What is happening?

(Ranelagh Street Area) (Temporary Suspension of Prohibition of Driving,
Prescribed Route, Loading & Unloading Parking Places, Disabled Persons
Parking Places, Prohibition of Waiting, Prohibition of Loading & Unloading and
Hackney Carriage Clearways) (Temporary Loading & Unloading Parking Places,
Disabled Persons Parking Places, Prohibition of Waiting, Prohibition of Loading &
Unloading and Hackney Carriage Clearways) Order, 2025.
Notice is hereby given that the Council has made the above-mentioned Order under
Section 14 of The Road Traffic Regulation Act, 1984:-
Part 1
1. To prohibit any vehicle, other than a licensed hackney carriage, licensed private
hire vehicle displaying door signs (decals) in addition to a license plate, pedal cycle,
public service vehicle operating as local bus on a local service, a National Express
Coach operating from or terminating at a scheduled bus stop within the Liverpool
One Bus Terminus, a vehicle being used by the Police, Ambulance, Fire Service
(in the process of attending an emergency call and whilst displaying blue flashing
lights), or Statutory Services, Postal Operator and Local Authority in pursuance with
their essential duties being undertaken within the confines of the bus gate itself,
or any vehicle being used by Her Majesty’s Prison Service or their contractors for the
transportation of prisoners whilst escorted by marked police vehicles, from being in
the bus gate and/or proceeding in a south westerly direction along Ranelagh Street
at a point 1m north east of the projected back of footway on the north east side of
Great Charlotte Street between the hours of 7am & 12 midnight.
2. The exceptions referred to in Article 1 only will enable any motor vehicle to be on the
length of road referred to in that article for so long as may be necessary to enable
the motor vehicle to be used for the following purposes:- (a) police, fire brigade or
ambulance purposes, if the vehicle is clearly marked as such, whilst performing
its statutory duties, whist in use as such; (b) in the service of the local authority or
water undertaking in pursuance of statutory powers or duties, the maintenance,
cleansing, improvement or reconstruction of the said length of road or the laying,
erection, alteration or repair in or adjacent to the said length of road of any sewer
or of any main, pipe or apparatus for the supply of gas, water or electricity or of any
telecommunications apparatus as defined in The Telecommunications Act, 1984;
or (c) any demolition or building operation; or (d) a National Express coach service
which commences from or terminates at a scheduled bus stop within the Liverpool
One Bus Terminus.
Part 2
3. To vary The Parking Places and Controlled Parking Zone (Liverpool) Order, 2009,
so as to:-
3 (1) Suspend the existing:-
(a) Parking Places for Vehicles for Loading/Unloading (Mon-Sun)
& Max. Period for which vehicles may load/unload 15 minutes) -
(i) 6pm-10pm on Ranelagh Street, north west side, from a point:-
(a) 18.5m south west of its junction with the Cases Street in a south
westerly direction for a distance of 12m; & (b) 40.5m north east of its
junction with Cases Street in a north easterly direction for a distance
of 12m with a width throughout of 2.5m. (At this particular loading/
unloading parking place, hackney carriages may wait upon the duly
authorised cab rank which is appropriately signed as such between the
hours of 10am-6pm, Mon-Sun incl.); & (c) 18m north east of its junction
with Great Charlotte Street in a north easterly direction for 20m; &
(ii) At all times on Ranelagh Street, north west side, from a point 3m
north east of its junction with the Cases Street in a north easterly
direction for a distance of 37.5m;
(b) Disabled Persons’ Parking Places (Any Time) on Ranelagh Street,
south east side, from a point 19m south west of its junction with Lyceum
Place in a south westerly direction, for a distance of 24m;
(ci) 24 hour no waiting on Ranelagh Street, north west side, from -
(i) its junction with the south west side of Church Street in a north
easterly direction to a point 57.5m south west of its junction with Cases
Street; (ii) a point 18.5m south west of its junction with Cases Street in
a north easterly direction to a point 3m north east of its junction with
Cases Street; & (iii) a point 52.5m north east of its junction with Cases
Street in a north easterly direction to its junction with Great Charlotte
Street; & (cii) 24 hour no waiting on Ranelagh Street, south east side,
for its entire length;
(d) Hackney Carriage Clearways (Mon-Sun):- (i) (24 hours) on Ranelagh
Street, north west side, from a point 30.5m south west of its junction
with Cases Street in a south westerly direction for a distance of 27m:
& (ii) (10am-6pm) on Ranelagh Street, north west side, from a point
40.5m north east of its junction with Cases Street in a north easterly
direction for a distance of 12m. (At this particular hackney carriage
stand vehicles may wait for the purpose of loading & unloading within
the duly authorised area of highway designated as a parking place for
vehicles loading & unloading which is appropriately signed as such from
6pm-10am, Mon-Sun incl.);
(e) Waiting restrictions (7am-11pm on Mon-Sun) on Ranelagh Street,
north west side, from a point - (i) 18.5m south west of its junction
with Cases Street in a south westerly direction for a distance of 39m;
(ii) 3m north east of its junction with Cases Street in a north easterly
direction for a distance of 49.5m; &
(f) Loading and unloading at any time restrictions on Ranelagh Street,
south west side, from - (i) its junction with Bold Street in a north easterly
direction for a distance of 14m; & (ii) a point 34m north east of its
junction with Bold Street in a north easterly direction to its junction with
Ranelagh Place.
3 (2) Introduce the new:-
(a) Parking Places for Vehicles for Loading/Unloading (Mon-Sun):
(i) 6am-6pm & Max. Period for which vehicles may load/unload -
1 hour no return within 1 hour) on Ranelagh Street, north west side,
from a point - (a) 23m south west of its junction with the Cases Street
in a south westerly direction for a distance of 19.9m; & (b) 30.7m north
east of its junction with Cases Street in a north easterly direction for
a distance of 13.2m. (At these two loading/unloading parking places,
disabled persons may wait upon the duly authorised bays which
are appropriately signed as such between the hours of 6pm-6am,
Mon-Sun incl.); & (ii) 24 hours & Max. Period for which vehicles may
load/unload - 1 hour no return within 1 hour & during the hours of
6am-6pm of the loading and unloading parking place, no exemption

is provided for Disabled Persons displaying a Disabled Persons’
Badge) on Ranelagh Street, north west side, from a point - (a) 18m north
east of its junction with Cases Street in a north easterly direction for
a distance of 12.7m; & (b) 18m north east of its junction with Great
Charlotte Street in a north easterly direction for 20m. (At these two
loading/ unloading places, no exemption is provided for Disabled Persons
displaying a Disabled Persons’ Badge). During the maximum period for
which vehicles may load and/or unload goods the driver, or other person
in charge of a vehicle using a loading bay, shall not cause such vehicle
to wait thereon during the hours of operation other than whilst goods,
that are not designed to be carried by hand other than over a very short
distance, are being loaded or unloaded from the vehicle;
(b) Disabled Persons’ Parking Places (Any Time & Max period of
waiting by a disabled person’s vehicle is 3 hours with no return
within 1 hour) on Ranelagh Street, north west side, from a point -
(i) 42.9m south west of its junction with Cases Street in a south westerly
direction, for a distance of 6.6m; & (ii) 43.9m north east of its junction
with Cases Street in a north easterly direction, for a distance of 6.6m all
measured along the said road and having a width varying from 2.2m
to 2.6m;
(c) Disabled Persons’ Parking Places (6pm-6am & Max period of
waiting by a disabled person’s vehicle is 3 hours with no return
within 1 hour) on Ranelagh Street, north west side, from a point -
(i) from a point 23m south west of its junction with Cases Street in a
south westerly direction, for a distance of 19.9m; & (ii) from a point
30.7m north east of its junction with Cases Street in a north easterly
direction, for a distance of 13.2m. (At these two disabled persons parking
places - (i) vehicles may wait for the purpose of loading/unloading within
the duly authorised areas of highway designated as a parking places
for vehicles loading/unloading which are appropriately signed as such
between the hours of 6am-6pm on Mon-Sun incl.); & (ii) during the hours
of 6am-6pm of the loading and unloading parking place, no exemption is
provided for Disabled Persons displaying a Disabled Persons’ Badge)); &
(d) Hackney Carriage Clearways (Mon-Sun) (24 hours) on Ranelagh
Street - (i) north west side, from a point 3m north east of its junction
with Cases Street in a north easterly direction for a distance of 15m; &
(ii) south east side, from a point 24.5m south west of its junction with
Lyceum Place in a south westerly direction, for a distance of 12m.
3 (3) To prohibit, with certain exceptions, any vehicle from waiting at any time on
Ranelagh Street, north west side, from - (i) its junction with the south west
side of Church Street in a north easterly direction to a point 49.5m south west
of its junction with Cases Street; & (ii) a point 23m south west of its junction
with Cases Street in a north easterly direction to a point 3m north east of its
junction with Cases Street; & (iii) a point 47.5m north east of its junction with
Cases Street in a north easterly direction to its junction with Great Charlotte
Street; &
3 (4) To prohibit, with certain exceptions, any vehicle from waiting at any time on
Ranelagh Street, south east side, from - (i) its junction with Ranelagh Place
in a south westerly direction to a point 24.5m south west of its junction with
Lyceum Place & (ii) a point 36.5m south west of its junction with Lyceum Place
in a south westerly direction, to its junction with Bold Street.
3 (5) To prohibit, with certain exceptions, any vehicle from waiting between
7am-11pm on Mon-Sun incl. on Ranelagh Street, north west side, from -
(i) a point 23m south west of its junction with Cases Street in a south westerly
direction for a distance of 26.5m; (ii) a point 3m north east of its junction with
Cases Street in a north easterly direction for a distance of 47.5m &
3 (6) To prohibit, with certain exceptions, any vehicle from waiting for the
purposes of loading and unloading at any time on Ranelagh Street, south
east side, from - (i) its junction with Ranelagh Place in a south westerly
direction, to a point 24.5m south west of its junction with Lyceum Place; &
(ii) a point 36.5m south west of its junction with Lyceum Place in a south
westerly direction to its junction with Bold Street.
3 (7) The exceptions referred to in Articles 3 (3), 3 (4), 3 (5) & 3 (6), only will
enable a vehicle to wait for so long as is necessary to enable:- (a) a person
to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently
be used for such purposes in any other road, to be used in connection with
any of the following operations, namely:- (i) building, industrial or demolition
operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance,
improvement or reconstruction of the said sides of lengths of road; (iv) the
laying, erection, alteration or repair in, or in land adjacent to, the said sides of
lengths of road of any sewer or of any main, pipe or apparatus for the supply
of gas, water or electricity or of any telecommunications apparatus as defined
in Section 4 of The Telecommunications Act, 1984, including telephone
kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in
any other road, to be used in the service of a local authority in pursuance of
statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of road; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights
And Responsibilities In England” (except Article 3 (6)); (h) to enable goods to be loaded on to or unloaded from the vehicle (except Article 3 (6)); or
(i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.
3 (8) To suspend any Traffic Regulation Order made by the Council in so far
as it relates to:- (a) The existing prescribed left-turn manoeuvre from
Fairclough Street into Ranelagh Street; & (b) The existing prohibition of
driving on Ranelagh Street between the hours of 6am & 6pm., other than a
public service vehicle operating as a local bus on a local service, a licensed hackney carriage, a vehicle loading and unloading between the hours of 6am & 10am.
General
4. This follow-on Order will become operative from the 17 October 2025 to 4 March 2027, or for such lesser period of time as dictated by the making of a further Experimental or Permanent Traffic Regulation Order.
5. This follow-on Order is made to safely enable the bus-gate and parking
controls to be maintained on Ranelagh Street and to enable the scheme to be further evaluated.
