RHODDIR RHYBUDD, DRWY HYN, fod y Cyngor, fel yr
Awdurdod Priffyrdd ar gyfer Pen-y-bont ar Ogwr, wrth arfer
ei bwerau o dan Adran 14(1) o Ddeddf Rheoleiddio Traffig
Ffyrdd 1984 (fel y’i diwygiwyd), a phob pŵer galluogi arall,
yn bwriadu cyhoeddi Gorchymyn a fydd yn cyflwyno terfyn
cyflymder 30mya dros dro, fel y nodir yn yr atodlen isod,
mewn dim llai na 7 diwrnod o’r Rhybudd hwn. Mae’r
Gorchymyn yn angenrheidiol er budd diogelwch y cyhoedd
oherwydd bod Polion a Lled y ffordd gerbydau sy’n weddill
yn annigonol i gerbydau basio’r cerbyd gwaith yn ddiogel
heb derfyn cyflymder. Bydd y ffordd ynghau o 08:00 tan
17:00 ar 23/10/2025, neu hyd nes y bydd y gwaith wedi’i
gwblhau, am hyd at gyfnod o 18 mis ar y mwyaf. Amserlen:
Heol Hopcyn John, Pen-y-bont ar Ogwr – Ni chaiff unrhyw
berson achosi i unrhyw gerbyd gael ei yrru ar gyflymder sy’n
fwy na 30mya ar Heol Hopcyn John, Pen-y-bont ar Ogwr, o
bwynt 20 metr o’i chyffordd â Heol Spencer, tua’r gorllewin
i bwynt 129 metr o’i chyffordd â’r A4061, sef pellter
cyffredinol o tua 950 metr. Bydd eithriad i’r Gorchymyn yn
berthnasol i gerbyd eithriedig fel y’i diffinnir isod. Yn yr
Hysbysiad hwn, mae “cerbyd eithriedig” yn golygu: (a)
unrhyw gerbyd a gaiff ei ddefnyddio gan y gwasanaethau
brys at y dibenion a ddisgrifir yn adran 87 o Ddeddf
Rheoleiddio Traffig Ffyrdd 1984; (b) unrhyw gerbyd a
ddefnyddir at ddibenion llyngesol, milwrol neu’r awyrlu, ac
a yrrir gan berson sydd am y tro yn ddarostyngedig i
orchmynion aelod o luoedd arfog y Goron, sy’n aelod o’r
lluoedd arbennig – (i) mewn ymateb, neu wrth ymarfer
ymateb i argyfwng diogelwch cenedlaethol gan berson
sydd wedi cael hyfforddiant i yrru ar gyflymder uchel; neu
(ii) at ddibenion hyfforddi person i yrru cerbydau ar
gyflymder uchel. Ystyr “lluoedd arbennig” yw’r unedau
hynny o’r lluoedd arfog y mae cynnal eu galluoedd yn
gyfrifoldeb Cyfarwyddwr y Lluoedd Arbennig, neu sydd am
y tro yn ddarostyngedig i orchymyn gweithredol y
Cyfarwyddwr hwnnw. Cynhelir mynediad drwy’r cyfyngiad
ar gyfer yr Heddlu, y Gwasanaethau Tân a’r Gwasanaethau
Ambiwlans sy’n ymateb i argyfyngau. Cynhelir mynediad i
gerddwyr at bob eiddo o fewn y cyfyngiad ar hyd llwybrau
diffiniedig drwy gydol y cyfnod cau.

BRIDGEND COUNTY BOROUGH COUNCIL
(HEOL HOPCYN JOHN, BRIDGEND) (30MPH SPEED LIMIT)
TEMPORARY TRAFFIC ORDER 2025
NOTICE IS HEREBY GIVEN that the Council as Traffic
Authority for Bridgend in exercise of its powers under
Section 14(1) of the Road Traffic Regulation Act 1984 (as
amended), and all other enabling powers, intends not less
than 7 days from the date of this Notice to make an Order
which will temporarily implement a reduced speed limit of
30mph as set out in the schedule below. The Order is
necessary in the interests of public safety due to the Poling
and Width of the residual carriageway being insufficient for
vehicles to safely pass the works vehicle without a speed
reduction restriction. The Order will come into force from
08:00am to 17:00pm on 23/10/2025, or until such time as
the works are completed, up to a maximum period of 18
months. Schedule: Heol Hopcyn John, Bridgend - No
person shall cause any vehicle to be driven at a speed in
excess of 30mph on Heol Hopcyn John, Bridgend, from a
point 20 meters from its junction with Heol Spencer, in a
westerly direction to a point 129 meters from its junction
A4061, an overall distance of approximately 950 meters. An
exemption to the Order will apply to an exempted vehicle
as defined below. In this Notice “exempted vehicle” means:
(a) any vehicle being used by the emergency services for
the purposes described in section 87 of the Road Traffic
Regulation Act 1984; (b) any vehicle being used for naval,
military or air force purposes, and being driven by a person
for the time being subject to the orders of the member of
the armed forces of the Crown, who is a member of the
special forces- (i) in response, or for practice in responding,
to a national security emergency by a person who has been
trained in driving at high speeds: or (ii) for the purposes of
training a person in driving vehicles at high speeds. “special
forces” means those units of the armed forces the
maintenance of whose capabilities is the responsibility of
the Director of Special Forces or which are for the time
being subject to the operational command of that Director.
Access will be maintained through the site for Police, Fire
and Ambulance Services responding to emergencies.
Pedestrian access to all properties within the restriction will
be maintained along defined routes throughout the period
of the closure.
