HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA (“y Cyngor”) yn bwriadu gwneud Gorchymyn yn unol â’r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:

1. Daw’r Gorchymyn i rym ar 3ydd Tachwedd 2025 a bydd yn parhau i fod mewn grym am gyfnod nad yw’n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi’i gwblhau, pa un bynnag yw’r cynharaf. Rhagwelir y bydd y gwaith yn cael ei gwblhau rhwng 3ydd Tachwedd 2025 a’r 3ydd Mai 2027.

2. Mae’r Gorchymyn yn angenrheidiol i sicrhau diogelwch y gweithlu a’r cyhoedd sy’n teithio yn ystod gosod, gweithredu, cynnal a chadw a thynnu’r rheolydd signal traffig dros dro wrth Gyffordd 23A yr M4, Magwyr.

3. Effaith y Gorchymyn fydd lleihau’r terfyn cyflymder dros dro ar ran o’r A4810 Cyfnewidfa Magwyr, Magwyr, Sir Fynwy.

Gostyngiad yn y terfyn cyflymder o 60mya i 40mya

Terfyn Cyflymder i ddechrau ~150m o’i gyffordd â Heol Casnewydd, bydd y terfyn cyflymder dros dro mewn grym ar hyd yr A4810 Cyfnewidfa Magwyr gan gwmpasu pob mynediad/allanfa i gylchfan Cyfnewidfa Magwyr.

4. Gellir enwi’r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro A4810 Cyfnewidfa Magwyr, Magwyr, Sir Fynwy 2025.

5. Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy’n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984

(A4810 MAGOR INTERCHANGE, MAGOR, MONMOUTHSHIRE) TEMPORARY TRAFFIC REGULATION NOTICE 2025

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984

1. The Order shall come into operation on the 3rd November 2025 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 3rd November 2025 and 3rd May 2027.

2. The order is necessary to ensure the safety of the workforce and travelling public during the installation, operation, maintenance and removal of the temporary traffic signal control at M4 Junction 23A, Magor.

3. The effect of the order will be to temporarily reduce the speed limit on a section of A4810 Magor Interchange, Magor, Monmouthshire.

A reduction of the speed limit from 60mph to 40mph

Speed Limit to start~150m from its junction with Newport Road, the temporary speed limit will be in force along A4810 Magor Interchange covering all approaches/exits to the Magor Interchange roundabout.

4. This order may be cited as the A4810 Magor Interchange, Magor, Monmouthshire Temporary Traffic Regulation Order 2025

5. By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
