What is happening?

LONDON BOROUGH OF SOUTHWARK 

DRUID STREET ACTIVE TRAVEL IMPROVEMENTS

1.     Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 
2.     The effects of the (Prescribed routes) Order would be to:-
(a)    create a segregated contraflow cycle lane for south-eastbound cycles only in DRUID STREET, bounded to the north-eastern kerb (with a maximum width of 2 metres ‘m’, and including intermittent cycle lane markings to allow vehicles to turn in and out of the adjacent side roads) between a point 19m south-east of its junction with Tanner Street and a point 12m south-east of the south-eastern kerb-line of Sweeney Crescent - the existing north-westbound ‘one-way’ working for all vehicles would remain in place but would now make exception for cycles using the dedicated contraflow cycle lane; 
(b)     install a new ‘no entry’ sign in DRUID STREET at its junction with Tanner Street  which would clarify and strengthen the existing north-westbound ‘one-way’ working for all vehicles within Druid Street without the exception for cycles at this junction, as all cycles should be using the dedicated south-eastbound contraflow cycle lane when turning into Druid Street from Tanner Street; and 
(c)    the Council will update an existing ‘no left turn’ (except cycles) restriction in SWEENEY CRESCENT at its junction with Druid Street to ensure that only cycles using the designated contraflow cycle lane will be permitted to turn left in Sweeney Crescent into Druid Street - please note that there will be no physical changes to the street for this measure. 
3.    The effects of the (Charged-for parking places) Order would be in Controlled Parking Zone (‘CPZ’) 'G' in SWEENEY CRESCENT remove an existing permit-holders’ only parking place (12m in length) north-west side north-east of its junction with Druid Street (this parking will be replaced with a new loading only bay as described below).
4.    The effects of the (Free parking places, Loading places and Waiting, Loading and Stopping restrictions) Order would be:- 
(a)     in DRUID STREET south-west side to amend the lengths of existing inset loading places (i) between its junctions with Tanner Street and Millstream Road reduce the length by 4.5m (new length will be 124.5m), and (ii) between its junctions with Millstream Road and Gedling Place reduce the length by 2m (new length will be 24.5m),  both of these  loading only places will operate ‘at any time’ every day of the week (20 minutes max stay, no return within 1 hour);
(b)    in SWEENEY CRESCENT north-west side north-east of its junction with Druid Street to install a new 12m in length loading place for the purpose of loading and unloading only which would operate ‘at any time’ every day of the week without time limit;
(c)    in DRUID STREET to amend existing ‘at any time’ waiting restrictions (double yellow lines ‘DYLs’) on the south-west side and existing ‘DYLs’ with contiguous ‘at any time’ loading restrictions (double kerb blips ‘DKBs’) on the north-east side throughout the length of the segregated contraflow cycle lane as described above and where there are existing waiting and/or loading restrictions – to accommodate the new segregated contraflow cycle lane and changes in kerb-lines (build-outs);
(d)    to add new ‘DYLs’ with contiguous ‘DKBs’ in DRUID STREET on both sides from a point 4.5m south-east of the south-eastern kerb-line of Tanner Street (the Transport for London ‘red route’ boundary) 8.5m on the north-east side and 8m on the south-west side;   
(e)     to add new ‘DKBs’ on all existing ‘DYLs’ (i) on the south-west side of in DRUID STREET between a point 11m north-west of the north-western kerb-line of Millstream Road and a point 11.5m south-east of the south-eastern kerb-line of Gedling Place, (ii) on both sides of GEDLING PLACE between the south-western kerb-line build-out of Druid Street and a point 9m south of that kerb-line build-out, and (iii) on both sides of MILLSTREAM ROAD between the south-western kerb-line build-out of Druid Street and a point 6m south-west of that kerb-line build-out; and 
(f)    to remove 2m of existing ‘DYLs’ in DRUID STREET south-west side (south-east of its junction with Millstream Road) to accommodate the change in kerb-line shape and loading place amendment.
NOTES: (1) ‘permit’ refers to parking places for holders’ of valid parking permits within the Controlled Parking Zone (CPZ) listed. (2) ‘DYLs’ refer to 'at any time' (operational every day of the week) waiting restrictions and ‘DKBs’ refer to 'at any time' loading restrictions. (3) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking  
5.    Southwark Council hereby GIVES FURTHER NOTICE that under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Traffic calming) Regulations 1999, propose to (a) construct a road hump of sinusoidal cross-section construction, approximately 3.7 metres in length, having a max height of 100 millimetres and covering the greater width of the carriageway (not including the new segregated contraflow cycle lane) in DRUID STREET centred at a point 12.5m south-east of the north-western wall of Nos. 263 to 276 Arnold Estate (which would replace and refresh the existing speed hump), and (b) construct speed tables of flat-top construction having a maximum height level with the surrounding kerb and covering the entire width of the carriageway in:-
     (i) DRUID STREET extending from a point 7m north-west of north-western kerb-line of Millstream Road north-westward for distance of 6.5m, (ii) DRUID STREET extending from a point 9m north-west of north-western kerb-line of Sweeney Crescent south-eastward for distance of 24.5m and extending into GEDLING PLACE for a distance of 9m and extending into SWEENEY CRESCENT for a distance of 9m, (iii) MILLSTREAM ROAD extending from the south-western kerb-line build-out of Druid Street south-westward for distance of 7m, and (iv) on the partly off-street southernmost vehicular access to Arnold Estate PHOENIX WHARF ROAD extending from the north-eastern kerb-line of Druid Street north-eastward for distance of 7m (all measurements include the ramps).
