What is happening?

OXFORDSHIRE COUNTY COUNCIL

1. (BANBURY AREA) (SPEED LIMITS) (NO.3) ORDER 2025

2. (VARIOUS ROADS – CHERWELL DISTRICT) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.17) ORDER 2025

3. (BANBURY) (BUS LANES AND TRAFFIC MANAGEMENT) ORDER 2025

NOTICE is given that on 13 October 2025 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984 in support of the ‘Access to Banbury Train Station’ project (i.e. Tramway Road improvements). The orders come into force on 1 November. Specifically, they comprise the following measures:

A.  New 20mph Speed Limit to be introduced on the following sections of road:

1.  Station Approach Road (North) – from a point 90 metres southeast of its junction with Bridge Street, southwards to its roundabout junction with the Station Approach Road (South)/Tramway Road, including the circulatory carriageway of the roundabout.

2.  Station Approach Road (South) – from its roundabout junction with the Station Approach Road (North)/ Tramway Road, south-eastwards for a distance of 55  metres.

3.  Tramway Road – from its roundabout junction with the Station Approach Road (South)/Tramway Road, southwards to a point 200 metres north of its junction with Hightown Road/Swan Close Road.

B. Bus Lanes: introduced on the Station Approach Road (North) as follows:

1.  Southbound carriageway – from a point 115 metres southeast of its junction with Bridge Street, southwards for a distance of 110 metres,

2.  Northbound carriageway – from its roundabout junction with the Station Approach Road (South)/Tramway Road, north-eastwards for a distance of 15 metres.

Exemptions to the bus gate restrictions will apply to: Emergency Vehicles (including Police vehicles on patrol) Taxi & private hire vehicles, and vehicles associated with Network Rails ‘Rapid Response’ unit.

C.  ‘No Waiting at Any Time’ (Double Yellow Lines) will also be introduced and/or formalised as follows:

1. Station Approach Road (North) – both sides:

a.   from  its junction with Bridge Street, southwards for a distance of 205 metres,

b.  from  its roundabout junction with the Station Approach Road (South)/Tramway Road, northwards for a distance of 12 metres.

2.  Station Approach Road (South) – both sides: from its roundabout junction with the Station Approach Road (North)/Tramway Road, south-eastwards for a distance of 55 metres,

3.  Tramway Road – both sides: both sides: from its roundabout junction with the Station Approach Road (North)/Tramway Road, south-westwards for a distance of 55 metres.

The Oxfordshire County Council (Various Roads – Cherwell) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 updating Map Tiles AR55 & AS55 is further amended as necessary and the Oxfordshire County Council (Banbury Area) (Speed Limits – No.2) Order 2025 is revoked/replaced.

If you wish to question the validity of either Order or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 13 October 2025 apply to the High Court for this purpose. ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

Notice of Temporary Traffic Order

Banbury, Footpath Closure – Footpath Between 31-39 and 28 Angus Close, and Footpath between Angus Close and Devon Way

Date of Order: 13/10/2025

Coming into force: 20/10/2025

This Order is being introduced because of essential electricity upgrades which are anticipated to be completed on 5/12/2025.

The effect of the Order is to close temporarily the footpaths between Nos.31-39 and 28 Angus Close and between Angus close and Devon Way. Exemptions are included for emergency services, for Works and for pedestrian access to premises which are only accessible from the closed sections of footpath. The alternative route will be signed locally. Appropriate signs will be displayed to indicate when the measures are in force.

This order will remain in force for 6 months or until, the works are completed whichever is the sooner. (Ref: T16432/JP)
