What is happening?

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice,
to make an Order under section 14 of the Road Traffic Regulation Act 1984 which is
necessary whilst testing exercises are carried out to the flood defence barrier on the
A470 trunk road at Llanrwst, in the County Borough of Conwy and as a contingency
because of the likelihood of danger to the public during potential periods of flooding.
The effect of the proposed Order will be to temporarily:
i) prohibit all vehicles from proceeding on the length of the trunk road specified in
Schedule 1 to this Notice. The alternative routes are at Schedule 2 to this Notice;
ii) prohibit the riding of pedal cycles on the length of the trunk road specified in
Schedule 1 to this Notice. The alternative routes are at Schedule 2 to this Notice; and
iii) prohibit pedestrians from proceeding on the length of the trunk road specified in
Schedule 1 to this Notice. The alternative routes are at Schedule 2 to this Notice.
The Order, which will operate intermittently, is expected to come into force on 31
October 2025. No more than 3 testing exercises are anticipated during an 18-month
period and would be undertaken between the hours of 05:00 and 08:00. Advance
information signs will be erected approximately 10 days prior to each testing exercise.
Although the proposed Order is only expected to operate as specified above, it will
remain valid for a maximum period of 18 months as a contingency should further
testing be required or in the case of potential flooding circumstances.

SCHEDULE 1
Temporary Prohibition of Vehicles
That full width of the length of the trunk road that extends in a south-easterly
direction from the south-eastern parapet of Pont Fawr, at its junction with the B5106
for a distance of 20 metres.
SCHEDULE 2
Alternative Routes
i) Southbound vehicles, cyclists and pedestrians on the A470 should turn left onto
Denbigh Street, then right onto Watling Street to re-join the A470.
ii) Northbound vehicles and cyclists on the A470 should turn right onto School Bank Road,
proceed onto Talybont Road, then turn left onto Parry Road to re-join the A470.
iii) Northbound pedestrians should turn right onto Watling Street, left onto Denbigh
Street to re-join the A470.

Hysbysiad hwn. Nodir y llwybrau eraill yn Atodlen 2 i’r Hysbysiad hwn; a
iii) gwahardd cerddwyr rhag mynd ar y darn o’r gefnffordd a bennir yn Atodlen 1 i’r
Hysbysiad hwn. Nodir y llwybrau eraill yn Atodlen 2 i’r Hysbysiad hwn.
Disgwylir y bydd y Gorchymyn, a fydd yn weithredol yn ysbeidiol, yn dod i rym ar 31
Hydref 2025. Ni ragwelir y bydd ffyrdd ar gau ar gyfer profion mwy na thair gwaith yn
ystod cyfnod o 18 mis, ac fe’u cynhelir rhwng 05:00 a 08:00 o’r gloch. Codir
arwyddion gwybodaeth tua 10 diwrnod cyn pob prawf.
Disgwylir i’r Gorchymyn arfaethedig fod yn weithredol fel y nodir uchod yn unig. Er
hynny, bydd yn parhau’n ddilys am gyfnod o 18 mis ar y mwyaf rhag ofn y bydd angen
cynnal profion pellach neu os bydd tebygolrwydd o lifogydd.

iii) Dylai cerddwyr sy’n teithio tua’r gogledd droi i’r dde i Heol Watling, ac i’r chwith i
Heol Dinbych i ailymuno â’r A470.
