Green Lane, Willington Road, Willington Lane, Common Lane Go northwest on Willington Road (787.12 metres) Continue forward on Willington Lane (6.84 metres) Make a U-turn and go back on Willington Lane (6.84 metres) Turn right on Green Lane (257.88 metres) Make a sharp left on Common Lane (1030.14 metres) Turn left on Willington Road (653.70 metres) Turn right on Willington Lane (0.33 metres)

Temporary Prohibition of Traffic

TR021020 – Love Street in Chester

Notice is hereby given pursuant to the provisions of Section 14 of the Road Traffic Regulation Act 1984 that the Cheshire West and Chester Borough Council has made an Order the effect of which will be to temporarily prohibit/restrict traffic on the following length of road in Chester to enable Signals Improvement works, works to be carried out by Colas.

Love StreetClosed street – one-way closure – no through route for buses – bus lane suspended – Nothing in the Order shall prevent driving upon the said lengths of road of any vehicle which is being used for the conveyance of persons goods or merchandise to or from any premises situate on or adjacent to the lengths of road or in connection with agriculture building construction works of repair and the like or use in an emergency of vehicles for fire brigade ambulance or police purposes. A through route will not always be available and any vehicles not requiring access to properties on the length of road should use the alternative routes.

The Order will come into force on 18/10/2025 and will continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed whichever is the earlier. It is anticipated that the works will take approximately five nights to complete.

Alternative routes for through traffic – Traffic should proceed via: Foregate Street, Grosvenor Park Road, Union Street.
