What is happening?

Road Traffic Regulation Act 1984 - (Stopping, Waiting And Loading Prohibitions And Restrictions) And On-Street Parking Places) (Consolidation) Order 2019) On-Street Parking Places (Tariffs) Order 2025
Notice is hereby given that Ipswich Borough Council ("the Council") under Sections 1, 2, 4, 45 and 46 of the Road Traffic Regulation Act 1984 and all other enabling powers, has made the above Order, the effect of which is to amend Schedule 1 of the Suffolk County Council (Borough of Ipswich) (Stopping, Waiting and Loading Prohibitions and Restrictions and On-Street Parking Places) (Consolidation) Order 2019, as amended, to set the tariffs, class of vehicle, charging hours and maximum stay for a number of on-street public paid for designated parking places as per the table below (exemptions will apply for holders of a disabled person's blue badge), with effect from 10th November 2025.
The tariffs, class of vehicle, charging hours and maximum stay at other existing on-street public paid for designated parking places within the Borough of Ipswich, as already listed in schedule 1 of the above Order, remain unchanged.
Location of on-street designated paid for parking place(s)
-Constantine Road, Friars Bridge Road, Lower Brook Street, New Cardinal Street, Russell Road and Sir Alf Ramsey Way.
Proposed tariff and maximum stay (from 10th November 2025). Charges apply from 08:00 to 22:00 daily.
Up to 30 minutes = £1.30
Up to 1 hour = £2.50
Up to 2 hours = £4.20
Up to 3 hours = £5.90
Maximum stay = 3 hours during permitted hours – no return within 1 hour.
Class of vehicle = up to 3500kg GVW.
The fees for leaving a vehicle in any of the public paid for parking bays (‘pay and display’) referred to above including the combined use bays to be provided on Sir Alf Ramsey Way (where for those bays only no further requirement to pay will apply for holders of a valid Residents Parking Zone 4 permit).
Exemptions to the waiting restrictions allow a vehicle to wait for so long as is necessary to board or alight or to load or unload for building, industrial or demolition works; for emergency services; for the maintenance of the road or its services and to fulfil statutory duties. The usual exemptions for blue badge holders will apply.
The Order was made on 15th October 2025 and will come into effect on 10th November 2025. A copy of the Order and other applicable documents can be viewed on the Council’s website at: www.ipswich.gov.uk/services/parking.
They may also be viewed free of charge at the Council’s offices at: Grafton House, 15-17 Russell Road, Ipswich, IP1 2DE between 9.00am and 5.00pm Monday to Friday.
If any person wishes to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Order was made apply for the purpose to the High Court.
