Norfolk – Speed Limit Changes, Waiting Restrictions & Crossing Installations

What is happening?

THE NORFOLK COUNTY COUNCIL

(CAISTER-ON-SEA, ORMESBY ST MARGARET WITH SCRATBY, AND WEST CAISTER)

PROPOSED TRAFFIC ORDERS AND NOTICES 2025

Proposed Traffic Orders:

The Norfolk County Council propose to make the following Orders under the Road Traffic Regulation Act 1984 to have the effects as follows:

The Norfolk County Council (Caister-on-Sea and Ormesby St Margaret with Scratby, Various Roads) (20mph Speed Limit Zone) Consolidation and Variation Order 2025

If the Order comes into force the effect will be to consolidate the Norfolk County Council (Caister-on-Sea, Norwich Road, Ormesby Road and Jack Chase Way) (30p.h. and 40 m.p.h. Speed Limits and 20 m.p.h. Zone) Order 2018 ("2018 Order"), whereby the existing 20mph Speed Limit Zone on the existing lengths of road will not be changed except as per the additions detailed below at points 1 and 2 below:

Vary the 2018 Order by updating references to the following lengths of road:

U62542 Heacham Road

From its junction with the C484 Ormesby Road to its junction with the

U69453 Yarmouth Road.

U69453 Yarmouth Road

From its junction with the C484 Ormesby Road north-westwards for a distance of 287 metres.

Vary the 2018 Order by introducing a 20 miles per hour speed limit zone along the lengths of roads specified below and de-restrict those roads which are restricted roads to facilitate the introduction of the 20 miles per hour speed limit:

The 2018 Order is proposed to be consolidated for clarity and efficient administration of the restrictions. As part of the consolidation the existing 2018 Order is being updated to reflect current legislation, being clarified to make restrictions clearer, or being amended to correct minor errors.

The Norfolk County Council (Caister-on-Sea, Norwich Road and Ormesby Road) (30mph Speed Limit) Consolidation Order 2025

If the Order comes into force the effect will be to consolidate The Norfolk County Council (Caister-on-Sea, Norwich Road, Ormesby Road and Jack Chase Way) (30m.p.h. and 40 m.p.h. Speed Limits and 20 m.p.h. Zone) Order 2018 ("2018 Order"), whereby the existing 30mph Speed Limit on the existing lengths of road will not be changed.

The 2018 Order is proposed to be consolidated for clarity and efficient administration of the restrictions. As part of the consolidation the existing 2018 Order is being updated to reflect current legislation, being clarified to make restrictions clearer, or being amended to correct minor errors.

The Norfolk County Council (Caister-on-Sea and Ormesby St Margaret with Scratby, Jack Chase Way and Ormesby Road) (40mph Speed Limit) Consolidation and Variation Order 2025

If the Order comes into force the effect will be to consolidate the Norfolk County Council (Caister-on-Sea, Norwich Road, Ormesby Road and Jack Chase Way) (30m.p.h. and 40 m.p.h. Speed Limits and 20 m.p.h. Zone) Order 2018 ("2018 Order"), whereby the existing 40mph Speed Limit on the existing lengths of road will not be changed except as per the additions detailed below at point 1 below;

Vary the 2018 Order by extending the 40mph speed limit restriction by 1748 metres (a correction to the existing 60mph speed limit of 1748 metres which was incorrectly stated in the length of the C643 Jack Chase Way (from its junction with the C591 Yarmouth Road to its junction with the C483/A149 Norwich Road Roundabout) being subject to a 40 miles per hour restriction) as follows:

C643 Jack Chase Way

From its junction with the C591 Yarmouth Road south westwards for 1868 metres.

The 2018 Order is proposed to be consolidated for clarity and efficient administration of the restrictions. As part of the consolidation the existing 2018 Order is being updated to reflect current legislation, being clarified to make restrictions clearer, or being amended to correct minor errors.

The Norfolk County Council (Caister-on-Sea and West Caister)

(Prohibition of Waiting Order) 2025

If the Order comes into force the effect will be to prohibit any vehicle to wait at any time along the lengths of roads specified in Schedules 1 and 2 below:

SCHEDULE 1 – In the parish of Caister-on-Sea

Prohibition of Waiting at Any Time

U62235 Prince of Wales Road

Both Sides

From its junction with the C643 Jack Chase Way eastwards for a distance of 50 metres.

C643 Jack Chase Way

East Side

From a point 19 metres north of its junction with the U62235 Prince of Wales Road southwards for a distance of 36 metres.

SCHEDULE 2 – In the Parish of West Caister

Prohibition of Waiting at Any Time

U62549 Calgary Boulevard

Both Sides

From its junction with the C643 Jack Chase Way westwards for a distance of 54 metres.

C643 Jack Chase Way West Side

From a point 18 metres north of its junction with the U62549 Calgary Boulevard southwards for 36 metres.

Proposed Notices:

The Norfolk County Council hereby give the following notices under the legislation referred to therein:

The Norfolk County Council (Caister-on-Sea, Jack Chase Way and Norwich Road) (Zebra and Toucan Crossing) Notice 2025

As required under the Road Traffic Regulation Act 1984, Part 3, Sections 23 and 25, notice is hereby given that the Norfolk County Council proposes to:

install a Zebra pedestrian crossing and an associated Zebra controlled area on the C483 Norwich Road at a point 182 metres west of the A149 Caister Bypass roundabout; and

install a Toucan pedestrian crossing and an associated Toucan controlled area on the C643 Jack Chase Way at a point 120 metres north of the A149 Caister Bypass roundabout.

Distances measured are to the centreline of the crossings. These crossings are part of highway improvement works aimed at enhancing road safety, protecting the local high-quality corridor environment, and creating a safer setting for pedestrians and cyclists.

The Norfolk County Council (Caister-on-Sea, Jack Chase Way, Prince of Wales Road and Calgary Boulevard) (Signalised Crossing) Notice 2025

As required under Section 23 of the Road Traffic Regulation Act 1984, notice is hereby given that Norfolk County Council proposes to install a staggered toucan crossing with associated signalised controlled areas at the following locations in the parish of Caister-on-Sea:

C643 Jack Chase Way (Eastern side)

At a point 21 metres north of its junction with the U62325 Prince of Wales Road.

C643 Jack Chase Way (Eastern side)

At a point 20 metres south of its junction with the U62325 Prince of Wales Road.

C643 Jack Chase Way (Western side)

At a point 21 metres south of its junction with the U62549 Calgary Boulevard.

C643 Jack Chase Way (Western side)

At a point 20 metres north of its junction with the U62549 Calgary Boulevard.

U62325 Prince of Wales Road

At a point 12 metres east of its junction with the C643 Jack Chase Way.

U62549 Calgary Boulevard

At a point 12 metres west of its junction with the C643 Jack Chase Way.

Distances measured are to the centreline of each crossing.

The reason for this proposal is to provide a safer environment for pedestrians and cyclists.

The Norfolk County Council (Caister-on-Sea, Jack Chase Way and Norwich Road)

Shared Use Cycle Track Notice 2025

As required under the Highways Act 1980, Sections 65(1) and 66(4), notice is hereby given that the Norfolk County Council propose to install a shared use footway/cycletrack (with rights of way on foot) at the following locations in the parish of Caister-on-Sea:

C483 Norwich Road (Northern side)

From its junction with the A149 Caister Bypass roundabout eastwards for 637 metres.

C643 Jack Chase Way (Eastern side)

From its junction with the A149 Caister Bypass roundabout northwards for 146 metres.

C643 Jack Chase Way (Western side)

From a point 95 metres north of its junction with the A149 Caister Bypass roundabout northwards for 337 metres.

The conversion of the above lengths will consist of removing and extending the existing footway and/or verge extents to provide a 3.0 metre wide footway/cycletrack up to 3.5 metres in width. Pedestrians and cyclists will have joint use and will not be segregated.

The reason for this proposal is to provide a safer route for cyclists.

Copies of the draft Orders being proposed, all Order and Notice Plans, Statements of Reasons for making the Orders, and any existing Order being amended or revoked may be viewed online at www.norfolk.citizenspace.com.

Copies are also available for inspection at Norfolk County Council, County Hall, Norwich, NR1 2DH and at the offices of Great Yarmouth Borough Council, Town Hall, Hall Plain, NR30 2QF, during normal office hours. Online viewing is recommended.

Any objections and representations relating to the proposed Orders must be made in writing and must specify the grounds on which they are made. Comments may also be made in relation to the notices. All correspondence for these proposals must be received at the office of nplaw, Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH, marked for the attention of the nplaw Traffic Regulation Order Team by 4th November 2025.
