The London Borough of Southwark (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (e-scooter & cycle hire) (No. *) Order 202*

1.      Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2.      The effects of the Orders, would be to:-

(a)     provide 21 permanent parking places on the carriageway for the use of e-scooter & cycle hire providers (who are participating in the pan-London e-scooter & cycle hire trails) only, 2 metres (‘m’) in width and 6.6m in length (unless otherwise stated) and aligned parallel to the kerb, at the following locations:-

JASPER ROAD south-east side opposite Nos. 4 and 6 Jasper Road;

KIRKWOOD ROAD south-west side opposite No. 6 Kirkwood Road;

LANCASTER STREET south-west side o/s Nos. 1 to 32 Markstone House Lancaster Street;

LANDCROFT ROAD north-east side on the side of No. 322 Crystal Palace Road;

LARCOM STREET north-west side o/s No. 9 Larcom Street;

LIMESFORD ROAD north-west side opposite Nos. 30 and 31 Limesford Road;

LOMOND GROVE south-west side opposite the rear of Nos. 9/33 Caspian Street;

LYNTON ROAD south-west side to the rear of Nos. 2 and 3 Longfellow Way;

MANDELA WAY north-east side o/s The Copperfields Mandela Way;

MCDERMOTT ROAD north-west side on the side of Nos. 25 to 37 Reedham Street;

MILO ROAD north-west side on the side of No. 268 Lordship Lane;

MONNOW ROAD north-west side opposite its junction with Strathnairn Street;

NAYLOR ROAD north-east side north-west of its junction with Commercial Way;

NORTH CROSS ROAD north-east side on the side of No. 90 Crystal Palace Road (The Actress pub);

NORWAY GATE north-east side to the rear of Nos. 9 and 10 Oslo Square;

OLD JAMAICA ROAD north-east side south-east of its junction with Marine Street;

PAGE'S WALK south-east side opposite No. 110 Page's Walk;

PORTLAND STREET south-west side opposite No. 166 Portland Street;

RELF ROAD north-east side on the side of No. 19 Nigel Road;

RUSKIN WALK north-east side on the side of No. 2 Warmington Road (5m in length);

SIMMS ROAD north-east side south-east of its junction with St James's Road (5m in length);

NOTES: (1) The measures in 2(b)-(n) below are proposed to accommodate the provision of the new permanent e-scooter & cycle hire parking places and in those locations in the carriageway as detailed in item 2(a) above. (2) ‘permit’ refers to parking places for holders’ of valid parking permits within the Controlled Parking Zone (CPZ) listed, ‘shared-use’ refers to parking places in which holders of a valid permit for the CPZ listed or ‘pay’ (‘Pay by Phone’ ticket holders) are permitted to park within the permitted hours. ‘DYLs’ refer to waiting restrictions which operate 'at any time' - all hours on every day of the week and ‘SYLs’ refer to timed waiting restrictions. (3) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking

(b)     in Controlled Parking Zone (CPZ) 'B' reduce existing permit-holders’ only parking ('permit') by 6.6m in MCDERMOTT ROAD (9m remain), and in RELF ROAD (10m remain);

(c)     in CPZ 'C2' reduce existing ‘Pay by Phone’ parking (‘pay’) by 6.6m in LANCASTER STREET (9m remain);

(d)    in CPZ 'EC' reduce existing 'permit' by 6.6m in LOMOND GROVE (23m remain);

(e)     in CPZ 'G' reduce existing inset permit-holders’ and ‘Pay by Phone’ parking ('shared-use') by 6.6m in OLD JAMAICA ROAD (32m inset bay remain);

(f)      in CPZ 'GR' reduce existing 'shared-use' by 6.6m in PAGE’S WALK (213m remain);

(g)     in CPZ 'HH' reduce existing 'shared-use' by 5m in RUSKIN WALK (9m remain);

(h)     in CPZ ‘M2' reduce existing 'shared-use' by 6.6m in PORTLAND STREET (49m remain);

(i)      in CPZ 'S' reduce existing 'permit' by 6.6m in NORWAY GATE (14m remain);

(j)      in CPZ 'SEB' reduce existing 'permit' by 2.5m in SIMMS ROAD (10m remain);

(k)     in CPZ 'T' split and reduce existing 'shared-use' by 6.6m in NAYLOR ROAD (a total of 46.5m remain);

(l)      in CPZ 'TS' reduce existing (i) 'permit' by 6.6m in LYNTON ROAD (154.5m remain), and (ii) 'shared-use' by 6.6m in MONNOW ROAD (7.5m remain);

(m)    reduce existing free 'short stay' parking (i) by 3m in MANDELA WAY (17m remain), and (ii) by 6.6m in LARCOM STREET (9m remain);

(n)    amend existing waiting restrictions to accommodate the parking changes described in the above, (i) in SIMMS ROAD remove 2.5m existing 'at any time' (double yellow lines 'DYLs'), and (ii) in MANDELA WAY remove 3.6m existing ‘timed’ waiting restrictions (single yellow lines ‘SYLs’); and

(o)     the Council will amend the Traffic Management Order map-based schedule to add existing 'DYLs' in (i) FARQUHAR ROAD on both sides an approximate total of 75.5m either side of its northernmost junction with Jasper Road, (ii) in JASPER ROAD on both sides an approximate total of 25.5m south-west of its northernmost junction with Farquhar Road, and (iii) in RUSKIN WALK on both sides an approximate total of 16m north-west of its junction with Half Moon Lane - this is an administrative exercise to more closely match what is on the street, no physical changes will be made to these specific areas of Farquhar Road, Jasper Road, and Ruskin Walk.
