ROAD TRAFFIC REGULATION ACT 1984

The East Sussex (Avis Road, Newhaven)

(Restricted Road and 40mph Speed Limit) Order 202*

NOTICE is hereby given that East Sussex County Council propose to make an Order under Sections 84(1) and (2) of the Road Traffic Regulation Act 1984, as amended, and of all other enabling powers, which would amend the speed limits in the following lengths of road;

SCHEDULE ONE – Restricted Road

Avis Road, from a point approximately 23 metres northwest Newhaven  of its junction with Avis Way, northwestwards to a point approximately 50 metres north of New Road (cul-de-sac).

SCHEDULE TWO – 40 mph Speed Limit

Avis Road, from a point approximately 50 metres north of its Newhaven  junction with New Road (cul-de-sac), northwards to its junction with A26 New Road.

The East Sussex (Public Bridleway Mayfield and

Five Ashes 38b (part)) (Temporary Bridleway Closure) Order 2024

To protect public safety during essential water supply replacement works, the Secretary of State has extended the above East Sussex County Council’s Order made on 9 August 2024 under Sections 14(1) and 15(1)(a) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following bridleway:

Temporary Bridleway Closure

Part of Public Bridleway Mayfield and Five Ashes 38b will be closed between TQ 6043 3016 and TQ 6045 3010. An alternative route will be available to the east of the closure as signed.

The closure will be in force for 8 months from 19 October 2025, or until the works are completed, whichever is the earlier, which after this period will require an extension from the Secretary of State, should the bridleway still be unavailable to use.

The East Sussex (Public Bridleway Withyham 82 (part))

(Temporary Bridleway Closure) Order 2025

To protect public safety during the design and construction of a new bridge following damage to the current one that is beyond repair and not safe to use, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(a) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following bridleway:

Temporary Bridleway Closure

Part of Public Bridleway Withyham 82 will be closed to all users between TQ 4894 3037 and TQ 4900 3041 for a distance of 65 metres. Unfortunately, there is no alternative route.

The closure will be in force for 6 months from 1 November 2025, or until the works are completed, whichever is the earlier, which after this period will require an extension from the Secretary of State, should the bridleway still be unavailable to use.

The East Sussex (C9 Golf Club Lane, Piltdown)

(Temporary Prohibition of Traffic) Order 2025 No.2

To allow UKPN to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Golf Club Lane – from the junction with A272 Batts Bridge Road to the junction with C10 Shortbridge Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C10 Shortbridge Road – A272 Batts Bridge Road and vice versa. The Order commences 21 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 21 October 2025 depending upon the weather conditions.

(Temporary Prohibition of Traffic) Order 2025 No.4

To allow East Sussex Highways to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Station Road – from the junction with U5917 Station Close to the junction with C6 South Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C6 South Road, Green Road – B2112 Ditchling Road, Common Lane, North End, High Street – B2116 Lewes Road, Ditchling Road – C110 Plumpton Lane, Station Road and vice versa.

The Order commences 22 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 22 and 23 October 2025 depending upon the weather conditions.

The East Sussex (U5240 Underhill Lane, Westmeston)

(Temporary Prohibition of Traffic) Order 2025

To allow Openreach to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Underhill Lane – from the junction with C203 Beacon Road to the junction with B2116 Lewes Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C203 Beacon Road – B2112 South Street – B2116 Lewes Road and vice versa.

The Order commences 23 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 23 October 2025 depending upon the weather conditions.

The East Sussex (U7253 Church Road, Crowborough)

(Temporary Prohibition of Traffic) Order 2025 No.2

To allow Gallagher Ltd to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Church Road – from the junction with C11 Croft Road to the junction with A26 Beacon Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A26 Beacon Road – U7877 Mill Lane – C11 Croft Road and vice versa.

The Order commences 18 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 18 and 26 October 2025 depending upon the weather conditions.

(Temporary Prohibition of Traffic) Order 2025

To allow City Fibre to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Lullington Road – from the junction with C210 Chapel Hill to the junction with C724 Milton Street.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C120 Lullington Road – C39 North Street, Alfriston Road – A27(T) Drusillas roundabout, Lewes Road – C210 The Street, Chapel Hill and vice versa.

The Order commences 17 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 17 and 24 October 2025 depending upon the weather conditions.

The East Sussex (U5439 Gildredge Road, Seaford)

(Temporary Prohibition of Traffic) Order 2025

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Gildredge Road – from the junction with A259 Sutton Road to the junction with U5439 Grove Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via A259 Sutton Road – U5439 East Albany Road, Grove Road and vice versa.

The Order commences 23 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 23 and 27 October 2025 depending upon the weather conditions.

The East Sussex (U5401 Streat Lane, Streat)

(Temporary Prohibition of Traffic) Order 2025 No.3

To allow Openreach to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Streat Lane – from the junction with B2116 Lewes Road to the junction with U5998 Hemsleys Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U5401 Streat Lane – C71 St Helena Lane – C6 South Road – C110 Station Road, Plumpton Lane – B2116 Ditchling Road, Lewes Road and vice versa.

The Order commences 23 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 23 October 2025 depending upon the weather conditions.

(Temporary Prohibition of Traffic) Order 2025

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Moor Lane – from the junction with B2124 Laughton Road to the junction with U5664 Neaves Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C325 Moor Lane – C113 New Road – B2192 Lewes Road – B2124 Laughton Road and vice versa.

The Order commences 20 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 20 and 22 October 2025 depending upon the weather conditions.

The East Sussex (A259 Station Approach, Newhaven)

(Temporary Prohibition of Traffic) Order 2025

To allow Network Rail to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Station Approach – 20 metres either side of the level crossing.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic westbound via A26 New Road – A259 The Drove Slip Road, The Drove, B&Q roundabout, The Drove, South Way, Lewes Road, North Way, The Drove, North Quay and eastbound via A259 Drove Road, B&Q roundabout, The Drove, South Way, Lewes Road, North Way, The Drove, The Drove Slip Road – A26 New Road.

The Order commenced 4 June 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 23:30hrs to 05:00hrs on 23 and 24 October 2025 depending upon the weather conditions.

The East Sussex (C209 Willinghurst Lane, Rotherfield)

(Temporary Prohibition of Traffic) Order 2025

To allow South East Water to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Willinghurst Lane – from the junction with C209 Dewlands Hill to the junction with U7578 Steep Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via C209 Castle Hill, Treblers Road, Mottins Hill – B2100 Rotherfield Road – C11 Western Road, Hadlow Down Road, Hastingford Lane, School Lane – C209 Waghorns Lane, Stonehurst Lane, Dewlands Hill and vice versa.

The Order commences 21 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 21 and 22 October 2025 depending upon the weather conditions.

(Temporary Prohibition of Traffic) Order 2025 No.2

To allow Coppard Plant Hire Ltd to carry out works, East Sussex County Council have made an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Forest Lane – from the junction with U7598 North Street to the junction with U7911 Blackdown Lane.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via U7911 Blackdown Lane – B2096 Battle Road – U7598 North Street and vice versa.

The Order commences 20 October 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 20 October and 7 November 2025 depending upon the weather conditions.

To allow Southern Water to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Glebe Close – for its full extent.

The Order commences 6 November 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 6 November 2025 depending upon the weather conditions.

The Order commences 6 November 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 6 and 7 November 2025 depending upon the weather conditions.

To allow CityFibre to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Temporary Road Closure

Chapel Hill – from the junction with C210 The Street to the junction with C120 Lullington Road.

(Temporary Prohibition of Traffic) Order 2025

To allow BT Openreach to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

Sandy Cross Lane – from the junction with B2203 Hailsham Road to the junction with U7917 Park Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic via B2203 Hailsham Road – U7352 Upper Station Road – U7917 Park Road and vice versa.

The Order commences 3 November 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken on 3 and 4 November 2025 depending upon the weather conditions.

(Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following length of road;

The Drove – from the junction with A259 North Quay, A259 B&Q roundabout and A26 New Road.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible with an alternative route for through traffic eastbound via A259 North Quay, Station Approach, Drove Road, B&Q roundabout; northbound via A259 North Quay, Station Approach – A26 New Road; westbound via A259 B&Q roundabout, Drove Road, Station Approach and southbound via A26 New Road – A259 Drove Road, B&Q roundabout.

The Order commences 6 November 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken from 20:00hrs to 06:00hrs between 6 and 8 November 2025 depending upon the weather conditions.

The East Sussex (A271 Lower Horsebridge/B2104 London Road, Hailsham)

(Temporary Prohibition of Traffic) Order 2025

To allow East Sussex Highways to carry out works, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 15(1)(b) of the Road Traffic Regulation Act 1984, as amended, which will temporarily close the following lengths of road;

Temporary Road Closures

Lower Horsebridge – from the junction with A22 Boship roundabout to the junction with A271 Upper Horsebridge.

Diversion via A22 Boship roundabout, Hailsham bypass, Diplocks roundabout, Hailsham bypass, Arlington Eagles roundabout – A295 South Road, George Street, North Street, High Street, Battle Road and vice versa.

London Road – from the junction with A271 Upper Horsebridge to the junction with U7195 Manor Park Road. Diversion via B2104 London Road – B2202 London Road – A295 Battle Road and vice versa.

A safe route will be provided for pedestrians and vehicular access for residents and to properties maintained whenever possible.

The Order commences 3 November 2025 and lasts for a period of 18 months, or until works are completed, whichever is earlier. However, it is anticipated works will be undertaken between 3 and 15 November 2025 depending upon the weather conditions.

The East Sussex (Lewes Bonfire) (Special Event) Order 2025

To facilitate the holding of the Lewes Bonfire celebrations, to reduce the disruption to traffic likely to be caused by the event and for the expediency and safety of the participants, the travelling public and other highway users, East Sussex County Council intend not less than seven days from the date of this notice to make an Order under Sections 14(1) and 16A to C of the Road Traffic Regulation Act 1984, as amended, which will temporarily impose restrictions in Lewes and the surrounding area in the following lengths of road:-

Temporary Road Closures from 16:45hrs on 5 November to 01.00hrs on 6 November 2025

A275 (A277) Brighton Road – from the junction with A27(T) (Ashcombe roundabout) extending northwards via A275 Nevill Road to B2116 Plumpton Road, Offham.

Diversion via A275 – A272 – A22 – A27(T) and vice versa.

U5065 Southerham Lane – from the junction with A27(T) to A26 Cliffe Industrial Estate.

Diversion via A27 – A22 – B2192.

U5137 Mayhew Way, Southdowns Road, Brooks Road – from the junction with U5127 Church Lane to A26 Brooks Road roundabout.

C7 Kingston Road, Bell Lane, Winterbourne Hollow – from the junction with C324 Well Green Lane to the junction with A275 Brighton Road.

Diversion via C324 Wellgreen Lane – A27(T) Ashcombe Roundabout and vice versa.

U5012 Hamsey Lane – at the junction of A275. Diversion via A275.

Temporary Prohibition of Waiting (Including verges and footways) from 12.00hrs on 5 November to 02.00hrs on 6 November 2025

A26 – from the A27 Southerham roundabout, northwards including the Cuilfail Tunnel to the junction with C112 Ham Lane encompassing the existing permanent prohibition of waiting order located on Malling Hill. Including the A26 lay-bys.

B2192 – from the junction with A26 Earwig Corner to the junction with C113 New Road.

C7 – from junction with C324 Wellgreen Lane northwards to the junction with A277 at the Prison crossroads including Bell Lane and Winterbourne Hollow, encompassing the permanent prohibition of waiting orders located on Southover High Street and Bell Lane.

C324 Ashcombe Lane & Wellgreen Lane – from the junction with Ashcombe roundabout (A27) to the junction with C7.

A275 – from the junction with A27 Ashcombe roundabout to the junction with A277 at the Prison crossroads extending northwards on the A275 to the junction with U5072 Malthouse Way, Cooksbridge encompassing the permanent prohibition of waiting located on the A275 (A277) Brighton Road and the A275 Nevill Road, including bays on Nevill Road.

B2116 Ditchling Road – from the junction with A275 The Street to the junction with C110 Plumpton Lane.

U5137 Brooks Road, South Downs Road, Mayhew Way and Church Lane – from the junction with Phoenix Causeway to the junction with Malling Down, encompassing the permanent prohibition of waiting on these roads.

U5065 Southerham Lane – from the junction with A27(T) to the pinch point outside Unit 24, Cliffe Industrial Estate.

The temporary prohibition of waiting restriction and temporary road closure restriction will include the roads and their junctions off the A26 between A27 Southerham roundabout to the junction with B2192 Earwig Corner, including the junctions with U5137 Church Street, U5135 Mill Road, U5134 Spences Lane, U5134 Orchard Lane, U5136 The Spinneys, U5164 Wheatsheaf Gardens, U5138 Daveys Lane, U5139 Thomas Street, U5160 Cliffe Industrial Estate and U5143 South Street.

Temporary Prohibition of Loading and Unloading & Parking, cyclists (including prohibition of disabled parking) from 12.00hrs on 5 November to 02.00hrs on 6 November 2025 in the roads listed below. Parked vehicles may be removed.

The Order will be in force from 12.00hrs on 5 November until 02.00hrs on 6 November 2025.

Pedestrian access will be maintained at all times, unless otherwise directed by the police for operational reasons. Vehicular access will be at the discretion of Sussex Police e.g. care workers, medical, social services and pre-identified BSG members.
