MAE GWEINIDOGION CYMRU wedi gwneud Gorchymyn o dan adrannau 1(1), 2(1) a (2)(a), 82(2)(a), 83(1), 84(1)(a) a (2) a 124(1)(d) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984, a pharagraff 27 o Atodlen 9 iddi, sy’n dod i rym ar 15 Hydref 2025.

Effaith y Gorchymyn fydd gwahardd a chyfyngu ar gerbydau ar y darn o gefnffordd yr A40 o Landdewi Felffre i Redstone Cross yn Sir Benfro fel y disgrifir yn yr Atodlenni i’r Hysbysiad hwn.

Bydd Gorchymyn Cefnffordd yr A40 (Llanddewi Felffre, Sir Benfro) (Terfyn Cyflymder 50MYA) 2004 yn cael ei annullio gan y Gorchymyn arfaethedig.

Yn ystod cyfnod o 6 wythnos o 15 Hydref 2025 ymlaen y Gorchymyn a’r planiau, yn nhad ac am ddim, yn ystod oriau agor arferol yn Swyddfeydd Safle yr A40 Llanddewi Felffre i Redstone Cross, Parc-y-Belyn, Llanddewi Felffre, SA67 7PA a Neuadd y Sir, Ardal 45, Stryd Fawr, Arberth, SA67 7AS, neu gellir eu gweld ar wefan Llywodraeth Cymru ar https://www.llyw.cymru/gorchmynion-ffyrdd

Os yw unrhyw berson yn dymuno cwestiynu dilysrwydd y Gorchymyn, neu unrhyw ddarpariaeth ynddo, ar y seiliau:

a. nad yw o fewn pwerau perthnasol Deddf Rheoleiddio Traffig Ffyrdd 1984; neu

b. na chydymffurfiwyd ag unrhyw un neu ragor o’r gofynion perthnasol,

Y darn hwnnw o’r A40 sy’n rhedeg i’r de o’r gefnffordd ac yn gyfagos â hi o bwynt 65 o fetrau i’r dwyrain o ganol Cylchfan Penblewin hyd at bwynt 50 metr i’r dwyrain o ganol Cylchfan Penblewin.

Y darn hwnnw o’r A40 sy’n rhedeg i’r de o’r gefnffordd ac yn gyfagos â hi o bwynt 65 o fetrau i’r dwyrain o ganol Cylchfan Penblewin hyd at y fynedfa i Ardal Orffwys a reolir gan Lywodraeth Cymru, 398 o fetrau i’r dwyrain o ganol Cylchfan Penblewin.

Dileu cyfyngiad ar ddarnau o’r gefnffordd

Y darn hwnnw o’r gefnffordd o bwynt 149 o fetrau i’r dwyrain o ganol Cylchfan Dwyrain Llanddewi Felffre hyd at bwynt 154 o fetrau i’r gogledd-orllewin o ganol Cylchfan Dwyrain Llanddewi Felffre, gan gynnwys cerbydfyrdd gylchredol Cylchfan Dwyrain Llanddewi Felffre.

Y darn hwnnw o’r gefnffordd sy’n ymestyn o bwynt 165 o fetrau i’r dwyrain o ganol Cylchfan Penblewin hyd at bwynt 71 o fetrau i’r dwyrain o ganol Cylchfan Penblewin.

Y darn hwnnw o’r gefnffordd sy’n ymestyn o bwynt 82 o fetrau i’r de-orllewin o ganol Cylchfan Penblewin hyd at bwynt 171 o fetrau i’r de-orllewin o ganol Cylchfan Penblewin.

THE A40 TRUNK ROAD (LLANDDEWI VELFREY TO REDSTONE CROSS, PEMBROKESHIRE) (PROHIBITION OF LEFT-HAND TURN, 40 MPH AND 30 MPH SPEED LIMITS AND DE-RESTRICTION) ORDER 2025

THE WELSH MINISTERS have made an Order under sections 1(1), 2(1) and 2(2)(a), 82(2)(a), 83(1), 84(1)(a) and (2) and 124(1)(d) of, and paragraph 27 of Schedule 9 to, the Road Traffic Regulation Act 1984, which comes into force on 15 October 2025.

The effect of the Order will be to prohibit and restrict vehicles on the length of the A40 trunk road from Llanddewi Velfrey to Redstone Cross in Pembrokeshire as described in the Schedules to this Notice.

The A40 Trunk Road (Llanddewi Velfrey, Pembrokeshire) (50MPH Speed Limit) Order 2004 will be varied by the proposed Order.

During a period of 6 weeks from 15 October 2025, the made Order and Plans may be inspected free of charge, during normal opening hours at the A40 Llanddewi Velfrey to Redstone Cross Site Offices, Parc-y-Delyn, Llanddewi Velfrey, SA67 7PA and Queens Hall, 45 High Street, Narberth, SA67 7AS, or can be viewed on the Welsh Government’s website at https://www.gov.wales/road-orders

If any person desires to question the validity of the Order, or of any provisions contained in the Order, on the grounds:

a. that it is not within the relevant powers of the Road Traffic Regulation Act 1984; or

b. that any of the relevant requirements have not been complied with,

that person may, within 6 weeks from 14 October 2025, apply to the High Court for the suspension or quashing of the Order or of any provision contained therein.

Prohibition of Left-Hand Turn

The westbound carriageway of the trunk road onto the side road south of the trunk road that connects with the B4313 Redstone Road at Redstone Cross Junction.

SCHEDULE 2

40mph Speed Limit

That length of the trunk road from a point 71 metres northeast of the centre of Penblewin Roundabout to a point 82 metres southwest of the centre of Penblewin Roundabout including the circulatory carriageway of the Penblewin Roundabout.

That length of the A40 running south of and parallel to the trunk road from a point 65 metres east of the centre of Penblewin Roundabout to a point 50 metres east of the centre of Penblewin Roundabout.

SCHEDULE 3

30mph Speed Limit

That length of the A40 running south of and parallel to the trunk road from a point 65 metres east of the centre of Penblewin Roundabout to the access to the Welsh Government managed Rest Area, 398 metres to the east of the centre of Penblewin Roundabout.

SCHEDULE 4

Derestricted lengths

That length of the trunk road from a point 149 metres east of the centre of Llanddewi Velfrey East Roundabout to a point 154 metres northwest of the centre of Llanddewi Velfrey East Roundabout, including the circulatory carriageway of the Llanddewi Velfrey East Roundabout.

That length of the trunk road from a point 165 metres east of the centre of Penblewin Roundabout to a point 71 metres east of the centre of Penblewin Roundabout.

That length of the trunk road from a point 82 metres southwest of the centre of Penblewin Roundabout to a point 171 metres southwest of the centre of Penblewin Roundabout.
