RHONDDA CYNON TAFF COUNTY BOROUGH COUNCIL (DEAN STREET AND DUKE STREET, ABERDARE) (VARIATION, WAITING AND LOADING RESTRICTIONS AND DISABLED PARKING BAY) ORDER 2025

NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council
have made an Order under Sections 1, 2, 4, 32, 35, 45, 53 and 124 Part IV of
Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”), and of all other
enabling powers, the effect of which will be to:
1. Vary the Traffic Regulation Orders specified in Schedule 1
2. Introduce waiting, loading and unloading restrictions on the lengths of roads
specified in Schedule 2
3. Designate the length of road specified in Schedule 3 as a Disabled Persons
Parking Places
The Order will come into operation 22nd October 2025.
Any person wishing to question the validity of the Order or of any provision contained
in it on the grounds that they are not within the powers conferred by the Road Traffic
Regulation Act, 1984 or on the grounds that any requirement of that Act or of any
instrument made under it had not been complied with in relation to the Order, may
within six weeks from 22nd October 2025 apply to the High Court for this purpose.
SCHEDULE 1 – Variation
1. The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction of
Waiting and Loading and On Street Parking Places) Consolidation Order 2012”
‘Schedule of Orders’ shall be varied as follows:
a. “Mid Glamorgan County Council (Various Streets, Aberdare) (Prohibition of
Waiting) Order, 1990” shall be varied by the deletion of ‘items 34, 35 and 36’ from
the schedule.
b. “Mid Glamorgan County Council (Various Streets, Aberdare) (Prohibition of
Waiting) Order, 1990” shall be varied by the deletion of the reference in that order
to the “West and South Sides from a point 53 metres (58.5 yards) south east of
its junctions with Dean Street, Aberdare or a distance of 20 metres (22 yards) in
a southerly direction to include its cul-de-sac end”.
c. “Mid Glamorgan County Council (Dean Street, Gloucester Street, Whitcombe
Street and Station Street, Aberdare) (Disabled Persons Parking Places Order
1990” shall be varied by the deletion of the reference in that order to “The northeastern side of Gloucester Street a distance of 25 metres (27.5 yards) southeastwards from the southern corner of number 49 Gloucester Street (Aberaman
Rugby Club), south-eastwards for a distance of 30 metres 933 yards)”.
d. The “Rhondda Cynon Taff County Borough Council (Aberdare Town Centre)
(Duke Street, Merchant Street and Station Street, Aberdare) (Prohibition of
Waiting) (Prohibition of Loading and Unloading) (Revocation) and (Variation)
Order 1999” shall be varied by the deletion of item ‘a’ from the schedule referring
to Duke Street.
e. “Rhondda Cynon Taff County Borough Council (Victoria Square and Gloucester
Street, Aberdare) (Variation) of (Prohibition of Waiting) Order 2000” shall be
varied by the deletion of ‘items 5 and 6’ from the schedule.
f. “Rhondda Cynon Taff County Borough Council (Gloucester Street, Aberdare)
(Variation of Disabled Persons Parking Places) Order 2000” shall be revoked in
its entirety.
g. “Rhondda Cynon Taff County Borough Council (Gloucester Street, Aberdare)
(Prohibition of Waiting) and (Prohibition of Loading and Unloading) Order 2000”
shall be revoked in its entirety.
h. “Rhondda Cynon Taff County Borough Council (A4233 Victoria Square,
Gloucester Street, Monk Street and Wind Street, Aberdare) (Prohibition of
Loading and Unloading) Order 2000” shall be varied by the deletion of ‘items i
and ii’ from the schedule referring to Gloucester Street.
SCHEDULE 2 – Prohibition of Waiting, Loading and Unloading At Any Time
1. Dean Street to Duke Street, Aberdare
a. Northeastern side, from the southern corner of 49 Gloucester Street (Aberdare
Rugby Club), for a distance of 82 metres in a south-easterly direction, to the
centreline of its junction with Commercial Street.
b. Southern side, from its junction with Dean Street, for a distance of 20 metres in
an easterly direction.
c. Southwestern side, from a point approximately 57 metres southeast of its junction
with Dean Street, for a distance of 13 metres in a south-easterly direction.
2. Duke Street, Aberdare
a. Northeastern side, from the centreline of its junction with Commercial Street to its
junction with Cardiff Steet
SCHEDULE 3 – Disabled Persons Parking Places
1. Dean Street to Duke Street, Aberdare
a. Southwestern side, from a point 20 metres south-east of its junction with Dean
Street, south-eastwards for a distance of 37 metres

Cyngor”) wedi gwneud Gorchymyn o dan Adrannau 1, 2, 4, 32, 35, 45, 53 a 124 a
Rhan IV o Atodlen 9 y Ddeddf Rheoleiddio Traffig 1984 (“y Ddeddf”) a phob un o'r holl
bwerau galluogi eraill, a’i effaith fydd:
1. Amrywio'r Gorchmynion Rheoleiddio Traffig sydd wedi'u nodi yn Atodlen 1
2. Cyflwyno cyfyngiadau aros, llwytho a dadlwytho ar hyd y ffyrdd wedi'u nodi yn
Atodlen 2
3. Dynodi'r rhan o'r ffordd sydd wedi'u nodi yn Atodlen 3 yr Hysbysiad yma fel
Cilfachau Parcio i Bobl Anabl.
Bydd y Gorchymyn yn dod i rym ar 22 Hydref 2025.
Chaiff unrhyw berson sy'n dymuno cwestiynu dilysrwydd y Gorchymyn, neu unrhyw
ddarpariaeth a gynhwysir ynddo, ar y sail nad yw o fewn y pwerau a roddwyd gan
Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail na chydymffurfiwyd ag unrhyw
un o ofynion y Ddeddf honno neu unrhyw offeryn a wnaed o dani mewn perthynas â'r

Rhondda Cynon Taf 2012” yn cael ei amrywio fel a ganlyn:
a. Bydd "Gorchymyn (Strydoedd Amrywiol, Aberdâr) (Gwahardd Aros) Cyngor Sir
Morgannwg Ganol 1990" yn cael ei amrywio trwy ddileu eitemau 34, 35 a 36 o'r
atodlen.
b. Bydd "Gorchymyn (Strydoedd Amrywiol, Aberdâr) (Gwahardd Aros) Cyngor Sir
Morgannwg Ganol 1990" yn ei amrywio trwy ddileu'r rhan o’r gorchymyn sy’n
cyfeirio at yrr "Ochrau gorllewinol a dwyreiniol o bwynt sydd 53 metr (58.5 llath)
i'r de ddwyrain o'u cyffyrdd gyda Stryd Dean, Aberdâr neu am bellter o 20 metr
(22 llath) i gyfeiriad y de er mwyn cynnwys y cul-de-sac".
c. Bydd Gorchymyn "Cyngor Sir Morgannwg Ganol (Stryd Dean, Stryd Caerloyw,
Stryd Cwm-gwyn a Stryd yr Orsaf, Aberdâr) (Cilfachau Parcio i Bobl Anabl) 1990
yn cael ei amrywio trwy ddileu'r rhan o’r gorchymyn sy’n cyfeirio at "Ochr ogleddddwyreiniol Stryd Caerloyw am bellter o 25 metr (27.5 llath) i'r de-ddwyrain o
gornel deheuol rhif 49 Stryd Caerloyw (Clwb Rygbi Aberaman), ac i'r de-ddwyrain
am bellter o 30 metr (33 llath)".
d. Bydd "Gorchymyn (Canol Tref Aberdâr) (Stryd y Dug, Stryd y Masnachwr a Stryd
yr Orsaf, Aberdâr) (Gwahardd Aros) (Gwahardd Llwytho a Dadlwytho) (Dirymu)
ac (Amrywio) Cyngor Bwrdeistref Sirol Rhondda Cynon Taf 1999" yn cael ei
amrywio trwy ddileu eitem 'a' o'r atodlen sy'n cyfeirio at Stryd y Dug.
e. Bydd "Gorchymyn (Sgwâr Fictoria a Stryd Caerloyw, Aberdâr) (Amrywio) o
(Gwahardd Aros) Cyngor Bwrdeistref Sirol Rhondda Cynon Taf 2000" yn cael ei
amrywio trwy ddileu 'eitem 5 a 6' o'r atodlen.
f. Bydd “Gorchymyn (Stryd Caerloyw, Aberdâr) (Amrywio Cilfachau Parcio i Bobl
Anabl) 2000 Cyngor Bwrdeistref Sirol Rhondda Cynon Taf" yn cael ei ddirymu yn
ei gyfanrwydd.
g. Bydd “Gorchymyn (Stryd Caerloyw, Aberdâr) (Gwahardd Aros) a (Gwahardd
Llwytho a Dadlwytho) 2000 Cyngor Bwrdeistref Sirol Rhondda Cynon Taf" yn
cael ei ddirymu yn ei gyfanrwydd.

atodlen sy'n cyfeirio at Stryd Caerloyw.
